1 Government of Andhra Pradesh Rural Water Supply and Sanitation Department O/o Chief Engineer-III, Vasudha Complex, Saipuram Colony Gollapudi, Vijayawada, Krishna District EoI Notice No: AEE/DEE/UGD/SWSM Dated Office of the Chief Engineer-III, RWS&S, Vijayawada invites Expression of Interest (EoI) for selection of agencies for supply, delivery and laying and jointing of UPVC/DWC PE Pipes with defect liability period for 3 years for construction of underground drainage system. The selected agency shall work together with the concerned GP where underground drainage is to be executed. RWS&SD invites manufacturing firms /dealers to submit their Expression of Interest for supply, delivery and laying and jointing of UPVC/DWC PE Pipes as per the rates approved by the Government vide GO Rt. No: 1089 Dated of Panchayat Raj & Rural Development (PROGS.I) Department (Copy enclosed). Specification: Rate for Manufacture, supply and delivery of UPVC/DWC PE pipes, including transportation suitable for Underground Drainage system as per relevant IS Codes and amendments equivalent pipes including laying and jointing with solvent cement or any other suitable material, including connections from individual houses duly providing required specials such as gully trap, swept Tee 110 mm, socket plugs 110 mm, bends 110 mm, long swept bend 110 mm, suitable reducing Tee for 110 mm, and 100mm ID UPVC/DWC PE pipes for a length of 2 m for each house for 100 connections, and providing PE manhole chambers not less than the specification mentioned in BSEN 13598: Part1(ICs) 2010/ Part2 (MHs)2009 for 450/600 mm dia with RCC cover capable of carrying load of 10 tones with suitable RCC ring beam for base, up to a depth of 900mm (including base + riser + cover slab) at 30m intervals on straight lines or at each junction (35 Nos in total) including testing and commissioning, defect liability period for 3 years cost of labour charges including 12% for finished item of work for running length of 1.0Km but excluding cost of trench cutting and sand/stone dust bed and refilling. A. Eligibility Qualifications: 1.The manufacturing firms having valid BIS license for the manufacture of pipes of SN4 and SN 8 series of UPVC(as per IS 15328) and DWC PE Pipes(as per IS 16098) amended time to time are eligible to participate in EoI. 2.The dealers have to supply above said pipes as per relevant IS codes and specifications. 3.The manufacturing firms/dealers shall supply PE inspection chambers with suitable base, raiser, RCC cover capable of carrying load of 10 Ton and required specials of reputed make manufactured as per relevant BS:7158:2001/EN standards amended time to time and a certificate to his extent shall be enclosed to EoI specifying make and standards. 4.The agency/dealer has to furnish rate for each manhole, raiser and house service connection under type I, type II, type III, type IV as per finished rate of per KM approved in the GO Rt No: GO Rt No:1089 Dated of Panchayat Raj & Rural Development (PROGS.I) Department. 5.The manufacturing firms/dealers shall have minimum average turnover of Rs2.00 Crores in the last 3 financial years i.e , and and a certificate issued by the charted account shall be enclosed to EoI. B. Other Terms and conditions: 1.The manufacturing firm/dealer who is participating in the EoI has to pay demand draft of Rs.5,000.00(Non refundable) and Bank Guarantee of Rs.5.00 lakhs(refundable for not selected) towards EoI document fee and Bid security respectively taken on any scheduled bank of India in

2 favor of Project Director,SWSM payable at Vijayawada, AP. The BG for the selected agencies shall be returned after completion of defect liability period of 3 years. The defect liability is for material and workmanship and commences from date of payment of final bill. 2.Optional The firm/dealer who is selected for construction of UGD may prepare DPR of concerned UGD works zonal wise which includes conducting survey and preparation either by its own staff (proof of works of preparation of 5 DPRs of sewerage systems costing estimate cost not less than 1.00 Cr for each DPR like work orders, agreements, experience certificates issued by the competent authority,technical personnel details etc shall be submitted) or by engaging a reputed registered agency which has 3 years of experience in design and preparation of 5 detailed project reports costing of each not less than Rs.1.00Cr of sewerage systems and having average annual turnover of Rs1.00cr in last 3 years and having technical personnel(proof and complete details shall beenclosed).the necessary modifications if any in DPR as suggested by the department shall be carried out after being vetted by the Department and final DPR containing works zonal wise shall be approved by the competent authority. Enclosures to EoI: Complete firm/dealer details with Name, Address, registration Telephone/Fax No. and e- Mail ID, website details etc. Technical expertise with name of experts and their qualification in execution of UGDs with supporting documents of experience Technical experience in preparation of Detail Project Reports with supporting documents(optional) showing experience Pan Card & GST registration certificate. Documents in support of relevant experience in conducting Survey & preparation of DPRs of Underground Drainage system projects inside of the State/National level (optional). Financial turnover details for last 3 (Three) years Empanelment, if any, with other institutions.

G.O.Rt.No. 568, PR&RD (Progs.I) Deptt., Dt: G.O.Rt.No. 591, PR&RD (Progs.I) Deptt., Dt: G.O.Rt.NO.21, PR&RD (Progs.I) Deptt., Dt: G.O.Rt.NO.73, PR&RD (Progs.I) Deptt., Dt: G.O.Ms.NO.34, PR&RD (Pts.III) Deptt., Dt: G.O.Ms.No.706, PR&RD (Progs.I) Deptt., Dt: G.O.Rt.NO.975, PR&RD(RWS.II) Deptt., Dt: From the Engineer-in-Chief, Panchayat Raj, Letter No. AE1/PRED/ MGNREGS/ UGD/2018, dt: In the references 1 st to 4 th read above, Government have accorded administrative sanction for providing Underground Drainage (UGD) Systems in 159 Rural Constituencies in the State with an estimated cost of Rs lakhs by meeting 70% of cost from MGNREGS material component, 10% from 14 th Finance Commission funds available with the respective Gram Panchayats and balance 20% of the total cost from the convergence funds available with the Commissioner, PR&RD, AP, Vijayawada. Further, Expression of Interest (EOI) have been called for execution of Underground Drainage on turnkey basis and selected Agencies. The Districts of East Godavari, West Godavari and Chittoor were selected for execution of 50 km length in each District on pilot project basis. For effective execution, vide reference 6 th read above, the Government have modified the funding pattern as 70 % from MGNREGS and 30% from Convergence / G.P/ SBM Funds duly issuing the certain executing guidelines and also decided to execute the UGD works through RWS&S Department. &&& 2. In the reference 7 th read above, the Government also constituted a procurement committee with the (1) Director, PR&RD (2) Engineer-in-Chief, Panchayat Raj; (3) Engineer-in-Chief, Rural Water Supply & Sanitation and (4) Technical Advisor, PR&RD, RWS &S; for Empanelment of Agencies & finalization of rates for construction of Under Ground Drainage and Open Side Drains. 3. In the reference 8 th read above, the Engineer-in-Chief, Panchayat Raj, Vijayawada has submitted a report stating that keeping in view the instructions issued in the reference 6 th read above, a fresh Expression of Interest (EOI) was called for. In response to the notification, 9 firms have submitted their Expression of Interest. The Technical Committee in its meetings held on & , has negotiated with the Firms for relevant types of material including lowest quoted rates and the consent letters were obtained from the firms for taking up the works with the negotiated rates. The Engineer-in-Chief, Panchayat Raj, Vijayawada has stated that the Technical Committee has recommended to allot the works to above firms, whichever firm agrees to take up the works as per above approved rates with certain conditions. 6. The Engineer-in-Chief, Panchayat Raj, Vijayawada has requested the Government to issue necessary orders for empanelment of the firms and approval of rates of different type of pipes with different category and class and allotment of works to the above firms whichever firm agrees to take up the work as per the above approved rates with conditions and also to allow other firms if any, that come forward to take up the works with the above rates. Before entrustment of works, he has also requested for inspecting the firms by a team of the departmental officers not less than the cadre of Superintending Engineer to assess the capacity of the firms production and quality and the individual consignments are to be got checked by suitable quality control institutions. 7. He has also informed that, in addition to the above, the Technical Committee in its meeting dt: have taken following decisions after negotiations with the firms : i. since the 225mm dia pipes do not fit in 450 mm Manhole chambers, the technical committee has not approved the rates for this diameter. ii. iii. iv. to allow 600 mm dia chambers where depth is more than 1.20 mts or where the diameter of drain pipe is more than 180 mm. to incorporate a clause for taking action on the firms if they fail to execute the work after entrustment with approved lowest rates and leave the work in the middle of execution. if the firms leave the work in the middle of the execution due to local pressures, alternatives will be examined by the GP Secretary and local authorities. 7 ::4:: ::4:: v. to allow the rates for Sand/Stone dust bed and trench cutting as per the rates available in the SOR and as per standard data including conveyance charges duly considering the distance to the work site. vi. vii. viii. ix. to incorporate the provision in the estimates for cutting of CC Roads, Steps/ Ramps and provision for relaying of CC roads in the estimates as per SOR. to make 60% of finished rate on supply of materials including specials. to make the firms to stick on rates for a period of one year irrespective of increase or decrease of resin rates. whichever firm agrees to take up the works as per the above approved rates and conditions will be given the work. x. for items / specials increased or decreased with reference to the specifications as per site conditions during the execution, the proportionate rate will be paid as per the rates approved by the Technical Committee. 8. Government after careful examination of the matter, have decided and accordingly hereby approve the rates for the different types of pipes and different category and class finalized by the Procurement Committee along with the specifications as mentioned under para (3) above, subject to follow the conditions stipulated at para (7) above for execution of UGD works. 9. Government also order to allot the works to above firms mentioned at para (4) above whichever firm agrees to take up the UGD works as per above approved rates with conditions and allow the other firms also whichever comes forward to take up the UGD works with similar conditions. Government also accepted the proposal to inspect the firms by the team of officers not less than the cadre of Superintending Engineer to assess the capacity of the firms production and quality before entrustment of works and the individual consignments are to be got checked by suitable quality control institutions. 10. Government also agree for the GST as applicable on pipes supply and performance Guarantee shall be obtained from each Agency. The Engineer-in-Chief, Rural Water Supply & Sanitation is authorized to permit any new firm to take up the UGD works as per Guidelines approved above. 11. The Engineer-in-Chief, Panchayat Raj, AP, Vijayawada / the Engineer-in-Chief, Rural Water Supply & Sanitation, AP, Vijayawada shall take further action keeping in view the orders issued at paras 8 to 10 above in the matter.
