BDC56-16/17 TO BIDDERS AND PLAN HOLDERS ON THE ABOVE REFERENCED PROJECT: PLEASE NOTE CONTENTS HEREIN AND INCLUDE WITH YOUR BID SUBMISSION. NOTICE It will be required that this addendum be signed in acknowledgment of receipt and that it be included with your Bid when same is submitted to Mae Roth, Government Operations Consultant II, Bureau of Design and Construction, 3800 Commonwealth Blvd. MS520, Tallahassee, Florida Failure to do so may be grounds for rejection of the Bid. The Department reserves the right to reject any or all bids. BID POSTING DATE: No later than 4:00 PM (ET), Tuesday, May 16, 2017, unless extended by the Department for good cause. 1. Prebid Meeting Questions: DEP Bid No. BDC56-16/17, Addendum #4, Page 1 of 5

2 Question: Is there any solar going back onto the structure? Response: No, but we are maintaining the existing skylights. Question: Are we replacing the fascia with the same profile? Response: Yes, but it will be the aluminum roofing material. Question: What color should the roofing material be? Response: Please check the specifications and drawings for specific colors. (Silver metallic color on.040" aluminum) Question: Will the paint be a solid stain? Response: Yes, because it s cedar. (See specifications) Question: For the painting alternate, does this include painting the entire outside? Response: Correct. Question: Will the interior be painted as well? Response: See Notes/Comments on A001. Question: Do the beams and trusses need to be stained? Response: See N14 on A102. Question: Do the shutter closures and louvers need to be painted/stained? Response: All new wood needs to match existing. Question: Should the partitions have stainless steel brackets? Response: Where connecting to calls, contractor shall provide continuous, full height stainless steel or extruded PVC plastic brackets. Stirrup style will not be accepted. Overhead connections should be similar to what is in place now. See the specification section for details, Section 1.4 A.2. Question: Can the contractor do another site visit with their subs? Response: Yes, coordinate with the park manager. Question: Does the contractor need to do anything with the electrical and the fans in the bathhouse? Response: There are electrical notes, they are located on the plumbing sheet. We are not replacing any fans, but we are replacing lights and adding motion sensors. Question: Are we limited to the doors and hardware that is specified? Response: Contractor must use what is in the specifications or an approved equal. Keep in mind that in many cases, the items are specified due to hurricane preparedness requirements. Question: The roof system specified for this building does not match any other bathhouses on property, is this intentional? DEP Bid No. BDC56-16/17, Addendum #4, Page 2 of 5

3 Response: Yes, this is intentional. The specifications and requirements for roofing has changed since the other bathhouse roofs were put on during the post-hurricane Ivan period. Question: What is the timeline to get the project done? Response: 120 days to substantial completion, 30 days to final completion. Question: What is the expected start date? Response: We do not know the exact start date yet, but the project should be under contract by mid to late June. Question: Hurricane prep if a storm is coming in, is there anything the contractor is required to do? Is a contingency plan required? Response: During construction we turn the building over to the contractor, so if there are materials that need to be secured, it will be the contractor s responsibility to do so. A contingency plan is not required. Question: Does the park have the building insured? Response: Yes. Question: What is your payment schedule? Response: As far as how often contractor may invoice, it s once a month or monthly as stated in the ITB. Question: Is there a certain percentage of the project that must be complete before the contractor can invoice? Response: No, contractor may invoice for any amount of work performed. Again, you are limited to one invoice per month. Contractors cannot bill for stored materials. Question: When is a bid bond required? Response: A bid bond is required for all bid submissions over $100,000. For all projects over $100,000, payment and performance bonds are required as well but are not required as part of the bid submission. Question: What s the budget on this project? Response: The Department s estimate for this project is $85,000, but this number is strictly an estimate and each bidder s price should be based on their assessment of the project. Question: Is the base bid exclusive of all of the alternates? Response: Yes, the base bid is just the base bid. Question: What is one of the skylights gets broken, for example during a hurricane, would that be covered by the park s insurance? Or would it be the contractor s responsibility. 4 Response: This would be covered under the park s insurance as it is not part of the project scope. Question: What permitting jurisdiction does this project fall under? Response: It falls under the county jurisdiction. Question: On the concrete decks, do you want us to glue? Response: The plans and specifications detail how to do it. Question: Where will the laydown area be for materials? Response: The entire youth campsite will be closed down, so contractor will have access to the area surrounding the bathhouse with the exception of the volunteer campsites which will be occupied during construction. If there are any special events or anything, the Park Manager will k Question: Sheet A301 on the cross section building section 2. It shows the existing roof continuing on? Do you want the contractor to build the eyebrow on the shutter? Response: The dotted line shows how the roof is currently. The solid line is how it needs to be changed. We are taking the eyebrow off and changing the profile because it did not meet structural code requirements as currently built. See detail 1 on A103. Question: What was the budget and cost of the other bathhouse projects? Response: These budget/cost of the other bathhouses does not correlate to this project, as this project has a broader scope, including roof replacement, water heaters, and other additional improvements. Question: Will the dirt in the surrounding ridge need to be graded as part of alternate #5, replacing the wood decking with composite? Response: No, the surrounding area does not need to be graded. Question: For alternate #5, is it replace the decking with composite only, or replace the frame as well? Response: Assumption is that the framing below is in good repair as it has been at other bathhouses. Include pricing for just the decking. Question: Should the decking for alternate #5 be nailed? Response: No, use 316 stainless steel deck screws as called for in the specifications (06730 Composite Decking) Question: What fasteners are required for the composite decking? Response: Use 316 stainless steel deck screws as called for in the specifications (06730 Composite Decking) Question: Will the skylights need to be re-flashed? 5 Question: For the composite decking alternate, contractor is only replacing the section that is currently wood, correct? Response: Correct. The intent is to match the areas that are already constructed utilizing composite lumber. Question: On the overhang, there s a beam coming out how should it be replaced? Response: See the drawings. Detail 1, sheet A103. Question: The fascia and soffit that we re replacing, is it being replaced inside the covered porch area as well? Response: If the area being referred to is in the recessed areas in front of the restroom doors, no. The underside of the decking above is exposed at these locations and the intent is to maintain the same detail. Question: At the lower edge of the roof, could contractor go through the roof decking and apply clips from up top instead of removing and replacing the soffit material? Response: At the contractor s discretion, the clips can be installed from above or below. If installed from above, any decking removed to gain access to these areas must be replaced to match existing especially in any areas where the decking is exposed to view. Any existing soffit or fascia materials that are damaged must be replaced as part of the scope, regardless of the installation method used. Wood fascia and soffits in sound repair can remain. 2. Notes: The isolation valve for this bathhouse will need to be replaced and should be included in the contractor s base bid price.
