1 TENDER BASTION STREET BRIDGE RENEWAL AND SEISMIC RETROFIT ADDENDUM 2 This addendum shall be read in conjunction with and considered as an integral part of the Tender Contract Revisions supersede the information contained in the original Tender Contract or previously issued Addendum. No consideration will be allowed for any extras due to any Proponent not being familiar with the contents of this Addendum. The following changes become effective immediately. DRAWINGS REPLACE 2219-S PIERS SHEET E TERMINAL AVENUE PIER LIGHTING PLAN AND DETAILS SPECIFICATIONS Section CONCRETE BRIDGE DECKS Add Clause 1.1.9: Payment for Removal of Asbestos Ducts will be made as an optional item at the Owner s discretion should asbestos be discovered in the existing BC Hydro ducts, and at the lump sum bid price. Payment will include all labour, materials, equipment and permitting required to remove and dispose of the affected ducts in accordance with WorkSafe BC requirements and Environmental Laws. No payment shall be made if the ducts are not found to contain Asbestos and shall be incidental to the works except where stated otherwise. SCHEDULE OF QUANTITIES AND PRICES REPLACE Schedule of Quantities and Prices (attached). Changes are noted in RED. 2 Tender Contract Addendum 2 con t Page 2 QUESTIONS AND ANSWERS Q1: Item 3.10 Steel Bracing of the Schedule of Quantities and Prices indicates a total of 5. I believe there are two at each pier for a total of 6. Please confirm. A1: The correct quantity is 6. Please see attached revised Schedule of Quantities and Prices. Q2: Would it be acceptable to submit our proposal electronically by the closing deadline and follow with a couriered original? A2: No, original tender submissions must be submitted by the posted closing date and time. Q3: Can you provide more information in regards to Asbestos? A3: Given the era of construction, the BC Hydro ducts located on the South sidewalk may contain asbestos fibre. Q4: Will the Utility Owner remove and replace affected utilities? A4: The Contractor is responsible for coordinating works that impact utilities with the utility owner. Q5: Please identify what utility is in each duct and which ducts are contaminated. A5: As noted on the drawings and contract documents, the BC Hydro ducts are located in the South Sidewalk. These ducts may contain asbestos fibre. Telus ducts are located in the north sidewalk. In both cases it is not known how many of the available ducts are occupied. Q6: If there is no information available then will the Owner accept full responsibility for all costs related to asbestos? A6: No. The proponents have been made aware of the potential for asbestos and if present, the Contractor is responsible for all costs. We have added Item 6.1 to the Schedule of Quantities and Prices as an Optional Item for increased effort in local removal of the ducts, should they contain asbestos. Q7: Please provide the embedment dimensions for all dowels. A7: Consult the General Notes on drawing S-101. Q8: Will any of the area below the bridge be made available for Contractor use? Can this area be cleared during milling, hammering and concreting? A8: The Owner will coordinate Contractor access to the bridge in the Galaxy Motors parking lot. We anticipate that the parking lot underneath the bridge itself will be largely available, but zones outside the bridge envelope will be partially unavailable. Q9: Are there any as-built drawings available? A9: Please see drawings added to Appendix 2. Q10: Has the deck been previously overlaid? If it has, will we be required to remove concrete to the bond line?

3 Tender Contract Addendum 2 con t Page 3 A10: To the best of our knowledge, the deck has not been previously overlaid. The design indicates milling to +/- 10 mm above the top mat of reinforcement. Q11: Will the new steel bracing require grouting or filling of uneven spaces on the vertical members? A11: We do not anticipate grouting will be required on the columns. We will review this detail and the need for grouting following field measurement with the successful Contractor. Q12: Please identify what concrete you want in partial repairs and when it can be placed? A12: Bridge Deck Concrete (in accordance with ) shall be used in the partial depth repairs. It can be placed simultaneously with the overlay, over a minimum of five days in advance. Regardless, the partial depth repairs shall include steel fibres in accordance with Q13: Please identify where steel fibres are to be used. A13: Bridge Deck Concrete (in accordance with ) shall contain steel fibres. Q14: Please identify all survey monuments which will need to be replaced? A14: There are no survey monuments that will require replacement on this project. Q15: Please provide details of how the skywalk from the parking lot is attached to Bastion Bridge. A15: The skywalk is cantilevered from the parkade, and is not structurally connected to Bastion Bridge. Q16: Is a noise variance in place for night time work? A16: There is currently no noise variance in place for night time work, however we anticipate that extended work hours will be acceptable at this site. The successful Contractor may apply for a permit. Q17: Is it possible to provide more time for the full bridge deck closure? A17: At this time, we will not be extending the duration of the Bastion Street Bridge closure. We will work with the successful Contractor to ensure a reasonable duration is provided, and that all reasonable measures are being taken to expedite the work. Q18: Can the materials excavated from the West Abutment be used for backfilling? A18: Yes, we anticipate that the existing fill materials behind the West Abutment will be suitable for backfilling. Q19: Will all human waste be cleaned up prior to the start of construction? A19: The Owner will be responsible for removal of all waste and hazardous substances on the site prior to the start of construction.

4 Tender Contract Addendum 2 con t Page 4 Q20: Specification Bearing Assemblies part states to conduct a peel test for bond between upper bearing plate and bearing pad. This peel test is not commonly provided for the upper bevel plates. Please confirm the requirement. A20: Peel testing is not required for the replacement bearings. All other test quality control requirements, including testing are mandatory. Q21: Part 1 General 1.8.2: What size concrete barriers are to be used to separate work zone and the public? A21: As stated in TRAFFIC CONTROL, concrete median barriers (CMB) are required. Q22: Part general 1.6.5: Please provide a list of signs and other devices? A22: Signage plans are to be developed by the Contractor as part of the Traffic Management Plan and reviewed by the Consultant and Owner. Devices to include signage, changeable message boards and traffic control personnel, as necessary. Q23: Tender item 3.4 is east abutment correct? A23: Yes, this item is correct. It is for the infill of the existing voided abutment. Tender item 3.5 has been revised to the West Abutment. Q24: West abutment in fill RC shear walls - where there no measurements supplied to determine quantities. Will scaling off the drawing be used to calculate quantities for payment adjustment if necessary? A24: Tenderers should scale off the existing record drawings to bidding purposes. Dimensions and quantities will be confirmed by field measurement with the successful Contractor and if necessary, payment will be adjusted to account for the actual measured quantities. Q25: What is the cut-off for questions? A25: A formal deadline for questions has not been specified, however no addenda will be issued after February 8 th, Proponents are therefore encouraged to submit questions well in advance of this date.
