A similar project at the same location proposed by the applicant was described in an LOP-05-MN notice that expired on October 22, The applicant has proposed to modify the proposed transient boat floating dock wall and the levee park dock wall to provide a location for transient boats and river boats to dock within Levee Park and prevent the floating dock from encroaching on the navigable channel. The work described below will replace the work described in the previous notice. The project includes the construction of a new sheet pile wall along 380 linear feet as an extension of the existing sheet pile wall and the placement of a floating dock to create a dock facility for up to two commercial riverboats and for transient boats to dock (see Exhibit C); the relocation of a floating dock, construction of 122 linear feet of sheet pile wall, excavation or fill of 210 cubic yards of material, construction of an overlook, and installation of 10 inch piles as improvements to the transient dock and overlook area (see Exhibit B); the replacement of 250 linear feet of an existing mortar riprap and sheet pile wall with 320 linear feet of sheet pile wall in the small boat harbor (see Exhibit A); and the repair and replacement of three existing storm water tunnel outlets and associated temporary cofferdams (see Exhibit G). NAME, AREA AND TYPES OF WATERS (INCLUDING WETLANDS) SUBJECT TO LOSS: The project would result in the discharge of dredged and fill material below the plane of the ordinary high water mark (OHWM) along 380 linear feet of the Mississippi River for the extension of the existing sheet pile wall and the excavation of 1,600 cubic yards of material from the existing river bank measuring 175 feet by 25 feet (Exhibit C), along 30 linear feet for the construction of sheet pile retaining wall-02, along 122 linear feet for the construction of sheet pile retaining wall-01, and the temporary discharge of fill material into a total of 605 square feet for the construction of three cofferdams for the replacement of three existing storm water tunnel outlets. 2 ALTERNATIVES CONSIDERED (as described by the applicant): The no-build alternative would not meet the purpose of the project. Extending the existing sheet pile wall with new sheet pile wall along the existing alignment and providing a 25-foot wide floating dock structure for commercial vessels to tie to was eliminated from consideration because it would cause riverboat and commercial (barge) boat conflicts in the navigation channel. No alternatives were developed for the Small Boat Harbor wall replacement as the walls are failing and are in need of replacement.
