4 WORK TO BE DONE The Work to be done under this contract consists of the following at two locations within Hood River County, Oregon including Lower Hanel Mill (Lower Hanel Mill site) at 3335 Neal Creek Mill Road in Odell, Oregon and Ken Jernstedt Airport (Airport) at 3608 Airport Dr in Hood River, Oregon. The Work shall include the following: 1. Furnish, install, maintain, and remove temporary erosion control devices. 2. Haul Selected Hanel Mill Material (approximately 20,000 cy of wood debris material) from Lower Hanel Mill Project Site to the Airport Project site for use as Fill Embankment. 3. Perform clearing and grubbing, grading, and drainage activities of the Airport Project Site as shown on Plans. 4. Apply permanent seeding. APPLICABLE SPECIFICATIONS The Specification that is applicable to the work on this Project is the 2018 edition of the Oregon Standard Specifications for Construction. All number references in these Special Provisions shall be understood to refer to the Sections and subsections of the Standard Specifications and Supplemental Specifications bearing like numbers to Sections and subsections contained in these Special Provisions in their entirety. SECTION CONTROL OF WORK Comply with Section of the Standard Specifications modified as follows: Construction Stakes, Lines, and Grades Replace this section, except for subsection number and title with the following: The Contractor is responsible for performing the surveying for the Project to establish the required lines, grades, and slopes for performing the work and establishing the required surfaces for purposes of measurement and payment. SECTION PAYMENT FOR EXTRA WORK Comply with Section of the Standard Specifications. SECTION EROSION AND SEDIMENT CONTROL Comply with Section of the Standard Specifications modified as follows: POHR Lower Hanel Mill Airport Project 3

6 Stabilization Replace the sentence Stabilize Soil areas as follows to the following: Apply Erosion Control measures as shown in the ESCP and include the following: Apply Permanent Seeding to the following areas: o Airport Project Area = All newly graded and disturbed areas including new grading and drainage ditches. Apply Coir Matting to 424 long drainage ditch on north side of airport. Matting shall be EarthShield Natural CM400 Woven Coir or approved equal (f) Compost Erosion Blanket - Replace this subsection, except for the subsection number and title, with the following: Blend tackifier with compost according to the manufacturer s recommendations. Apply compost and tackifier with equipment that propels the material directly at the soil surface and achieves direct contact with the soil. Apply compost at a uniform depth of 2 inches to all exposed soil surfaces Inspection and Monitoring - Replace this subsection, except for the subsection number and title, with the following: Inspect the Project Site and all ESC devices for potential erosion or sediment movement on a weekly basis and when 1/2 inch or more of rainfall occurs within a 24-hour period, including weekends and holidays. If a significant noncompliance or serious water quality issue occurs that could endanger health or the environment, verbally report it to the Engineer with 24 hours Payment Make the following changes in this subsection: In the paragraph that begins "Item (a) includes... delete the bullet that specifies "providing the Erosion and Sediment Control Manager". Replace the paragraph that begins "When only Item (a) is..." with the following paragraph: When only item (a) is listed in the Contract Schedule of Items, additional ESC devices required for permit compliance will be paid for as Extra Work according to Section SECTION ENVIRONMENTAL PROTECTION Comply with Section of the Standard Specifications. SECTION CLEARING AND GRUBBING Comply with Section of the Standard Specifications modified as follows: Areas of Work Replace this subsection with the following: POHR Lower Hanel Mill Airport Project 4

7 The area to be cleared and grubbed shall be the orchard trees at the Airport site as shown on the Plans Disposal of Matter Add the following to this subsection: Dispose of all matter and debris as a resultant of clearing and grubbing as part of the Fill Embankment at the Airport. Trees from the orchard shall be chipped prior to use as fill Measurement Replace this subsection with the following: The quantities of clearing and grubbing Work performed under this section will be measured based on area basis by square yard. The method of measurement shall be made based on as agreed field measurements of the area Payment Replace this subsection with the following: The accepted quantities of clearing, grubbing, disposal, and cleanup Work will be paid for at the Contract unit price per square yard for the item Clearing and Grubbing. Payment will be payment in full for furnishing all Equipment, labor, and Incidentals necessary to complete the Work as specified. Placement of wood chips from the orchard trees in the Fill Embankment at the Airport shall be considered incidental to this bid item. SECTION EARTHWORK Comply with Section of the Standard Specifications modified as follows: Scope Add the following paragraph to the end of this subsection: This Work shall include removal of wood debris stockpile and site grading. Add the following paragraph: Selected Hanel Mill Material Furnish material from Lower Hanel Mill for use of Fill Embankment at the Airport. This material contains the following: Wood Debris Stockpile (organic wood debris) (c) Embankment Construction Add the following section: (9) Fill Embankment In areas designated on the Plans as Fill Embankment, place Selected Hanel Mill Material and clearing and grubbing material from orchard area at the Airport in maximum 18-inch Lifts. Compact each layer with a minimum of four passes with a dozer. Reserve larger debris (greater than 6-inch in length or diameter) for the deeper fill locations. Place finer material (fines, topsoil) on final surface to level and fill any potential voids (c)(3) Embankment Slope Protection - Add the following paragraph: Construct the outer 12 inches of embankments with suitable materials to establish slope stabilization through permanent seeding. If suitable material is not available, provide suitable POHR Lower Hanel Mill Airport Project 5

8 materials from a Contractor-provided source which conforms to the requirements of or and provides favorable conditions for germination of erosion control seed. Add the following subsections: Remove Wood Debris Stock Pile Basis Measurement There shall be no measurement performed for payment of the wood debris stockpile. This material shall be quantified based on lump sum basis Fill Embankment There shall be no measurement on the Fill Embankment basis for the Airport site Payment Add the following to this subsection: No separate or additional payment shall be made for Fill Embankment. This Work shall be paid for according to Section (f) Remove Wood Debris Stockpile Kinds of Pay Excavation Add the following subsection: (f) Remove Wood Debris Stockpile Includes all material stockpiled onsite at Lower Hanel Mill project site as designated as Wood Debris Stockpile (Approximately 20,000 cy of wood debris). Includes earthwork required for construction of drainage ditches. Includes load and haul material from Lower Hanel Mill project site to Airport project site. Includes placement and compaction of material as Fill Embankment material at Airport project site. Add the following subsections: Remove Wood Debris Stockpile Payment The accepted quantities of this work performed under this section will be paid for at the Contract lump sum amount for the item: Pay Item Unit of Measurement (a) Remove Wood Debris Stockpile Lump Sum This item includes: Load and haul material (approximately 20,000 cy of wood debris material) from Lower Hanel Mill project site to Airport project site. Placement and compaction of material as Fill Embankment material at Airport project site. Earthwork required for construction of drainage ditch at the Airport project site. SECTION SEEDING Comply with Section of the Standard Specifications modified as follows: (f) Types of Seed Mixes - Add the following to the end of this subsection: POHR Lower Hanel Mill Airport Project 6

Slopes are steeper than 1V to 1.5H and longer than 16 feet. Residential or commercial sites with low erosion potential such as sidewalk, median, or parking lot planter strips. Projects that have variable slopes may include straw mulch and hydromulch when approved Measurement - Add the following: Lump Sum Basis The lump sum basis will not be measured. Lump Sum shall include the Airport site only Payment - Add the following pay item: (n) Permanent Seeding... Lump Sum Fertilizer Delete this section. No fertilizers are to be used General - Add the following sentence after the last bullet: The minimum living plant coverage for native plant seeding is 80 percent of ground surface.
