1 Public Service Committee Andrew Roberts, Chair ORDINANCE NO INTRODUCED BY COUNCIL AN ORDINANCE AUTHORIZING THE PROPER CITY OFFICIAL TO ENTER INTO A CONTRACT WITH CRAWFORD, MURPHY, AND TILLY INC., CONSULTING ENGINEERS FOR ENGINEERING SERVICES RELATED TO THE DEVELOPMENT OF THE ZANESVILLE MUNICIPAL AIRPORT. WHEREAS, the City of Zanesville Municipal Airport has a ten year Capital Improvement Program which requires va rious engineering studies and to design plans and specifications; and WHEREAS, the City of Zanesville issued a Request for Qualifications for professional Airport consulting services on August 22, 2018; and WHEREAS, Crawford, Murphy, and Tilly, Inc. (CMT) was chosen after a review of the submitted "Statements of Qualifications" as the best firm to meet the needs and future development plans of the Airport. that: NOW, THEREFORE, BE IT ORDAINED, by the Council of the City of Zanesville, State of Ohio, SECTION ONE: There is hereby authorized and established a multi-year improvement program at the Zanesville Municipal Airport which consists of, but is not limited to, studies or plans to and for the terminal complexes and facilities, structures, and associated Airport buildings, roadways, and environs, the Airport's airfields, taxiways, and related facilities, and other Airport improvements, environmental mitigation planning projects or studies, and other related aviation support planning or design projects or programs which are necessary for the Airport's development. Such authorized work consisting of, but not limited to, architectural, mechanical, and/or civil engineering services, programming services, technical advice and assistance, inspection services, consulting services, engineering planning, architect and design services, costs for structural and maintenance studies, estimating and cost benefit consulting services, legal services, appraisal services, title work, surveying or mapping work, general planning and design services, CADD services, airport NAVAIDS, operation and facilities plans and studies, the preparation and production of bid and contract documents and specifications, and other necessary or related work, technical assistance or services for the development, implementation, administration, or monitoring of the Program. SECTION TWO: The Public Service Director is hereby authorized to enter into a co ntract with Crawford, Murphy, and Tilly Inc., Consulting Enginee rs for Professional Airport Consulting Services, with said services scope attached as "Exhibit A". This contract will be for a period of five (5) years. SECTION THREE: This ordinance shall take effect and be in force from and after the earliest period allowed by law. 3 Attachment to Ordinance No PROFESSIONAL SERVICES CONTRACT Prepared October THIS AGREEMENT made and entered into this day of, 2018, by and between the City of Zanesville, OH, 401 Ma rket Street. Zanesville OH , hereinafter referred to as "SPONSOR" and CRAWFORD, MURPHY AND TILLY, INC., Consulting Eng ineers, referred to as ' CONSUL TANT". The SPONSOR agrees to retain the firm of Crawford, Murphy & Tilly, Inc., 8101 N. High Street, Su ite 150, Columbus, Ohio 43235, referred to as the CONSULTANT. The SPONSOR agrees to retain CONSULTANT to perform the engineering services as outlined below for the development of the Zanesville Municipal Airport, 850 Airport Road: Zanesville, OH effective at such time that the SPONSOR designates a project set forth below in Article I and enters into a project agreement defining the project, consideration and scope of services as an amendment hereto. It is understood that the form of this Contract is for the convenience of the parties and that the rights and duties of the SPONSOR and the CONSULTANT for a particular project shall be the same as though a separate and distinct professional services contract had been executed between the SPONSOR and the CONSULTANT for each project. ARTtCLE I. The Scope of Work contemplated under this Agreement Is for professional services for the development of the Zanesville Municipal Airport. Said development will Include those projects outlined In the Request for Qualifications dated September , generally limited to work associated with the following projects: 1. Airport Master Plan 2. Pre-Pre-planning - The pre-planning process includes an Initial Needs Determination and Development of Study Design. 3. Public Involvement - Establish a public involvement program and identify and document the key issues of various stakeholders. 4. Existing Cond itions - Document current airport inventory and compile pertinent data for use in subsequent plan elements. 5. Aviation Forecasts - Develop forecasts of aeronautical demand for short-, mediumand long-term t ime frames. 6. Facility Requirements - Assess the ability of the existing airport, both airside and landside, to support the forecast demand. Identify the demand levels that will trigger the need for facility additions or improvements and estimate the extent of new facilities that may be required to meet that demand. 7. Alternatives Development and Evaluation -Identify options to meet projected facility requirements and alternative configurations for each major component. Assess the expected performance of each alternative against a wide range of evaluation criteria, including its operational, environment al, and financial impacts.

4 Attachment to Ordinance No Environmental Considerations - Determine the environmental requirements needed to move forward with each project in the recommended development program. 9. Financial Feasibility Analysis -Identify the financial plan for the airport, describe how the sponsor will finance the projects recommended in the master plan, and demonstrate the financial feasibility of the program. 10. Airport layout Plans -Develop a set of drawings that provides a graphic representation of the long-term development plan for an airport. 11. Facilities Implementation Plan - Provide a summary description of the recommended improvements and associated costs. In addition to the general requirements stated above, the project will have special emphasis on determining a recommended course of action for meeting all FAA Airport Design criteria for the current and future critical aircraft. Within the Statement of Qualifications, the consultant will need to discuss the firm's approach to the following specific tasks as they relate to Zanesville Municipal Airport: 1. Perform a runway length requirements analysis. This analysis should also include looking at any potential future change in critical aircraft to ensure planning for the long term. 2. Identify and document the full range of alternatives for developing the airfield to meet FAA design standards, including alternatives for obstruction removal. 3. Prepare preliminary engineering concepts, sufficient to determine cost feasibility of preferred airfield and obstruction removal alternatives. ~. Conduct practicability assessments based on constructability for airfield improvements, obstruction removal/mitigation, and permitting. S. Scoping environmental (NEPAl issues and mitigation strategies. 6. Conduct preliminary engineering on the leading alternatives to support the City of Zanesville permit processes and any subsequent NEPA studies on the preferred alternative. 7. Prepare a detailed implementation plan that accounts for all enabling projects, permitting requirements, and other approvals as may be identified during the study. 8. Prepare a detailed financial plan that establishes the funding for the preferred development program. 9. Coordinate with the City, community outreach activities to ensure there is adequate opportunity for public input. 2

5 Attachment to Ordinance No Additional Zanesville Airport services will include general consulting and advisement on airport development issues, including assistance in the following projects: ALP Update Area Fencing Pavement Improvements Terminal Apron Rehabilitation ARTICLE II. The CONSULTANT'S services to be rendered for the above described scope of work will be according to the following schedule: PART A - PROJECT DEVELOPMENT AND PREAPPLICATION SERVICES 1. Assist the SPONSOR as required in preparing andlor updating ACIP, application or preapplication, including the Program Sketch, Program Narrative, and Cost Estimate, and assist the SPONSOR with Project Evaluation, Environmental Assessment Reports and the required Statements and Notifications. Assist the SPONSOR as required in coordination with the FAA, coordination of the State, Regional and Local reviews, and the conduct of Public Information Meetings or Public Hearings, if required. 2. Consult/coordinate with Airport users, FAA, Airport Commission Staff, City, County and other interested parties. 3. Review and revise as necessary the airport drawings that provide the basis for the program or project design. 4. Providel Update Airport Layout Plan and associated drawings, as required. 5. Prepare or assist in the preparation of the Application for Federal Funds and the Airport Property Inventory Maps. (FAA Exhibit A Document). 6. Perform miscellaneous consulting engineering services as requested by the SPONSOR and assist the SPONSOR in obtaining other required services such as archaeological services, aerial mapping of all or part of the Airport site, or other related services or studies. PART B - BASIC DESIGN SERVICES 1. Perform topographic surveys of proposed construction areas as required for design. 2. Perform soils and subsurface testing and investigations of proposed construction areas as required for design. 3. Prepare preliminary plans, specifications, contract documents, and opinions of probable construction cost, to be approved by the SPONSOR, FAA and the State (when applicable). 4. Prepare and submit final plans, specifications and contract documents for approval by the SPONSOR, FAA and the State (when applicable) prior to advertising for bids. 5. Prepare a Design Report, including opinions of construction quantities and construction costs. The report will be submitted at the required intervals to the SPONSOR, FAA and the State (when applicable). 6. Coordinate the establishment of bid proposals into schedules to allow flexibility of award to match the funds available. 3

6 Attachment to Ordinance No Provide complete sets of approved plans, specifications and contract documents for the bidding of the project. PART C - CONSTRUCTION PHASE SERVICES 1. The CONSULTANT will provide construction observation when requested including the furnishing of a Resident Project Representative and sufficient qualified inspection and survey personnel for the purpose of observing the progress and quality of work performed by the Contractor(s). The CONSUL TANTwili endeavor to provide protection for the Owner against defects and deficiencies in the work of Contractor(s), but the furnish ing of such resident project representation will not make the CONSULTANT responsible for construction means, methods, techniques, sequences of procedures or for safety precautions or programs, or for Contractor(s), failure to perform the work in accordance with the Contract documents. 2. The CONSULTANT will perform verification of testing as necessary in accordance with the requirements of loot, Division of Aeronautics, the Federal Aviation Administration, in the field and the laboratory, as required, in proper time and in sufficient number to assist in assuring construction is in accordance with the plans and specifications. Copies of all test reports will be made available to the SPONSOR, the Division and the FAA as required. 3. The CONSULTANT will observe tests taken by the Contractor as necessary to meet the requirements of the Division andl or Federal Aviation Administration, in the field and the laboratory, as required, in proper time and in sufficient number to assist in assuring construction is in accordance with the plans and specifications. Copies of all test reports will be furnished to the SPONSOR, FAA and the State (when applicable). 4. The CONSULTANT will have representatives on site during construction and will endeavor to protect the SPONSOR'S interest. The CONSU L TANT will furnish the SPONSOR a weekly construction progress and inspection report. 5. The CONSULTANT will prepare all addition and deletion change orders and supplemental agreements as required. After acceptance of the Construction Change Orders by the Contractor, copies will be submitted to the SPONSOR and the Division or FAA for approval and signature before proceeding with the work. 6. The CONSULTANT will review periodic progress estimates submitted by the Contractor during the construction of the project and will review the final estimate when the work is completed. Periodic progress estimates will be submitted regularly to the SPONSOR for concurrence and submittal to the FAA for federal participation payments. The CONSULTANT will assist in the preparation of Federal payment requests. 7. The CONSULTANT will review shop drawings and construction submittals, and prepare and maintain necessary records of construction progress. 8. When the project has been completed and is ready for final acceptance, the CONSULTANT will arrange for inspection of the finished work by the FAA, the SPONSOR, the Contractor and the CONSULTANT following which the final payment estimate for the work will be considered by the SPONSOR. 9. Upon acceptance of the project, the CONSULTANT will prepare the record drawings, including any field surveying requ ired to compute final quantities, and the construction engineering report, and will provide the SPONSOR with two (2) set of reproducible record drawings. 4
