Stefan Herion was former head of Research and Education at Institute of Steel and Lightweight Structures at Karlsruhe Institute of Technology KIT. Since 2008 he is the Managing Director of the Competence Centre for Tubes and Hollow Sections CCTH in Karlsruhe, which is a consulting and design company for steel structures with main focus on hollow sections, e.g. long span roofs, bridges and offshore structures. He received his master s degree in mechanical engineering in 1983 and completed his doctoral thesis in Civil engineering in 1994, both at University of Karlsruhe. In line with his work on several national and international research projects Dr. Herion made contributions to the actual codes and regulations on this field. He is co-author of CIDECT Design Guide No. 8 Design Guide for circular and rectangular hollow

3 section welded joints under fatigue loading, which is published in several languages. In the scope of his work, more than 70 international publications have been released. Dr. Herion has contributed to books and was editor of steel construction journals and conference proceedings. He is member of the Technical Committee of CIDECT and of Commission XV-E of the International Institute of Welding (IIW). Since 1999, he is also full member of the Technical Committee TC6 of the European Convention of Constructional Steelwork (ECCS). Daniel Strötgen studied civil engineering in a dual degree bachelor at University Wuppertal with an additional apprenticeship as construction worker. He finished his academic education in 2014 at University Duisburg-Essen with a master degree in structural engineering with focus on steel structures. In 2016, Daniel Strötgen, received his diploma as welding engineer according to IIW rules (International Institute of Welding). He contributes codes and standards for material, welding, fabrication and design, especially for Offshore and Offshore Wind Structures. Since 2014 he is responsible at Vallourec for technical customer service, welding and material approval according to classification societies for offshore structural steel.

4 Stephan Scherf received his master s degree in civil engineering at University Duisburg-Essen, Institute of Metal and Lightweight as well as his International Welding Engineer certificate in He is in charge as Sales Manager for Civil Construction Projects worldwide at Vallourec Deutschland GmbH. Until end of 2017, he worked as Product Manager for Offshore Structural projects worldwide with function as Project Manager for the development of low carbon high-strength offshore steels. His project highlights were the CatJ and CJ70 Jack-Up Rigs as well as the Wind Turbine Installation Vessel - Pacific Orca. In this regard, he was responsible for offshore steel grade and pipe mill/steel plant approvals (AoM) according to offshore classification companies ABS and DNV GL He is member of the standardization committee for pren Weldable structural steels for fixed offshore structures and technical expert of pren Hot finished structural steel hollow sections as well as member of the standardization committee for ISO TC 67/SC 8/WG 5 Material requirements for Arctic operations for the petroleum and natural gas industries. Stephan Scherf did publications in technical journals and books about weldable low carbon highstrength offshore steels.

5 Dr. QIAN Xudong is currently an Associate Professor in the Department of Civil Engineering at the National University of Singapore (NUS), the Co-Director for NUS-JTC (Jurong Town Corporation) Industrial Infrastructure Innovation Centre, and the Director for the Centre for Advanced Materials and Structures NUS. He received his Bachelor (1 st Class Honors) and PhD in Civil Engineering from NUS in 2000 and 2005, respectively. Prior to joining NUS as a faculty member, he worked as a postdoctoral research associate in the Department of Civil and Environmental Engineering, University of Illinois at Urbana Champaign (UIUC). Prof Qian s research interest focuses on experimental fracture mechanics, fracture and fatigue assessment for large-scale structural components, welded connections, steel-concrete-steel composite structures, and polymer composite materials for deep-water applications. Prof Qian has been serving as members in different Technical Committees for the International Ship and Offshore Structures Congress since He is also a member of the technical committee in American Society of Testing and Material E08 Fatigue and Fracture.
