Introduction Ray Crader, AIA, SLC Public Works, Supervisor of Design & Construction A. Mandatory pre-proposal Please sign attendance sheet The purpose of the pre-proposal conference is to brief prospective proposers and explain the specifications and requirements. This is also an opportunity for proposers to address any ambiguities in the solicitation documents including the specifications that may require clarifications. B. Necessary changes or corrections in plans or specifications during time of proposing will be issued in writing or as drawings in form of addenda to all Proposers. Receipt of all such addenda shall be acknowledged on the Proposal Form. All addenda issued will become part of the Contract Documents. C. The contractor shall acquire and pay for all permits. (see Document Code Compliance) 2. General Project Description The purpose and intent of the Request for Proposal is to obtain prices to restore the roof by the application of a fluid applied membrane and the tuckpointing of all masonry above the roof line. All questions must be submitted no later than 2:00 p.m. on December 20th, The completion schedule for the work is to be established by the Proposer and will be become an element of the Proposers score. Any work not completed within the specified number of days will be assessed liquidated damages of $250 per calendar days (Sundays and County holidays excluded) until the work is completed and accepted by the County. 3. Specification Books / Project Manual Proposal specifications together with Contract Documents, Printed Forms, on which proposals must be submitted, and other information relating to the project may be obtained from our County Website at Additional documents will be contained on County Blue s On-line Planroom. Central Ave., 8 th floor, St. Louis, MO Fax proposals will not be accepted. The Submittals / Proposer s check list included in the request for proposal lists documents and when they must be submitted. Bidders are responsible for ensuring that their bids are submitted before the deadline indicated. 5. Proposal Guarantee The proposer shall furnish an original bid deposit in the form of a bond, in an amount equal to 5% of their proposal, made payable to St. Louis County Treasurer. Failure to submit the bid guarantee will render the proposal non-responsive. An original bid deposit (no fax or electronic copies) and Affidavit of Compliance must be received with the proposal at the division of Procurement, Eighth Floor, Lawrence K. Roos Building, 41 S. Inquiries Questions on the Invitation for Bid regarding the meaning or interpretation of the solicitation, or the specifications must be requested in writing to the attention of Torey Parker by at tparker@stlouisco.com or via fax (314) using the Procurement Question and Comment Form, which is included in the Project Manual, not later than 2:00 p.m., December 20th, Questions not submitted in writing will not be accepted. Inquires received after the specified date may not be considered.

4 7. Amendments / Addenda Every interpretation made to proposers will be in the form of an addendum. All such addenda shall become part of the contract documents. Only information provided in the proposal specifications or by addenda will be considered to be part of the specifications. Proposers will acknowledge receipt of any addenda to the solicitations by signing and returning the Addenda with their proposal. 8. Insurance The successful contractor will be required to submit a Certificate of Insurance in the minimum limits set forth in the terms and conditions. 9. Contacts with County or Consultant Personnel Following the issuance of this Request for Proposal, and until the Notice of Award, proposers and proposing subcontractors shall communicate only with the County s Director of Procurement or the authorized representative 41 S. The authorized representative regarding this Invitation for Bids is Torey Parker (314) During this period, any other communications regarding this Request for Proposal with members of the County staff, or consultants may result in disqualification of the involved Proposer and proposed subcontractors. 10. 6 Met center notes 6347 Plymouth av. 1. Include Pent house roof and lower 2430 sq ft roof below. 2. Install new 5 commercial box gutter and down spout. 3. Paint steps safety yellow. 4. Include walk ways from steps contiguous going fully around each unit and a walk way connecting each other the most efficient way as possible. 5. All pitch pans to be fully filled with pitch pan sealer and fully wrapped with liquid roof system. 6. Contractor to remove lower termination bar on TPO flashing and be able to get ALPHA GUARD /MESH up pass the termination bar height. (Termination bar fasteners has been screwed thru MB flashing) 7. Roofing contractor to include tuck pointing on continuous walls above lower roof; will offer another walk thru to determine specific scope; SCOPE OF WORK: All specified walls contiguous with roof sections. Which includes all walls Contiguous lower roof section including all inside parapet walls and concrete copping caps. 1. Power wash and (Bio-clean walls, 100%). 2. Tuck point: Detailed specification out lined at walk through. All walls 100% Tuck pointed unless otherwise specified. 3.If at the job walk meeting that the contractors agree that 100% is not needed, THAN The percentages represent what is required of the contractor to have of all walls leaving no cracks larger than a business card, replace any broken stones (As specified). If the percentages of TP are to low, it needs to be discussed at the Pre-bid walk. Once agreed upon there will be no extra charges for additional tuck pointing. 4. Remove ALL old caulk. Linear feet as specified. 100% 5. Re-caulk windows and doors, metal to stone as specified. 6. Re-caulk all stone to stone joints as specified. Grind and caulk Stone to brick joint on copping installing straw weeps on 24 oc. 7. Wire brush and properly prepare steel lintels at door and window heads. Paint with two coats of rustolium paint. 8. Seal 100% with masonry Wall Tite clear masonry sealer.all sky facing concrete coppings to have Alpha Guard. 9. Paint vents. Remove old clips/brackets from walls. 10. Install tube/screen weep holes above all lintels on 24 center and below copping stone: Copper slip flashing is installed under copping cap do not damage or cut into copper.

7 QUALITY CONTROL: Tuck pointing, Contractor shall: 1. Submit an affidavit attesting the Contractor has in place and fully implemented a written Health, Safety, and Environmental Plan and the plan is compliant with all applicable Federal, State, and Local regulations. 2. Be experienced in tuck pointing/water proofing process. Waterproofing and sealants material manufacturer shall Employ Field Technical Services Representatives available for monitoring project work on a periodic basis. Wall coatings manufacture all products along with the same roofing coating manufacturer. Employ Field Technical Services Representatives available for final wall inspection. Provide local Field Representative to make periodic site visits, report work quality a job progress. The presence and activity of the manufacturer's/ specifier's representative and/or Owner's representative shall in no way relieve the contractor of contract responsibilities or duties.
