1 Invitation to Bid WHITE HOUSE HIGH GYM FLOOR Responses to an Invitation to Bid will be received by the Purchasing Coordinator, Sumner County Board of Education, 1500 Airport Road, Gallatin, TN for WHITE HOUSE HIGH GYM FLOOR until 9:30 a.m. CDT Tuesday September 6, Bid responses will be opened at that time, taken under advisement and evaluated. 2 SPECIFICATIONS SAND & REFINISH WHITE HOUSE HIGH GYM FLOOR The Sumner County Board of Education, SCBOE, is soliciting bids to have the gymnasium at White House High School sanded and refinished. This will be a turn-key project. CONTRACTORS OBLIGATIONS 1. Contractor shall provide all necessary labor, materials and equipment. 2. Contractor shall dispose of all generated waste materials in compliance with all Local, State, and Federal guidelines, regulations, and requirements. 3. Contractor shall take all reasonable precautions to prevent dust and fumes from entering other parts of the building including but not limited to sealing off intakes and doors. In the event dust mitigates to other areas of the building, the contractor is responsible for cleaning the affected areas. 4. Contractor shall have properly trained and experienced staff to facilitate the specified services. 5. Contractor must adhere to manufacturer s specifications for preparation and application of the floor finish. All finishes are to be applied at manufacturer s recommended rates. It is not permitted to thin finish unless recommended by the manufacturer. 6. Contractor must use new product recently purchased and with sufficient shelf life to perform this work. The SCBOE reserves the right to request invoicing, age verification of product, and contact with suppliers to ensure the products utilized were not expired or not recommended for use. 7. Contractor must provide a list of references of work completed with the past five (5) years. The reference is to include the facility s name, a contact name, and phone number for the contact. 8. The SCBOE reserves the right to withhold partial or all payment until the work is completed to the specifications and satisfaction of the SCBOE. Any work not completed properly will be the Contractor s sole responsibility and expense to redo. 9. Contractor shall provide Workers Compensation Insurance as required by Tennessee State law. The Contractor shall prove compliance with Public Chapter No. 587, T.C.A (d), criminal background check, and provide a Drug Free Workplace Affidavit. 10. Contractor is responsible to verify all measurements, equipment and quantities for this project.

3 SPECIFICATIONS Estimated square footage to be sanded and finished is 8,000 sq. ft. 1. Floor is to be sanded free from existing finish and smoothed with final cuts on drum sanders not less than 100 grit. 2. Floor is to be screened with 150 grit screens on round buffer. 3. Floor is to be vacuumed. 4. Floor is to be prepared following manufacturer s specifications for application of base coat. 5. Base coat is to be applied in three (3) coats per manufacturer s specifications in specified areas. Shading effect can be accomplished using this technique. (a) Base coat to ONLY be applied inside 3-point arc (b) Base coat is to NOT be applied inside 3-second lanes or any other area of flooring *Shading effect can be accomplished using another technique. Contractor must indicate the method used to produce the shading effect. 6. Base coat is to be: (1) Minimum of 29% - Nonvolatile Matter (2) Minimum of cps Viscosity (3) 1 hour Set to touch (4) 2 hour Tack Free (5) 4 hour Dry Hard (6) Zero Lead Content (7) Clear Water Based Urethane Gym Seal and Primer specifically for wood gymnasium floors 7. Base coat is to be abraded to close grain, vacuumed and prepared to manufacturer s specifications for application of seal coat. 8. Seal coat is to be applied in two (2) coats per manufacturer s specifications over entire surface. 9. Seal coat is to be: (1) Minimum of 50% - Nonvolatile Matter (2) Clarity Clear (3) A-C Viscosity (4) Gardner Color 5 (typical) to 12 (maximum) (5) 3 hour Set to touch (6) Overnight Dry Hard (7) Must accept line marking paints (8) Must overcoat line marking paints (9) Clean Urethane Ester Varnish for wood sports floors 10. Gamelines are to be applied to seal coat.

4 11. Gamelines are to be: (1) Main Basketball 1 -Dimensions: 50ft. x 88ft. (2) Main Volleyball 1 -Dimensions: 60ft. x 30ft. (3) An allowance must be given for artwork. -Center Logo up to three (3) colors covering complete center circle -Three foot (3 ft.) border around playing surface with lettering on both sidelines inside border -Shading of 3-point lanes (4) Abraded with maroon pad (5) Cleaned and/or Prepared according to manufacturer s specifications for application of final finish (6) Must meet all requirements of the TSSAA guidelines 12. Top coat is to be applied in two (2) coats per manufacturer s specifications. 13. Top coat is to be: (1) Minimum 40% - Nonvolatile matter (2) A-C Viscosity (3) Clear Clarity (4) Gardner Color 6 (typical) to 12 (maximum) (5) 3 hour Set to touch (6) 7 hour Dry hard (7) Minimum Sward Hardness 30 (8) Abrasion coefficient Minimum of 120 (9) James Machine abrasion weight loss Not more than 1% (10) Black heel resistant (11) Must overcoat line marking paint (12) Clear Epoxy Ester Varnish for wood sports floors

6 NOTICE TO RESPONDENTS Responses to an Invitation to Bid will be received by the Purchasing Coordinator in the SUPPORT SERVICE FACILITY CONFERENCE ROOM, Sumner County Board of Education, 1500 Airport Road Gallatin, TN They will be received until 9:30 A.M. CDT TUESDAY SEPTEMBER 6, 2011 for WHITE HOUSE HIGH GYM FLOOR, at which time the responses will be opened, taken under advisement and evaluated. BIDS WILL BE POSTED ON GENERAL REQUIREMENTS AND CONDITIONS 1. The Sumner County Board of Education reserves the right to accept or reject any and/or all responses in whole or in part, and to waive informalities therein. 2. Any responses received after the scheduled closing time for the receipt for responses will not be considered. 3. If a mistake is discovered after the responses are received, only the Sumner County Board of Education may allow the respondent to withdraw the entire response. 4. Partial payments will not be approved unless justification for such payment can be shown. Terms will be net 30 days. 5. Payment will not be made until the said WHITE HOUSE HIGH GYM FLOOR are inspected and approved as meeting all specifications by persons appointed by the Sumner County Board of Education. 6. Responses submitted must be in a sealed envelope and marked on the outside as follows: RESPONSE: WHITE HOUSE HIGH GYM FLOOR DEADLINE: 9:30 A.M. TUESDAY, SEPTEMBER 6, Facsimile responses will not be considered. 8. If a successful bidder violates any terms of their bid, the contract, school board policy or any law they may be disqualified from bidding for a period of two years for minor violations or longer for major violations. Bids from disqualified bidders will not be accepted during the period of disqualification. 9. Prices quoted on the response (if any) are to be considered firm and binding until the said WHITE HOUSE HIGH GYM FLOOR are in the possession of the Sumner County Board of Education. 10. No purchase or contract is authorized or valid until the issuance of a Board Purchase Order in accordance with Board Policy. No Board Employee is authorized to purchase equipment, supplies or services prior to the issuance of such a Purchase Order. 11.
