2 1. Background The overarching goal of the project is to assist the Government of Lebanon (GoL) and host communities of Lebanon to cope with the high influx of Syrian Refugees. More specifically, the project aims to: (i) Enhance the capacity of Lebanese institutions to deal with the crisis; and (ii) Improve host communities production capacity enabling them to respond to local and external market demand, while generating livelihood support and economic recovery for both themselves and the Syrian refugees. The expected results of the project are: (i) Improved sources of income and employment for host communities to alleviate the impact of the Syrian Crisis; (ii) A number of beneficiaries from both communities provided with technical and market-based skills; and (iii) Increased capability of selected enterprises and cooperatives to respond to market demand from relief agencies in Lebanon and the region. 2. Objective of the contract The objective of the contract is a turnkey project for the construction and rehabilitation of Rawabi Taanayel Dairy, located in Al Marj, West Bekaa, Lebanon. 3. Duration of the contract The works foreseen under this work order are to be completed within a period of 1 month after signing of the work order. 4. Proposal formulation and cost breakdown a- Language of the proposal The proposal shall be written in English. b- Currency of the proposal and cost breakdown The proposal must be quoted in USD and the contract will be awarded in this currency. The financial proposal must be supported by a detailed technical description of each item. To facilitate the technical and financial evaluation, in addition to the technical description, please fill out the cost table provided in the BOQ. 5. General Evaluation criteria of the proposals The following criteria will be applied for evaluating the proposals: a- Understanding of- and conformity to the scope of services to be provided; b- Company s profile and references; c- Construction experience; d- UNIDO will evaluate all information available with respect to the bidder s ability to develop a project schedule, execute according to that schedule and complete projects on time; e- Any other information that would have a bearing on how well the Contractor satisfies its customers, complies with contract requirements, or delivers a quality product in a timely manner. 6. Technical Requirements a- The contractor shall abide to the technical specifications formulated by the civil engineer supervising the civil work. b- The supplier should be able to dedicate at least 3 no. Of staff and have all necessary tools and Page 2 of 3

3 equipment to carry out this service. c- Adequacy of the technical plan and adherence to requested time schedule for execution of the services as seen on the time schedule proposed by the bidder shall be respected. d- The civil engineer and the project team shall inspect the location and evaluate the work according to the technical specifications. e- The quality of supplies offered should be at least equal to the quality of goods identified in the BoQ. f- The supplier should provide details, such as make, brand and size equivalent to quality specified in the TOR, regarding the supplies being offered, concrete, cement, masonry blocks, plaster, paints, tiles, fluorescent lights, and electrical devices. g- The average annual turnover for the past 3 years (or for whatever period of time the supplier has been in business if it has not reached 3 years) should normally be at least four times more than the anticipated value of the contract. 7. Requested Documents The bidder shall submit the following documents: a- A List pertaining a minimum of two (2) construction projects successfully completed or substantially completed in the last three years that demonstrate the bidder s specialized experience in the construction of similar construction projects. Complete information should be provided by the bidder, including, a description of the project s scope and magnitude; location of the projects; details of the bidder s role and activities during construction of the projects; and contact information (names, telephone numbers, addresses, etc.) for the owners of the projects; b- Company s profile and references (such as references by UN agencies or other development agencies); c- Time schedule for execution of the services; d- Any other information that would have a bearing on how well the Contractor satisfies its customers, complies with contract requirements, or delivers a quality product in a timely manner; ;(السجل التجاري ( Register e- Copy of the company Commercial f- The supplier should provide a certified copy of their certificate of incorporation or other documents setting forth the legal basis of the company. 8. Reporting The contractor shall submit a final report including: a- Copies of invoices and inspection report of all materials purchased; b- Statement of the work done signed by all parties (Contractor, beneficiary, civil engineer and UNIDO); c- Photographs showing before and- after details of work done; d- Acceptance certificate of the work. 8.
