Impacts and Management 9

Listened to concerns about current construction impacts Developed updated technical solutions for foundation construction methods and demolition Documented concerns to support expenditures for new construction methods and security measures Fall 2017 Phase 4 Near Neighbors Meeting 10

Goal is to reduce construction impacts to adjacent properties Can reduce but not eliminate noise and vibration through: Demolition methods Pile installation methods near homes Phase 4 Construction Near Aramingo Avenue 11

Time restrictions on when demolition can occur To reduce noise, contractor will: Cut bridge barriers and decks and remove by truck Phase 4 Lower beams to the ground and remove by truck Break down larger items off-site Saw cutting and hammering to break up concrete will still need to occur e.g. for pier columns Demolition Process Rendering 12

Phase 3 used driven piles, which were hammered into the bedrock, to build structural supports Phase 4 will use micropiles and driven piles Micropiles are drilled then filled with concrete Micropiles reduce, but don t eliminate, noise and vibration Phase 4 will use micropiles near residential areas Micropiles to start in mid-june Phase 4 Micropile Installation in Downtown Seattle Source: WSDOT 13

PennDOT and its contractor received complaints about construction vibration, noise, and dirt during Phase 3 The contractor will install vibration monitors at locations along the project area If you have concerns, document property condition with photos and video prior to start of demolition Construction in the Interchange Area 14

Security patrol from Monday-Sunday 5:00pm to 7:00am Temporary (interim) understructure lighting during construction Security fencing Increased site watering Clearance of site debris Temporary Fencing Under the Viaduct 15

Some adjacent properties have fences or other structures located in PennDOT s right-of-way PennDOT completed notifications and outreach to affected property owners in September and October 2017 Anything in the right-of-way must be removed by June 7, 2018 or the contractor will demolish Archeologists will need to access during the summer to identify potential historic resources Construction activity expected by September 16

Pedestrian access will be maintained to front entrances of properties during construction Contractor is prohibited from closing two adjacent streets going the same direction Contractor will coordinate property access to sanitation and other services Contractors to distribute flyers at: Start of project Seven days prior to long-term street closures 17

Two-year southbound offramp closure and detour scheduled to begin fall 2019 Girard Avenue spur to northbound Aramingo Avenue will be closed for about two years until summer 2020 Short-term intermittent closures of local streets under and adjacent to I-95 will be required throughout Phase 4 PennDOT or contractor will provide prior notice of closures Picture of closed street Girard Avenue Phase 1 Road Closure 18

Girard Avenue Interchange Intermittent closures from Girard Ave. to Ann St. for trolley wire installation in summer and fall of 2018 Allegheny Interchange Phase 1 Southbound closure for reconstruction of Richmond and Route 15 Trolley from Ann to Westmoreland between now and late 2019 (Section AFC Phase 1) Route 15 Trolley Route 15 trolley work to be finished prior to completion of Girard Avenue Phase 4 19
