Question: When will Phase 2 Consultant Requests be published? 2. Answer: CORRECTION to meeting answer. At this time, it is unclear whether MnDOT will complete the design work internally, contract for the design work or use some other procurement method for completing the Phase 2 design work. B. From: Snow-Kreilich. 1. Question: Can you clarify the split between phase 1 & 2 construction? It seems that you d want pedestrian lighting designed and installed in phase 1 to avoid having to potentially remove or repair sidewalk or site areas affected by that scope or work. 2. Answer: MnDOT intends to have some overlap in the design of Phase 1 and Phase 2 projects. MnDOT will facilitate coordination between Phase 1 and Phase 2 designers for the pedestrian lighting along sidewalks and trails. ADDENDUM NUMBER 1 PAGE - 1

Question: RFP Attachment #1 (Project Management Plan and Scoping Report), Page 3, second bullet from top - The project statement stipulates that the design professional must, Develop solutions that meet the spirit of the Minnesota Sustainable Building Guidelines. Please confirm whether the selected team will be required to enroll and manage the project through the State s B3 Guidelines or the SB2030 Energy Standard. 2. Answer: No. This project is not subject to enrollment or management through B3 Guidelines or the SB2030 Energy Standard. The Consultant will be required make recommendations to MnDOT based upon the Minnesota Sustainable Building Guidelines (MSBG) to improve the ongoing performance of the Project towards the lowest lifetime costs and to promote design and operational decisions based on improving environmental, human and economic conditions. D. From: Oertel Architects. 1. Question: We understand the septic and well system design is to be provided by MnDOT. We anticipate the building design will dictate whether existing systems are suitably sized for the need, or if they require rehabilitation and/or replacement. Thus we should anticipate some design discussion regarding those systems. If work is required to either service, would it be part of the anticipated construction budget(s), or from another fund? (If part of project construction budget, would MnDOT as designer, provide cost estimates for that scope of work?) 2. Answer: The current sizes of the systems are expected to be adequate as the number of fixtures will not vary greatly from the current number and the new fixtures will be more efficient. Project Delivery: Single Prime Contractor, Subpostings, Low Bid c. Buildings and picnic shelters reconstruction, site rehabilitation, and coordination with MnDOT s improvements to the wastewater systems and water wells at two Rest Area sites. 3. SCOPE OF SITE WORK 1:10 pm a. Review Sites b. Comprehensive Site Rehabilitation Attachment #1 Excerpts from Scoping Report i. Site Amenities ii. Pedestrian circulation to and among site amenities, hardscapes iii. grading and storm drainage, water, erosion, pollution and sediment control iv. vegetation preservation, lawns and plantings c. PHASE 2 (future contracts) Rehabilitation of vehicular pavements, including ramps, the expansion of the truck parking lot and the updating and expanding the vehicular and pedestrian lighting systems at both rest areas. This work will follow after completion of Phase 1. d. Site Utilities Rehabilitation or Replacement i. Electrical Service rehabilitation as required for the new Buildings. ii. Low Voltage Service as required for Building Automation System and Security Camera System. iii. Well Water Service rehabilitation or replacement will be designed by MnDOT for inclusion in the Bid Documents. iv. Sanitary Septic Service rehabilitation or replacement will be designed by MnDOT for inclusion in the Bid Documents.

4 4. PROGRAM FOR BUILDINGS 1:20 pm a. Attachment #1 Excerpts from Project Management Plan and Scoping Report 5. COORDINATED WORK BY OTHERS 1:25 pm a. Certified Site Survey provided by MnDOT b. Asbestos containing materials will be removed for the renovation/demolition by MnDOT separate Contractor. c. Regulated waste will be removed for the renovation or demolition by MnDOT separate Contractor. 6. CONSULTANT CONTRACT REQUIREMENTS 1:30 pm a. Attachment #3 The State of Minnesota Professional and Technical Services Contract (template). b. Attachment #4 Exhibit A - Scope of Services and Deliverables (template). c. Contract will be negotiated based upon Scope of Services 7. MNDOT S REQUIREMENTS 1:35 pm a. Best interests of the State of Minnesota in its practices and its management of the project. b. Federal Funding which requires accommodation of required reviews and processes. c. Meet all design deadlines so that the project may be posted for Bid no later than 1 March d. Construction Documents resulting in bids meeting MnDOT s budget requirements for the Project. e. Incorporating commonly available materials and systems for a durable, vandal-resistant, lowmaintenance facility. f. Consultant shall incorporate MnDOT s preferred products, details and materials. g. Application of internal Quality Control procedures for document development and discipline coordination. 8. SCOPE OF SERVICES 1:40 pm a. Schematic Design Services including comparative design studies for a new SRA buildings, picnic shelters, storage buildings and site pedestrian appurtenances. b. Design Development Services including Estimates of Construction Costs c. Construction Document Services including Estimates of Construction Costs and Specifications including MnDOT s preferred products and materials specifications using MasterSpec software. d. Bidding Assistance Services. e. Regulatory Plan Review Submittals and other submittals to jurisdictions as required. f. Assist MnDOT in developing the Contract for Geotechnical Report. g. Assist MnDOT in developing the Contract for Special Inspections. h. Construction Administration. i. Project Closeout and 10-month inspection. j. Identify and specify mitigation measures for each hazard tree within 50 feet of public use areas. k. Specify treatment for clearing woody underbrush to avoid regrowth. l. Identify where pruning is needed around light standards and for aesthetic purposes.
