1 CITY OF BONNER SPRINGS, KANSAS NOTICE REQUEST FOR RATES The requests rates from qualified contractors to provide the following services: 2019 On-Call Manhole Restoration Services Rate Request for Sanitary Sewer Manholes Rate Sheets Must Be Received No Later Than: Tuesday, February 26, 2019, 3:00 PM Please mark 2019 On-Call Manhole Restoration Services Rate Request on the outside envelope and submit to: City Clerk s Office 205 East Second Street, P.O. 2 I. Purpose. The Public Works Department requests rates to perform manhole restoration within the City of Bonner Springs. Manhole Restoration consists of preparation of the existing Manhole structure and application of cementitious coating with H 2 S (hydrogen sulfide) inhibitor. Some manholes will require that the contractor apply a top coat of epoxy or polyurethane to provide for H 2 S protection. Rate should include prices for both methods. All voids within the structure shall be filled with shrink proof grout prior to the application of the cementitious material. The work required must be completed at several locations within the City during Rates shall be based on an accumulated minimum of 50 vertical feet. The accumulated minimum to be used by the Contractor is based on various locations and various depths. Rate Sheets should include a price for four-foot (4 ) and eight-foot (8 ) diameter manholes. Rate Sheets shall include a fixed cost for invert rehabilitations and installation of new steps if required. Rates may include a price for accumulated 100 vertical feet for standard fourfoot (4 ) manholes. The Manhole Restoration work is based on the needs of the Public Works Department Wastewater Division after initial inspections have been completed. Rates will be accepted for the entire 2019 calendar year. Contractors should make notations if the rates may change in the future based on cost of materials. The Public Works Department fully understands the fluctuations that may occur in the supply lines for materials cost; however, if a contractor is able to hold their prices based on a purchasing agreement with their supplier, that rate will be given priority over those that do not offer the same price guarantee. Based on immediate availability and cost, all Contractors will be placed on the City's On-Call contact list and will be used on an emergency bases. II. Scope of Services a) Manhole Restoration: The Contractor will power wash the manhole, apply grout if needed, stop all water intrusion if present, apply cementitious coating (1" minimum) with H 2 S Inhibitor. The H2S inhibitor is dependent on the manhole structure, and will be quoted with and without for the restoration item. b) Manhole Protection: The Contractor will apply a top coat of 100% solids, moisture tolerant, solventless, epoxy structural lining resin over the previously applied cementitious layer. Epoxy coating shall be intended for sanitary sewer applications, and shall be applied and tested in a manner to prevent deterioration of concrete. Bonner Springs Public Works Department Page 2

3 c) Invert Restoration: The Contractor will provide all the materials and labor necessary to restore the flow inverts to proper condition; this work includes the bench area and pipeline penetrations. Work may include major rehabilitation based on the condition of the invert. d) Steps (if required): The Contractor will remove steps as needed. e) Inspection: Inspection of all work will be performed by Bonner Springs Public Works Staff. f) Warranty: In lieu of a bond, a two (2) year warranty will be required on all material and labor. The selected Contractor will be required to provide a written signed statement to guarantee all work for two-years. IV. Permit/License and Insurance/Bond Requirements a) Permits required. A Right-of-Way (ROW) permit will be issued by the Permits Department to the Wastewater Division for the Manhole Restorations. b) Occupational License: The successful contactor must have a Occupational License to perform work within the City. Occupational Licenses can be obtained from the City Clerk's office. c) Insurance: The successful Contractor shall provide a certificate of insurance that names the as an additional insured to the City Clerk s Office. General Liability for each occurrence shall be $500,000 per occurrence/$1,000,000 aggregate and Workers Compensation limits shall be $500,000. d) Bonds - Not Required: See Section III, f). e) Tax Exempt Project This is a sales tax exempt project. The City Clerk will secure a Sales Tax Exemption Certificate from the State of Kansas. V. Submission Deadline. City Clerk s Office P.O. 4 VI. Award Criteria. VII. Waiver. All rate sheets received in accordance with this request will be evaluated based on criteria established by the City which may include but not be limited to price, quality, experience of the Contractor, responsiveness of the Contractor, adaptability of the particular materials and equipment for the specific intended use and conformity to specifications. The City reserves the right to reject any and/or all rate sheets for any reason, whether or not the rates is lowest and to waive any irregularities or technicalities in any rate sheet. The contract, if awarded, will be awarded to the Contractor whose rates ad and schedule is determined to be in the best interest of the City. Contractor references may be required. Once delivered, all rate sheets are irrevocable for a period of 30 days from the deadline stated in Section V. By the submission of a rate sheet in response to this request, the contractor hereby expressly waives the right to bring, file or enforce any and all claims or causes of action, legal or equitable, against the City, its officers, agents or employees that pertain or relate to the City s process, to include but not limited to the notice, letting, review and award stages, processes and procedures. This waiver shall be effective as of the contractor s submission of its rate sheet and shall be irrevocable by contractor, its successors and assigns. If contractor takes any action in contradiction of this waiver, then the City shall be awarded all costs associated with its defense of such actions including but not limited to reasonable attorney fees, filing fees and other legal costs to the City.
