Question: Just to confirm that Generac is not an acceptable manufacturer for the generator at City Hall. Response: No, Generac is not an acceptable manufacturer for this project. Acceptable generator manufacturers are Atlantic-Detroit Diesel, Caterpillar and Cummins-Onan. Kohler will be acceptable if they are an authorized dealer of the engine for the generator, and if they also comply with the general requirements for a single source of responsibility and meet the specifications as shown in the Generator Specifications on drawing E-3. No other manufacturers will be reviewed. 2. Question: Who is responsible to supply fuel for the new generator? Please advise Response: The City shall provide the fuel for the selected generator. The City has elected to extend the deadline for the submission of bids for this solicitation from 2:00pm, November 21, 2013 to 2:00pm, November 26, In response to the various Request for Information (RFI), the Engineer has made various changes and clarifications to five (5) of the drawings. (E-1, E-2, E-5, E-6 and E-7) Note that the complete set of drawing for this solicitation consisted of seven (7) drawings in total and that the two (2) of the drawings had no changes (E-3 and E-4). The changes on the revised drawings, included as an attachment to this addendum, have been enclosed in bubbles are referenced in the title boxes on each drawing. The revisions generally include, but are not limited to: information regarding the electrical vault; separation of the exterior ATS and main switch as required per codes; clarifications for controls and; added symbols and legends.

3 Responses to Questions: 1. Question: The generator pad detail as show on drawing E- does not indicate the thickness of the pad or the size of the pad. Please supply a size and or detail. Response: The generator pad to extend 12 beyond the generator enclosure on all sides. Pad to be 12 thick with top of pad 4 above finished grade. 2. Question: Is there a Part Number or More Detailed Spec for the Electrical (s). Please advise Response: Selected drawings for this solicitation have been revised. (E-1, E-2, E-5, E-6 and E-7). These five (5) revised drawings have been included as an attachment to this addendum [five (5) pages]. Please also refer to the new information section of this addendum for more information concerning these revised drawings. End of Addendum #3

Question: Confirm the number of hours required for the shutdown / change over process. Response: Unknown. However, you should anticipate the shutdown / change over process shall be conducted on a week-end coordinated with the City s designated Project Manager. 2. Question: Do you want an emergency generator or a stand-by generator? Response: New generator will initially be a stand-by generator. However, in the future it may be utilized as a life-safety generator. Therefore, it shall comply with all NFPA requirements for a life-safety generator.

10 3. Question: Are you planning to keep and utilize the existing generator? Response: The existing generator is to remain. 4. Question: Which generator (existing or new) will be supporting the City s life safety electricity requirements? Response: Existing generator will currently be supporting the life-safety systems. However, in the future the new generator may be utilized in this capacity. 5. Question: How are we to address the issue with the existing transformer? If CL&P requires that the transformer be moved, who will be paying for the relocation? Response: Removal of the existing utility transformer, if so directed by CL&P, will be paid for by the City of Norwalk. However, the contractor shall be responsible for coordinating all requirements and shutdown(s) of the existing utility transformer with CL&P and shall pay all costs incurred as it relates to the scope of work as shown on the drawings. The relocation of the transformer (if necessary) is not a part of the scope of work for this project. If the relocation of the transformer is necessary, the City shall assume the cost. 6. Question: What day of week do you want to perform the commission and or start-up and testing of the new generator? Monday thru Friday? Weekend? Please confirm. Response: Date of commissioning, start-up and testing for new generator is to be coordinated with the City s designated Project Manager and notification given to the engineer. Most likely the startup and testing processes would be on a weekend, unless otherwise directed by the City. 7. Question: Confirm the construction schedule. The lead time on a new generator could be up to sixteen weeks. Would the City adjust the schedule to accommodate such equipment lead time issues? Response: Yes, the final completion date of the project shall be adjusted to accommodate the lead time of the selected equipment. However, ideally the City is optimistic such an adjusted schedule would allow for a completion by 08/01/ Question: Do you have any concerns with placing the generator in front of the concert hall windows? Of specific concern are the exhaust fumes from the generator entering the building? Response: The City has no concerns with the placement of the new generator in front of the Concert Hall windows as these windows are presently inoperable. And Per NFPA 30, distance from building, including windows, is Question: Have the bid specification documents been approved by the City s Building Department? Response: No.

11 10. Question: Have the bid specification documents had a code compliance review? Response: No. 11. Question: Confirm the location of the proposed new manhole? Where is it going? Who is responsible to coordinating with CL&P concerning this acceptability of the new manhole? Response: Exact location of manhole is to be confirmed in field. Manhole should be located as required to intercept existing secondary electrical conduits entering the building from the existing utility transformer. The contractor shall be responsible for coordinating all installation requirements and costs with the serving utility, CL&P. 12. Question: What is the age of this building? Response: The City Hall building was formally Norwalk High School. The building was constructed in 1936 and renovated in 1986 to become the current City Hall. 13. Response: What is the age of the underground feed(s) into the building? Response: Construction drawings regarding the underground feeder into the building obtained from the City of Norwalk are dated, February 13, We are unaware of any replacements. The contractor shall provide a Megger test of the existing feeder to access its condition. Firms that would like to view these construction drawing documents are encouraged to contact the City s Building Management Department. Question: Do you have any as-built documents concerning the underground electrical feeds into the building? Response: No as-built documents exist, only construction drawings are available for viewing. However, the contractor shall be responsible for surveying exact location of the existing underground feeders. See also response to question # Question: I noticed there was a walk through for this solicitation. Was this walk through mandatory? If so, are we able to schedule another walk through. Response: The pre-bid conference was not mandatory. To arrange another site visitation contact the City s Building Management Department. 12 16. Question: We noticed the EM generator job in the news paper and realized that we missed the walk thru was the walk thru mandatory? If it wasn't where can I pick up the drawings. Response: The pre-bid conference was not mandatory. The bid specifications for this solicitation are available on the City s website. Here is a direct link to the bid document: Question: I noticed under Article 5 that the project completion is 90 days after award. After speaking with one of the generator manufacturers reps, I was told that the current lead time could be between 20 and 24 weeks after approvals. Is this deadline set in stone or will it be adjusted? Please confirm Response: See response to question # 7 of this addendum. 18. Question: I have looked through the specs for the Norwalk City Hall Generator Bid and did not see any documentation about a DAS Certification Can you please confirm whether or not the DAS Certification is required for this project? Response: No State of Connecticut funds shall be utilized for this project, hence DAS prequalification requirements shall not apply to this solicitation. 19. Question: I noticed a note on drawing E-5 which states the Electrical contractor is to pay all cost incurred by serving utilities for new and relocated utility services. Typically anything associated with the utility company will be billed directly to the owner. Please confirm that the owner will be responsible for any utility company charges, if any. Response: All utility company costs associated with this project shall be billed by the utility company directly to the City and paid for by the City outside of the construction contract. However, as part of the Contractor s responsibilities under the Contract, the Contractor shall coordinate, obtain required permits and manage all activities with the utility company(ies). 20. Question: In reference to the liquidated damages in the spec ($200 per calendar day), will there be relief based upon a schedule provided by the awarded contractor? Project duration is currently 90 calendar days, which will be difficult based on generator lead time(s). Please advise. Response: Yes. See response to question #7 of this addendum. 21. Question: Is there a Part Number or More Detailed Spec for the Electrical (s). Please advise. Response: More detailed information regarding the electrical shall be provided at a later date via a separate addendum document.

13 22. Question: Will Zenith (GE) be an Approved Mfg. for ATS and will an All-In-One lockable NEMA3R Switchboard be Acceptable for the New Outside Main in lieu of double enclosure Please advise. Response: Zenith is NOT an approved manufacturer for the automatic transfer switch. The new automatic transfer switch and the new main switch shall be separate enclosures to comply with NFPA 110. An all in one lockable NEMA 3R enclosure is not acceptable. 23. Question: Can you please tell me what the expected Retainage % will be for this project? Response: The project payment percent amount shall be five (5) per-cent. 24. Question: It is mentioned that the Bid Bond documents are to be found in Section #3.1C & 3.1D however these documents are not included in the Invitation to Bid. Can you please send them to me? Response: The section 3 document referenced in the bid documents is posted on the City website. A direct link to this document is provided within the bid document. Here is a direct link to the bid document: Question: Will a Kohler Generator and ATS be acceptable. If so, can we be written in the addendum? Response: Kohler is acceptable for the generator only; and shall comply with the following condition: Kohler must be an authorized dealer of the engine for the generator. Kohler must also comply with the generator requirements as shown in the generator specifications outline on drawing E-3. Kohler is NOT an acceptable manufacture for the automatic transfer switch. 26. Question: I was just wondering if a DAS certification was required for the Norwalk City Hall generator project #3345. Please get back to me as soon as possible. Response: No. See response to question #18 of this addendum. 27. Question: Do you have any as-built documents concerning the underground electrical feeds into the building. Response: No. Only construction drawings are available. See response to question #13 of this addendum. 28. Question: Can you provide copies of any electrical drawings on-file that would relate to the electrical service to the City Hall building? If so, please provide me with a copy.
