INTRODUCTION The developer Superior Construction Inc. is proposing to redevelop the existing residential property described as Lot 8 (R-Plan ) by constructing a four-storey 14-unit residential apartment building on this site. The municipal address of the said property is referenced as 999 Merivale Road. The site is located on the east side of Merivale Road and situated north of Shillington Avenue and south of Dover Crescent. The size of the residential lot under consideration is ± hectares. In addition to the four-storey building, the other development features will comprise of an asphalt access road located along the south side of the property, 10 space parking lot, landscape area at the front of the property, etc. to meet the City of Ottawa site plan requirements. A geotechnical investigation report (Report No dated April 2013) was completed by Houle Chevrier Engineering Ltd. for this site regarding surface conditions and recommendations for this development. This report will serve to provide the City of Ottawa with our serviceability brief to address the proposed servicing scheme for this site. 2.) EXISTING SITE CONDITIONS AND SERVICING Presently, the site is a vacant lot. The said property was remediated and a report entitled Remedial Excavation Offsite was prepared by Seacor Environmental Inc. dated November 23, An additional report entitled Ground Water Assessment was prepared by CM3 Environmental Inc. dated April 27, 2012 for DFB Associates regarding this property. According to the owner s architect, a 6-unit 2½-storey apartment building had previously occupied this site. After site restoration, the ground surface of the land is relatively flat and slopes generally from a north to south direction at an average slope of ±0.4% across the site. As for the availability of underground services, there are existing municipal services along Merivale Road consisting of the following: a 1200 mm diameter collector storm sewer, a 750 mm diameter collector sanitary sewer and a 300 mm diameter watermain. 3.) PROPOSED RESIDENTIAL APARTMENT BUILDING SITE One vehicle entrance located at the southerly corner of the site is proposed to serve this property along with an access roadway along the south property limit to direct vehicular traffic in and out of the site. Parking will be at the rear asphalt parking lot situated south of the proposed building. The landscaping details of the site will be as per the City s approved landscaping plan prepared by the owner s landscape architect. -1-

3 A.) Water Supply Domestic Demands Domestic demands are as previously noted in the March 18, as shown in Appendix A. Fire Flow As of April 1, 2010, the Ontario Building Code (OBC) requires fire sprinklers in new multiresidential buildings higher than three storeys. As such, further to the s and in line with the OBC requirements, our Fire Underwriters Survey (FUS) fire flow assessment was revised to include a credit for fire sprinklers. Based on the revised calculations, the required fire flow determined using the FUS method is now 167 L/s (see attached) and is within 1% difference of the reported boundary condition value of 165 L/s. In addition to the FUS requirement, the building s mechanical designer will have to determine the sprinkler flow requirement, however, since the highest sprinkler design flow is 94 L/s (per NFPA 13 Standard for the Installation of Sprinkler Systems), the available fire flow is considered sufficient to meet a sprinkler design. Furthermore, the available fire flow also exceeds the maximum required fire flow value of the Office of the Fire Marshall method (i.e. 150 L/s). In summary, the available fire flow is considered to meet the requirements of the proposed development with respect to fire flow requirements. AVDY Maximum Pressure At a ground elevation of 78.6 m, the resulting maximum pressure at the boundary conditions HGL of m is 79.6 psi (549 kpa). This value is just below the 80 psi maximum pressure value that would require pressure reducing valve as per the Ontario Plumbing Code. PKHR Minimum Pressures At a ground elevation of 78.6 m, the resulting minimum pressure at the boundary conditions HGL of m is 61.1 psi (422 kpa). This value is greater than the minimum pressure requirement of 40 psi (276 kpa). Furthermore, given that the building is proposed to be 4-storeys, if we allow for an additional pressure loss of 5 psi per floor (elevation + friction loss), the equivalent minimum pressure drops to 51.1 psi and is still higher than minimum pressure requirements. In summary, the existing potable water system can adequately service the proposed building per the assumptions and calculations presented in this assessment. Available fire flow is at the limit of what is required per the FUS guideline assuming sprinklers are installed and exceeds both the OFM c and the NFPA Sprinkler maximum amounts. System pressures are within acceptable limits per the City s design guidelines. -2-

4 B.) Sanitary Flow Peak sanitary flow for this 14-unit apartment building is estimated at Q = 0.52 L/s with an infiltration rate of 0.03 L/s. This flow will enter the existing 750 mm diameter sanitary sewer on Merivale Road via the proposed 150 mm diameter PVC sanitary service lateral from the four-storey residential building. The existing site peak sanitary flow for the previously occupied 6-unit 2½-storey apartment building on this site is Q = 0.22 L/s with an infiltration rate of 0.03 L/s. The net increase in peak flow from this proposed development is 0.30 L/s into the existing 750 mm diameter sanitary sewer. C.) Storm Flow Stormwater outlet for this proposed property will be the existing 1200 mm diameter storm sewer located on Merivale Road. Stormwater of the building will be drained by proposed uncontrolled roof drains specified by the mechanical engineer and outlet onto the surface of the parking lot which will drain into the parking lot catch basin. On-site drainage shall be by means of a catch basin, (2) storm manholes and oversized underground stormwater piping of 250 mm diameter and 375 mm diameter for stormwater management purposes. Based on the residential site plan from the architect, the average post-development runoff coefficient is estimated at C = 0.76 and A = ha. An estimation of the pre-development flow condition was carried out using the criteria accepted by the City of Ottawa. Pre-development 5 year flow rate for this residential area is estimated to be approximately Q = 8.00 L/s using C = 0.4 runoff value and tc = 15 min. which was reviewed and accepted by the City of Ottawa for this residential development site which ultimately outlets to a 750 mm diameter storm sewer on Merivale Road. Therefore, based on this calculation, on-site retention is required for this proposed residential property development site. Storage volume for the 5 year and up to 100 year event will be stored on the surface of the parking lot area and in the underground oversized storm pipes. For development of this residential site (± ha. in size) and in controlling the 5 year postdevelopment stormwater release rate off-site to an allowable rate of 8.00 L/s, a site storage volume of approximately 7.27 m 3 (min.) is required during the 5 year event. We estimate that approximately 9.11 m 3 of storage from the proposed underground stormwater drainage system and parking lot surface is available to attenuate the 5 year storm event. The estimated H.W.L. of m will provide the pond storage volume of 9.11 m 3 which is greater than the required site storage volume of 7.27 m 3. Approximately sq. m of the site is uncontrolled which results in an uncontrolled flow rate of 2.34 L/s off-site. In order to control the 100 year post-development stormwater release rate to an allowable off-site rate of 8.00 L/s, a site storage volume of approximately m 3 (min.) is required during the 100 year event. We estimate that approximately m 3 from the proposed underground stormwater -3-

Sprinklers greatly reduce the required flow for fire fighting, such that the available 165 L/s would be sufficient if sprinklers were present. We have been warned recently by the Fire Department that when fire flow requirements are higher than what is available, they may withhold the occupancy permit unless mitigating measures are taken, and sprinklers are an effective and favoured measure. It is in the proponent s interest, in the City s interest and, most importantly, in the interest of the future occupants of the proposed buildings to provide sprinklers in this situation. Louis. The following are boundary conditions, HGL, for hydraulic analysis at 999 Merivale (zone 2W) assumed to be connected to the 152mm on Dover Crescent (see attached PDF for location) Minimum HGL = 121.6m Maximum HGL = 134.6m IMPORTANT: The MaxDay (0.345/s) and Fire Flow (217 L/s) cannot be provided at this location Available Fire Flow = 165 L/s assuming a residual of 20 psi and a ground elevation of 78.6 m The available flow would be much lower if the proponent changed the location of the connection to a point on Dover Crescent further from Merivale. If the proponent does change the proposed connection point, another boundary condition would be required. These are for current conditions and are based on computer model simulation. Disclaimer: The boundary condition information is based on current operation of the city water distribution system. The computer model simulation is based on the best information available at the time. The operation of the water distribution system can change on a regular basis, resulting in a variation in boundary conditions. The physical properties of watermains deteriorate over time, as such must be assumed in the absence of actual field test data. The variation in physical watermain properties can therefore alter the results of the computer model simulation. Location of service is a 100mm dia. water service to be connected to the existing 150mm dia. watermain along Dover Crescent. The proposed development is a 4 storey residential apartment building with a total of 3 - one bedroom and 14 - two bedroom apartments. The following is the daily demands estimated using the City of Ottawa 2010 Water Design Guidelines: 3 one bedroom apartments x 1.4 persons per unit = 4.2 persons 14 two bedroom apartments x 2.1 persons per unit = 29.4 persons Total persons = 33.6 use 34 persons Average Daily demand (AVDY) = 34 persons x 350L/c/d = L/s Maximum Day Demand (MXDY) = AVDY x 2.5 = L/s Peak Hour (PKHR) = MXDY x 2.2 = L/s. The FUS formula was used to determine the fire flow requirements. The following assumptions were made: Type of Construction = wood frame Combustibility of Contents = non-combustible Sprinklers: No Sprinklers.

11 Based on the square footage and the separation distances to existing structures, the fire flow to meet the FUS requirement is 217 L/s per the attached FUS calculation sheet. The City is requested to provide boundary conditions for the Average Day, Maximum Day, Peak Hour and Fire Flow conditions indicated above. Thank you for your prompt attention to this matter.
