13 Deck Openings What: Deck openings are openings of the street-deck for the purpose of delivering materials for underground construction. Deck openings will be done at locations of the deck that are designed to open and close. Deck openings will occur periodically, as needed Deck panels are 8 ft by 14 ft When: Following La Brea decking, late 2016 Throughout the duration of the project How: Off-peak hours (Mon. Fri., 9am-3:30pm, 7pm-6am) and Sat. and Sun. Traffic reduced to one lane each direction Example of a deck opening from underneath the deck 14

14 Wilshire/La Brea Station Center Opening Construction Concept What Establish a material handling shaft in the Wilshire Bl center median between Sycamore Av and Orange Dr, just east of La Brea Av in lieu of multiple intermittent closures and panel openings during excavation Wilshire Bl remains two lanes in each direction between La Brea Av and Mansfield Av Left turns open on Wilshire Bl at La Brea Av and Detroit St in both directions Center opening will resemble jet grouting enclosure When Proposed dates February 2017 thru December 2017 How The work zone would be established using k-rail, fencing and sound blankets Cross-section of center opening being used for excavation 14 14

15 Wilshire/La Brea Station Center Opening Construction Concept Proposed Benefits Handling material in and out of the 1,000 ft station during construction Safest method to accomplish work under deck Limits lane reductions for deck openings, leaving a more consistent traffic pattern More robust noise mitigation for this method rather than for lane closures Assists traffic flow of hauling and decentralizes hauling from the La Brea staging yards; places more truck traffic on Wilshire Bl Expedites station excavation and concrete work Center opening work zone on Wilshire Bl between Sycamore Av and Mansfield Av, Wilshire Bl two lanes in each direction 15

16 Wilshire/La Brea Station Excavation Now through the Fall of 2017 Work hours are 7am-11pm, 11pm-7am as needed Excavation will occur under the concrete deck, with intrinsically safe equipment certified by the State of California Inspector examining welds on power duct hangers 16

17 Jet Grouting Overview Jet grouting is a construction process that uses highpressure air and grout to create a deep soil-concrete block Jet grouting reinforces and strengthens the soil with concrete to support tunneling and cross-passage construction Locations Jet grouting will occur at 16 cross passage locations along Wilshire Bl between La Cienega Bl and Western Av There will be no more than three jet-grouting operations performed at one time (this can make traffic control simpler and safer), in consultation with LADOT Jet grouting requires approximately 8 to 12 weeks at each location, due to traffic control and installation of geotechnical instrumentation for future tunneling Work hours Mon. thru Fri. 7am-9pm, Sat. and Sun. 8am- 6pm Workers pothole to find utilities before jet grouting at Wilshire Bl near Windsor Bl, and workers move k-rail near Windsor Bl 17 17

19 Jet Grouting Activities and Layout Work Activities Potholing, street level excavation, vertical drilling, trucking, cement silos, pumps, generators Layout Concrete barriers placed on the middle lanes of Wilshire Bl Lanes reduced to two lanes each direction at jet grouting locations Bus stops will be temporarily relocated as required Wilshire BRT lane not enforced in these areas during jet grouting Intermittent material deliveries during off peak hours 19

20 Scientists Find Mastodon Fossil Found at Future La Brea Station Workers discovered what appears to be mastodon or mammoth tusks and teeth on before Thanksgiving 2016 Cogstone paleontologists were onsite (they monitor all excavation) to identify and preserve fossils revealed by construction Cogstone identified a three-foot section of tusk and tooth fragments 15 feet below the surface After Thanksgiving, a partial skull with tusks of a possibly much younger mammoth or mastodon was discovered Other fossils may be found at other stations Paleontologists reveal the tusk and tooth fragments of an ancient ancestor of the modern elephant 20 20

24 Wilshire/Fairfax Station Pile Installation Overview Pile installation includes: Rig to construct 95 ft (L) deep Crane lifting 95 ft (L), 24 Inch H-piles into holes Approximately 460 piles Drilling, pile installation and backfilled concrete completed same day Piling started in August 2016 on the north side of Wilshire and switched to the south side in November 2016 Operation anticipated to take approximately 4-6 months on each side of the street Typical work hours 7am-11pm with potential nighttime work hours from 11pm-7am Wilshire is reduced to two lanes in each direction with left turn restrictions in the area. 26 Wilshire/Fairfax Station Decking Overview Decking On Wilshire Bl, between Ogden Dr and the 99 Cents Store Construction of a concrete deck, curb to curb Sidewalks be maintained, or pedestrian detours created. Decking will serve as the temporary street surface. Traffic will travel on the installed deck panels while the station is constructed underground Fairfax Station: Approximately 800 ft long Approximately 70 ft wide Approximately 60 ft deep Will follow pile operations; anticipated to begin February 2017 Additional activities under decking closures: piling, temporary civil improvements. Will work closely with First Responders to ensure emergency access 26 26

27 Wilshire/Fairfax Station Decking Schedule February 2017 through Spring 2017 Approximately 18 weekend closures, scheduled in three phases beginning east and moving west on Wilshire Blvd Phase 1: Ogden-Fairfax 10 weekends Phase 2: Wilshire/Fairfax intersection 4 weekends Phase 3: West of Fairfax 4 weekends *Dates and work activities subject to change Friday 8pm: Full closure of Wilshire or Wilshire at Fairfax intersection (Phase 2) Monday 6am: streets open Work occurs continuously throughout weekend Working with City of Los Angeles to implement early lane reductions on Fridays 10am (similar to La Brea). Wilshire Bl will reduce to one lane each direction to allow for the loudest work (breaking of concrete) to be completed during day time hours. 27

33 Bus Detours Wilshire and Fairfax Phase I/II: 720/20, 217, LADOT Dash, Antelope Valley Transit Eastbound/Westbound Wilshire Buses will be temporarily suspended between Fairfax Av and La Brea Bl LADOT Dash Bus detours between La Brea Bl and Hauser will be publicized by Dash to their riders Metro will also share the information when received or updated Antelope Valley Transit Authority (AVT) buses will also be temporarily suspended on Wilshire. AVTA will inform their riders of weekend detours Metro will also share the information when received or updated LADOT Dash and AVT Bus Detours will be coordinated with Metro bus operations Detoured Metro local buses will stop at all existing bus stops along the detour route 33
