3 The Good Neighbour Bylaw consolidates many existing bylaws into one comprehensive document. This will be an excellent resource identifying the responsibilities a resident/property owner. There are a number of proposed changes. The proposed Good Neighbour bylaw and a synopsis of proposed changes are available online at

5 Unlicensed vehicle and recreational vehicle (RV) parking It is proposed to allow only one unlicensed vehicle and only one recreational vehicle on each property.

6 Compost Sites Compost sites must either be enclosed, or if in a pile, the pile must be at least 3 metres from an adjacent dwelling. Compost sites must not be allowed to create offensive odours or attract pests.

7 Water, Eavestroughs, and Downspouts Residents will be required to control any flow of water coming from their properties to ensure it is not directed onto any adjacent property.

8 Outdoor lighting Property owners will be responsible to ensure any outdoor lighting is not directed in any way to disrupt any property or create any traffic hazard.

9 Flyers and Debris Property owners must take responsibility for any papers, flyers, etc., and ensure they are not left blowing around the neighbourhood or onto other properties. This will also prohibit any commercial flyer distribution from delivering to properties which have served notice the materials are not wanted.

10 Snow Removal and Sidewalk Maintenance All properties must have their sidewalks cleared of snow within 24 hours of a snow event.

11 Vacant Buildings This section deals with vacant buildings that are dilapidated, dangerous, improperly secured, subject of public complaints, and that have been vacant more than 60 days. Every owner of property that contains a vacant building must maintain $2 million in liability insurance and obtain a Vacant Building Registration Permit, and maintain the building in compliance with bylaw standards. Residential permits are valid for one year. Commercial permits are valid for two years.

12 Noise Control The restriction on noise will remain in effect from 10 PM to 7 AM Monday to Friday. Noise restrictions will be in effect from10 PM to 8 AM on weekends and holidays. Construction for gain on Sunday would be allowed between 8 AM and 10 PM.

13 Street Nuisances New regulations on panhandling, loud unruly noise, and fighting or loitering on City streets will give the RCMP additional tools to address these issues in a more informal manner, without the need to devote time and resources to a court process. Failure to comply with street nuisance regulation could result in a $100 fine.
