1 Construction Notice: Infrastructure Renewal on York and Talbot Streets Date: March 22, 2019 To: Business owner, resident and/or property owner Project Details: The City of London in partnership with J-AAR Excavating will be starting construction on April 1, 2019, on York Street to replace aging infrastructure and improve water quality in the Thames River. Project Location: The map below shows the construction project limits which include Talbot Street, and York Street from the Talbot intersection to just west of the Clarence Street intersection. Work will be staged in 4 separate segments to minimize inconveniences and maximizing access. Additional short term disruptions and lane reductions adjacent to the project limits may be required. Work Details: Watermain replacement Sanitary sewer replacement Storm sewer replacement New private drain connections Utility upgrades Streetscape improvements Tree removals and replacement New sidewalk Concrete curb and gutter replacement New asphalt road surface Project Timeline: The timeline shown below is subject to change and may vary depending on weather and other factors. 2 Construction Impacts: Communication: Accessibility Residents who require accommodation (level entry, longer notice, etc.) must contact the City Project Manager to arrange for access during the construction period. Pedestrians A hard surface will be maintained to allow for sidewalk access to the maximum extent possible. Where applicable, signage will be erected on site at either end of the work indicating that the sidewalk is closed to alert pedestrians to find an alternate route. The contractor will provide notification prior to any temporary access restrictions to your building. Motorists In order to complete the work in a safe manner, York Street will be closed in stages from Talbot Street to just west of Clarence Street. Motorists can also expect the intersection of York Street and Richmond Street to be closed at some point during this project. Talbot Street will also be closed from York Street to King Street during one stage of the project. Cyclists Due to the full road closure, bike lanes will not be open during construction. Cyclists should exercise caution around construction sites and follow all construction signs. Transit Users: During the intersection closure of York Street and Richmond Street, London Transit routes #4, #6, #15, and #26 will be on detour beginning in July. Please visit to learn more. These visits will include installation of temporary/permanent water services, disconnection of existing/permanent water service, testing and final installation of the water meter, building condition surveys, sewer and hydro service work. Consent to Enter Forms As part of construction, in order to install some of the new services and in some cases restoring existing driveways to blend into existing grades, it may be necessary for the contractor to excavate beyond City of London road allowance and slightly onto private property. Our on-site inspector may be requesting that you complete a Consent to Enter form if work is required on private property. This form is for the protection of the property owner, and indemnifies him/her from liability. Should you have any questions please contact the City Project Manager. Dust, Noise and Vibrations You may experience dust, noise, service interruptions and other inconveniences during construction. Construction equipment can also cause vibrations. Please ensure you protect any valuables susceptible to damage. Work Hours Work will typically take place from 7:00 a.m. to 6:00 p.m., Monday to Friday, with work after hours and on weekends as required to accommodate the completion of the project within the established schedule and to minimize impacts of the work. Traffic Management Efforts have been made to manage traffic in the area for the safety of workers, road users and residents. Expect delays and more traffic on nearby streets. 3

4 Street Access and Parking Some work at intersections or at service crossing points may be require weekend work, night work, consecutive shifts and/or the use of police services to control traffic. Additional short term disruptions may be required. Driveway access will be maintained to the extent possible. When necessary, parking on adjacent streets beyond posted time limits may be allowed. Please contact the City Project Manager for clarity, or if accommodations are required. Loading and Deliveries Businesses should consider adjusting delivery times as a way to work around the impacts of the road and lane restrictions necessary during this project. The City will work with businesses whose existing loading zones will be impacted by construction. Service Disruptions Service disruptions may occur during the installation of temporary/permanent water services, disconnection of existing/permanent water service, testing and final installation of the water meter and other sewer and hydro service work. Garbage and Recycling The contractor will assist in collecting and transporting your garbage and recycling during construction. If required, the contractor will move bins to an appropriate location and return them. Please ensure that you label your bins with your address. City staff will be available throughout the project to assist with any pick-up issues. Tree Removal Several trees have already been removed due to poor health and to accommodate construction. New trees will be planted once construction is complete. Appendix B: Water Services Temporary Water Service and Water Disruptions The City will be replacing the water services from the watermain up to the property line (at no cost to you) as part of this project. Connections to a temporary water supply will be made through the outside tap or at the property line if necessary. Minor interruptions of your water supply will occur during this connection and again when connecting to the new watermain but you will be notified at least 48 hours in advance. If water pressure does not return to normal levels after the completion of the project, please contact Water Repairs at Water Billing When connected to a temporary water service you will still be billed for your water usage based on estimated average water consumption. Lead Water Service Lead water service pipes can be a health hazard. Your area may be a potential lead service area. To find out if your property has a lead water pipe, please call or leadtesting@london.ca. If you have a lead service we recommend replacing the private portion of it around the same time as this construction project. This portion of the service from the property line to your building is your responsibility. You would need to hire and pay for your own plumbing contractor to do this work. Flush Water Service We recommend that you flush your water service soon after the contractor excavates at your property and replaces the public portion of the service. This will flush out particles that may have come loose during the work. You should remove the aerators from the ends of your faucets, run the cold water for 5 minutes at each tap, then rinse out and reattach the aerators. 4

5 Privately Owned Sprinkler Systems, Landscaping or Fencing If you have a sprinkler system, landscaping, or fence on the City Boulevard that conflicts with the construction project you will need to remove and re-install it, at your expense, onto your own property. The City will not accept any liability for damage to items on the City Boulevard (as per the City s S-1 By-Law). Please contact us to determine if this applies to you. Appendix C: Sewer Services Private Drain Connections (PDCs) During this construction project the City will replace the sanitary PDC up to your property line (at no cost to you) as part of this project. A storm PDC will also be provided for selected properties up to the property line (at no cost) as part of this project. Additional information can also be found at london.ca/sewers. Appendix D: Electrical Services Grounding In the event you have lead servicing, this may be a good time for you to hire an electrician, at your cost, to check the condition of your buildings electrical ground. In the past the water service pipe was often used to ground the electrical system. This connection can deteriorate over time and an improperly grounded electrical system can be a serious safety risk.
