Truman Blvd. PH Kenny Poore, Architect, opened the meeting at 10:OO a.m. by welcoming the contractors and introducing the Missouri Department of Conservation members who were in attendance. Then, Kenny Poore covered the following in Division "0".

3 Highlights of to Bids will be received August 30,201 1, at 2:00 pm, at the Missouri Department of Conservation, P.O. BOX 180,2901 West Truman Blvd., Jefferson City, MO Drawings, specifications and other related contract information can be obtained at Docucopy, LLC, telephone number (573) The contractor shall pay not less than the prevailing hourly rate of wages as determined by the Missouri Department of Labor and Industrial Relations. See item 8.0 for details. Also Article 5. Bids have to be on our forms supplied with the plan set. Bids shall be submitted in the sealed envelope provided. Each space of this form needs to be properly filled. See Article 1 for details. Also Article 5. All proposals shall be accompanied by a 5% bid bond, put into effect by the bidder and a duly authorized surety company or, certified check, cashier's check or bank draft made payable to the Missouri Department of Conservation. See Article 5 for details. Also item 3.0. Bidders shall be responsible for actual delivery of proposals during business hours, and it shall not be sufficient to show that a proposal was dispatched in time to be received before scheduled closing time for receipt of proposal. See Article 7 for details. Bidder's proposal price shall include all city, state and federal sales, excise and similar taxes which may be lawfully assessed in connection with the performance of work and purchase of materials to be incol-porated in the work. See Article 7 for details. (This project is not tax exempt.) The contractor shall furnish a performance/payment bond in an amount at least equal to 100% of the contract price as security for the faithful pelformance of the contract. See Article 12 for details. Each bidder must submit as past of the bid proposal, a list of subcontractors to be used in performing the work. See Article 15 for details. For bids in amounts greater than or equal to one hundred thousand dollars ($100,000), the bidder shall have as a goal not less than 10% MBE AND 5% WBE of the awarded contract price to MBE/WBE(s). See Article 17 for details. The successful Contractor shall procure and maintain for the duration of the contract insurance for the protection of both the Contractor and the Owner. The owner requires certification of insurance coverage from the Contractor prior to commencing work. See Article 21 for details. No telephonic, telegraphic, electronic mail, facsimile (FAX), or similar bid transmission will be accepted or allowed. See Article 7 for details. The Owner reserves the right to reject any and/or all bids. See Article 10 for details. Requests for interpretation shall be made in writing and submitted with all supporting documents not less than seven days before opening of bids. See Article 4 for

4 details. (Transmission of this request to us can be by mail, , or by fax.). o. Must be on the list of bidders having made a payment for plans and specifications to be eligible to bid. See Article 3 for details. p. The 10 hour OSHA Safety Training as per Mo. Revised Statues is required for this project. q. RSMo and requires the successful bidder to enroll and participate in a federal work authorization program in order to be eligible to receive award of any state contract in excess of $5, Submittal of Section Affidavit of Work Authorization and appropriate documentation is required before the award of any contract. See Article 10 E for details. 2. Kenny Poore, Architect, discussed and summarized the scope of the project. QUESTIONS AND RESPONSES Will the contractor be removing two boilers and then install one new boiler? Yes, see sheet M-101. Will there be any federal money involved in this project and will that require Davis-Bacon wage determination? There will be no federal money involved in this project, however the Missouri Prevailing Wage Law does apply and a copy of the prevailing wage rates are provided in the specification manual. Will consider providing more than the current 45 working days to complete the project because of possible lead time for the windows and boiler? No, checked with some product manufacturers and the windows and boiler are readily available or have a short lead time. What will the allowable working hours be for the project? During the constsuction the site will be accessible from 6:30 am to 5:30 pm, working hours other than this will be considered and will need to be arranged between the contractor and 's contract supervisor. Will the contractor be allowed to roll form the metal roof panels on site. Yes. Will the site provide a staging area? Yes, the contractor will need to work with 's contract supervisor to determine the size and location of the staging area.

5 When does the facility typically require heating? Typically heating begins in mid-october, but is weather determined. Will the site be available for additional site visits before the bid submittal date? Yes, the site will be accessible during normal business hours, visitors will need to contact site personnel before entering the site. You may contact Randy Wilmont at (573) extension 221. Will consider a substitute roofing panel? will not consider substitutions until after the bid has been awarded. Will the contractor be required to insert the core fill insulation in the CMU block walls from the interior or from the exterior? The contractor has the option to install the core fill insulation from either the interior or exterior of the building. All of the exterior wall CMU cores shall be filled with insulation. What would like done with the bars that are currently over the interior of the windows? The contractor shall remove the security bars from the interior of the windows and give them to the local site staff. The contractor will not be responsible for reinstalling the security bars. Is there any lead paint on the windows to be removed? will test the paint for lead. If the test results find lead in the paint, will have the paint removed by a licensed removal company.
