2 MSDP Bulletin 1 Introduction of Program MSDP Bulletin is a monthly progress document produced by the Municipal Services Delivery Program, Program Management Unit, Government of Sindh. This publication is joint effort of all the MSDP members. The purpose of this publication is to provide up-to-date information about efforts of the MSDP to improve delivery of local water, sanitation and hygiene services in Jacobabad. This bulletin includes: Highlights Updates on Project Sites Funding and Expenditure Status For any further information regarding Municipal Services Delivery Program, please contact us at Telephone No.: Website: The overall Water Supply, Sewerage and Solid Waste Management system of the administrative capital of District Jacobabad with a population of more than 250,000 people, was suffering from gaps and shortcomings, operational deficiencies and poor service delivery. USAID is funding Municipal Services Project (MSP) Jacobabad to improve and upgrade the water supply, sanitation and solid waste management (WSS) systems of Jacobabad city. The Municipal Services Program will support the Government of Sindh in expanding the scope of the North Sindh Urban Services Corporation to improve delivery of local water, sanitation and hygiene services in Jacobabad, leading to measurable improvement of governance and health outcomes. A comprehensive package for Jacobabad has been developed with an aim to provide; Uninterrupted water supply with better quality Rehabilitation and up-gradation of the existing sewerage system Introduction of solid waste management system.

5 2 GLIMPSES OF ACTIVITIES DURING THE MONTH OF SEPTEMBER On 28 th & 29 th of September, 2015, Procurement Specialist-Mr. Naeem Waheed, M&E Expert- Mr. Fayyaz Muhammad Zai, and Assistant Director (Execution) - Mr. Babar Palijo visited project site to obtain in-depth information concerning progress and challenges being faced in the smooth execution of the project. They also had had a meeting with DC Jacobabad to discuss issues related to NOCs from Pakistan Railways and Revenue Department. Follow-up Progress review meeting was held with WS-04, WS-05, and WS-06 contractors. A meeting was held with UNICEF for more collaboration and coordination.

Most of the equipment has been demobilized from the site and most of the activities remain suspended during September WS-02 High Lift Pumping System and Rising (M/s Shaikh Baz Khan& Brothers) Finishing works on the new pump room and generator room building are in progress.

7 All pipe lowering works are completed for up to km, and now only end connections are pending. Construction of Air valve chambers is in progress and precast top covers are being fabricated at site. Hydrostatic test of the whole pipeline is anticipated in October WS-03 Water Filtration and Transmission Loop M/s Crescent Construction Company & KSB Engineers and Contractors The Contractor has lowered a total of km pipe at different locations. UT testing, excavation of the trench, laying of bedding material, welding of pipe joints, PE coating on joints and Holiday Test of coated joints are in progress. A total of 574 pipe joints have been welded. UT tests for a total of 165 joints have been performed. About 100 m pipe laying completed; the remaining meter MS pipe would be laid once the NOC from Railway Department will be received. Construction of generator building in progress (about 65% complete), construction of chambers is not yet started. Air valves and gate valves available at site, not yet fixed.

8 3.1.4 WS-04 Water Distribution System (Zone 1 & 2) M/S Khan Mohammad & Co. Other than reinforcement binding of sub-structure columns at OHR-1 at Special Police Force Ground and concreting of Plinth beam of OHR-2 at Old Bus Stand, no significant activity was carried out on site in September WS-05 Water Distribution Network Zone 3 & 4 M/S Matracon Pakistan (Pvt.) Limited Pipe lowering is currently in progress. Total of 5043 m of HDPE pipe has been lowered. Plinth beam concreted and reinforcement of superstructure columns has started for overhead reservoir # 3 at TMA office. Concreting of superstructure up to elevation 11.5 m was completed, formwork for columns up to level m is in progress on overhead reservoir # 4 at Mochi Basti. About 5043 m of different dia pipes are lowered.

9 3.1.6 WS-06 Water Distribution System (Zone 5 & 6) M/S Khan Mohammad & Co. About 420m of 400 mm pipe is available on site. However, excavation works have not yet started by the contractor. Sub structure columns of overhead reservoir # 5 near Numaish Ground concreted up to plinth level. Steel fixing for plinth beam is in progress at overhead reservoir # 5 near Numaish Ground and overhead reservoir # 6 at Circuit House.

10 4 MEETINGS, DISCUSSIONS & SITE VISITS 4.1 Internal meeting between PMU, USAID and AAA-TCI on September 2, 2015 On 2 nd of September, 2015, a Progress Meeting was held with USAID & AAA-TCI in the Committee Room of Program Management Unit USAID, Sindh MSDP- Karachi. The overall progress of project was discussed in the meeting. 4.2 Follow-up Progress Meeting with WS-04, WS-05 and WS- 06 contractor on 2nd September, 2015 Since, it was decided in the meeting held on 19 th August, 2015 that a follow-up meeting would be held with WS-04, WS-05, and WS-06 contractors in the Month of September, 2015, that s why, a Follow-up Meeting was held in the Committee Room of Program Management Unit USAID, Sindh MSDP- Karachi on 2 nd of September, Progress Review Meeting with USAID COR & AAA-TCI on September 10, 2015 A progress review meeting was held with the USAID COR and AAA-TCI representative at AAA-TCI Design Office, Karachi on September 10, Procurement Specialist and Assistant Director (Execution) joined the second session of the meeting.

11 4.4 Meeting of the Procurement Committee on September 16, 2015 Meeting of the Procurement Committee was held on Wednesday, September 16, Evaluation report of WS-15 contractor was approved by the committee members. 4.5 Meeting with UNICEF on September 17, 2015 PMU held a meeting with UNICEF on September 17, 2015 for greater coordination during execution of pipe laying works in Jacobabad. The USAID representative was also present at the meeting. 4.6 Meeting with Sindh Solid Waste Management Board on September 22, 2015 A meeting was held at the offices of Sindh SWMB between Sindh Solid Waste Management Board (SWMB) and PMU on September 22, The Chief of Party and Expert (Solid Waste) were also present at the meeting. 4.7 Site Visit by PMU Staff on September 28 & 29, 2015 PMU representative staff visited Jacobabad sites along with the USAID COR and Chief of Party, Mr. Bashir Lakhani. A Meeting was held with the DC Jacobabad at DC office. A meeting was also held with MD NSUSC at Sukkur.
