MUNICIPAL CAPITAL PROJECTS TOWNSHIP OF HOWELL ENGINEERING PROJECTS STATUS REPORT OCTOBER 29, Resurfacing of Aldrich Road West Contract # This project was awarded to Earle Asphalt Company on August 16, 2011 and construction began at the end of October This project is complete and closed out with the contractor. We are still awaiting NJDOT close out and final reimbursement as the project was partially funded by an NJDOT Municipal Aid Grant (FY $225,000). UPDATE: 10/28/2013: Contractor is finishing up punch list items. 2. Resurfacing of Aldrich Road East The project was awarded on August 20 th to Earle Asphalt Company and construction began on August 27 th. The overall limit of construction will be from US Highway Route 9, east to Windeler Road for approximately 1.7 miles. The project will include pavement resurfacing, partial concrete curb replacement, sidewalk ramp replacement and miscellaneous drainage improvements. This project is partially funded by a NJDOT Municipal Aid Grant (FY $235,000). UPDATE: 10/28/2013: Concrete and drainage work is 100% complete. Milling operations began on 10/25 and will continue through 10/31. Base repair and mainline paving is expected to begin on 10/ Improvements to Ford Road Phase VI Project was bid and award was made in April to Terra-Tech Construction of Manalapan. Construction commenced on July 15 th and is expected to take three (3) months to complete. Project is a continuation of the large drainage system installation along Ford Road. Limits will be from the end of Phase V at the intersection of Brown Road, north for approximately 400 feet. Project includes full storm drainage installation and full roadway reconstruction. Project is partially funded by the CDBG program. UPDATE 10/28/2012: Work is substantially complete with the exception of punch list items.

2 Page 2 of Capital Program #1 FDR (Full Depth Reclamation) Contract # Capital Program #1 was awarded at the Township Council meeting on July 17 th to Earle Asphalt Co. of Farmingdale, NJ. The project will continue Howell Township s utilization of alternative construction technologies to increase the amount of lane-miles that can be reconstructed as evident in the 2011 Road Program Phase II. Construction is substantially complete. 3 Page 3 of Capital Program #2 Mill and Overlay Contract # Capital Program #2 was awarded at the Township Council meeting on July 17 th to Meco, Inc. of Clarksburg, NJ. The project will utilize traditional mill and overlay processes to resurface the roadways. Construction is complete and the project is in the process of being closed out with the contractor. Roads included in this project are: Neighborhood #1 Land O Pines Development Crest Drive Howell Lane Northwoods Drive Rustic Drive Woodland Drive Street Name From To Bennett Road Howell Road Vanderveer Road Brookhill Drive* Darien Road Darien Road Cranberry Road House #302 Colts Neck Road Georgia Tavern Road Reservoir Entrance West Farms Road Havens Bridge Road Casino Drive Manasquan River Bridge * Brookhill Drive will receive various drainage improvements along the roadway in addition to resurfacing. UPDATE 10/28/2013: Construction complete. Project will be moved to Completed Section during next update. 6. Improvements to Tinton Falls Road Contract # The bid opening was held on September 17 th and Stavola Contracting Company was the apparent lowest bidder. Project was awarded at the September 24 th Council meeting. The overall limit of construction will be from US Highway Route 33/34, southwest to the intersection of Asbury Road. The project will include full depth concrete repair/reconstruction in certain areas, shoulder stabilization, driveway reconstruction, full hot mix asphalt overlay and other miscellaneous improvements. This project is partially funded by a NJDOT Municipal Aid Grant (FY $200,000). UPDATE 10/28/2013: Pre-construction meeting was held on 10/17 and construction is expected to begin on 10/31. Road will be closed to all traffic during certain parts of construction and open to local traffic only at night. Full detour will be in place.

4 Page 4 of 6 7. Improvements to Ford Road Phase VII Project is a continuation of the large drainage system installation along Ford Road. Limits will be from the intersection of Kent Road to the end of Phase VI which is roughly 400 feet west of Brown Road for a total project length of approximately 1,000 feet. This will complete the stretch of Ford Road from Kent to Irene Boulevard, leaving the section between Irene and Route 9 for future phases. Funding for the current section will be supplemented by Capital Funds due to the rapid deterioration of the existing pavement. Project received Monmouth County Engineering approval in August and the project funding was actually increased by the County from $126,658 to $153,233 in September. Final release from HUD has been delayed due to the Federal Government shutdown. Unknown when funding will be released at this time. 8. Blake Drive Drainage Improvements The low points on Blake Drive and Wilson Drive along with the intersections of Wilson & Clark and Sunset & Arlyn Drive all flood during moderate and heavy rainstorms. The existing drainage system needs to be supplemented and/or replaced in certain sections to handle the volume of stormwater required. UPDATE 10/28/2013: Contract for preliminary and final design was awarded on 9/10/2013. Survey and base mapping currently underway. 9. Improvements to Kent Road Curve The pavement through the curve along Kent Road just north of Brown Road has deteriorated over the years and will require full reconstruction. The existing cross slope of the road will be replaced with a superelevated curve to meet DOT design standards. The preliminary scope includes slight curve realignment, superelevation, drainage installation, partial curb work and full pavement reconstruction. UPDATE 10/28/2013: Contract for preliminary and final design was awarded on 8/20/2013. Survey and base mapping is complete and preliminary geometry is currently being designed.

5 Page 5 of Improvements to Larrabee Boulevard This neighborhood in the southern section of town includes Larrabee, Shetland, Station and Waverly. All of the roads will require full reconstruction including drainage installation. Lack of drainage in the area presents a coordination problem as the natural flow of water leads to County Route 547. There is no drainage system on 547 and there are isolated low points so just repaving would exacerbate the ponding. The County has been contacted to start review of 547 for possible drainage system installation. UPDATE 10/28/2013: Contract for preliminary design was awarded on 8/20/2013. Survey and base mapping is nearly complete and preliminary geometry has been started Capital Program #2 Mill and Overlay This program is currently under design and plans are 80% complete utilizing in-house staff. The project will utilize traditional mill and overlay processes to resurface the roadways. The initial list of roads has changed after field work revealed that many of the roads were not built to today s standards during initial construction decades ago. This thin pavement section will now require full pavement reconstruction rather than mill and overlay. Plans are being revised and some roads are being switched to a full reconstruction program instead. Once the plans are finalized, the list of roads will be published Capital Program #3 Full Depth Reclamation (FDR) This program is currently under design and plans are 25% complete utilizing in-house staff. The project will continue Howell Township s utilization of alternative construction technologies to increase the amount of lane-miles that can be reconstructed as evident by previous programs. Many roads that were initially identified for mill and overlay were added to this program after field work determined that reconstruction was required. Once the plans are finalized, the list of roads will be published. B. MONMOUTH COUNTY LEAD PROJECTS 1. County Route 524 (Adelphia Road) and Ketchum Road The County will be realigning this intersection to remove the sharp curve and create a smooth transition into and out of the intersection near Our House Restaurant. GPI is currently working on the design plans for the County. The Township notified the County of a flooding problem that exists on the westbound lane in front of house #448. The County stated that they would review the situation and incorporate any additional drainage installation that may be necessary.
