1 REQUEST FOR BID PURCHASE AND INSTALL OF 3 GATE OPERATORS AND GATES FOR THE NORTHWEST ARKANSAS REGIONAL AIRPORT February 18, INTRODUCTION The Northwest Arkansas Regional Airport is seeking bids for one high velocity magnetic gate operator, as set forth in the Technical Specifications of these Bid Documents. This request for bid is not to be construed as an offer, a contract, or a commitment of any kind; nor does it commit the Northwest Arkansas Regional Airport Authority (NWARAA) to pay any costs incurred by the bidder in the preparation of this bid. 2. SUBMITTAL DEADLINE Submittals for this contract must be presented no later than 2:00 p.m. on Wednesday, March 27 th, 2019, to: Northwest Arkansas Regional Airport Authority ATTN: Thane Seeley or Miguel Pulido, Airport Operations One Airport Blvd, Suite 100 Bentonville, AR Bids received after the date and time set for receiving bids will NOT be considered. The NWARAA will NOT be responsible for misdirected bids. Vendors should call the Airport Administration Office at (479) to ensure receipt of their bid documents prior to opening date and time listed on the bid form. Eligible proposals will be opened and considered at 2:00 p.m. on Wednesday, March 27 th, AWARDED BID Proposals shall be considered by NWARAA Staff based on cost of procurement. The NWARAA reserves the right to accept or reject any or all bids, waive formalities in the bidding, and make a bid award deemed to be in the best interest of the NWARAA. The NWARAA shall be able to purchase more or less than the quantity indicated subject to availability of funds.

2 4. SUBMITTAL REQUIREMENTS All bids shall be submitted on forms provided by the NWARAA with the item bid stated on the face of the sealed envelope. Bidders MUST provide the NWARAA with their bids signed by an employee or officer having legal authority to submit bids on behalf of the bidder. The entire cost of preparing and providing responses shall be borne by the bidder. NWARAA requires the following information to be included in the submittal for this contract: 1. Submittal 1 (attached): Bid sheet(s). Fill out completely and return with submittal. 2. Proof of appropriate State of Arkansas contractor license and insurance Carried by the contractor with a minimum of $1,000,000 (One Million Dollars) of coverage is required. Please list coverage by types and amounts, and please include contractual liability. 5. SPECIAL REQUIREMENTS AND SPECIFICATIONS General These specifications contemplate the furnishing and installation of three (3) gate operators and gates as indicated in general the type, size, and quality desired. All parts and components of this unit shall be engineered and classified as HEAVY DUTY, and shall be of the size, material, and strength to sustain the maximum load limits and severe operating conditions encountered in the local region, while resulting in minimum wear and failure. These specifications require the doing of all things necessary or proper for, or incidental to the furnishing and installation of said unit. All items of design and equipment not listed in these specifications, but involved in carrying out their intent, are required to be furnished by the bidder, the same as if these items were specifically mentioned and described in these specifications. General Gate Operator Specifications Replace gate operators with a new operator with a minimum speed of (3) feet per second. Replace ground safety loops. All fencing and gates must be topped with (3) strands of barbed wire. Replace/reinforce existing gate posts and structure as necessary to support new gates and gate opener operation. Welding Work: All welds shall be touched up with zinc rich paint to help prevent corrosion. Gate operator shall be mounted on factory specified mounting posts.

3 Electrical service will be in place for new gate operators; Company responsible for all connections. Furnish and install surge suppression. Provide new grounding rods and lugs to supplement surge protection. Bidder is responsible for reconnecting Airport s access control system into the new gate operator. Any concerns with this requirement should be called out in your response. Furnishing and install, photo beam system to provide secondary entrapment protection and to prevent gate from closing on a vehicle or personnel in the gates path. The photoelectric eyes should prevent frost buildup. The bidder s response must include any and all accessories necessary for the gate operator to remain fully operational during extreme weather conditions (heater/winter or fan/summer). Warranty: The gate operator shall be warranted against defects and workmanship from the manufacturer for a period of five (5) years or 500,000 cycles. Supporting gate and fence structure shall have a one-year (1) workmanship warranty. Warranty documents and, Operation and Maintenance manuals shall be provided. Company shall provide preventive maintenance schedule and recommended parts list including OEM parts; for example photo beams, common relays, safety switches, lubricants, etc. All material and debris removed should be disposed of in an approved site. Work schedule: will depend on duration of down time needed to replace the gate. Airfield security during project: workers will be escorted by Airport staff. Please provide an expected duration of project. Contractor must be a certified installer by gate manufacture. Measurements are estimates, bidders are responsible for actual measurements. A Site visit must be conducted to be considered an eligible bid. The removed fencing material can be disposed on airport property. Fire Station Gate Remove the existing Gate (27 opening), roller system, operator, and other structure as necessary. Reinstall existing gate with new hardware, track, and any other required equipment to allow for (3) feet per second operation. Install (1) Gate Operator (120/240 AC Single Phase) with a speed of (3) feet per second, and other equipment as necessary to complete total gate and operator replacement.

4 Maintenance shop Remove the existing Gate (29 opening), roller system, operator, and other structure as necessary. Install (1) 8 tall O.A. Aluminum Cantilever Slide Gate with enclosed truck assemblies & bottom guide rollers. Install new offset cantilever gate latch to secure the gate in the closed position. Install (1) Gate Operator (120/208 AC Single Phase) with a speed on (3) feet per second, and other equipment as necessary to complete total gate and operator replacement. Sally Port Gate Remove the 3 existing Gates, roller systems, operators, and 200 feet of fencing and posts. Install (1) 8 tall (15 opening) O.A. Aluminum Cantilever Slide Gate with enclosed truck assemblies & bottom guide rollers. Install new offset cantilever gate latch to secure the gate in the closed position. Install (1) Gate Operator (120/240 AC Single Phase) with a speed of (3) feet per second, and other equipment as necessary to complete total gate and operator replacement. NOTICE: Product must meet all specifications to be considered an eligible bid. 6. GENERAL PURCHASE AND INSTALL OF 3 GATE OPERATORS AND GATES GENERAL PROVISIONS AND REQUIREMENTS It is the intent and purpose of these specifications to secure for the purchaser the necessary equipment and accessories that will be capable of performing in a safe, practical and efficient manner consistent with accepted commercial standards. 2. MATERIALS AND WORKMANSHIP All equipment, materials and workmanship shall be of the highest grade in accordance with modern practice. The equipment supplied will be new and unused except for the necessary testing, calibration and transportation. 3. WARRANTY All items furnished in accordance with these specifications shall be covered by the manufacturers and/or supplier s standard warranty or guarantee on new equipment. The minimum warranty for new equipment against defects and workmanship from the manufacturer shall be (5) five-years or 500,000 cycles. Supporting gate and fence structure shall have a one-year (1) workmanship warranty. Warranty documents and Operations and Maintenance manuals shall be provided. 4. PARTS AND SERVICE To best service the requirements of the purchaser, it is the intent of these specifications to secure equipment, which can be properly maintained and services without the necessity of stocking an expensive parts inventory or being subjected to long periods of interrupted service due to lack of spare parts. All suppliers submitting proposals must have available a parts and service facility within an area to allow 1 day service on any parts or service needs. The facility shall be staffed with full time technical personnel, as well as order and shipping personnel, during regular business hours and days. All parts should be commercially available off the shelf.
