1 ADVERTISEMENT FOR SUBCONTRACTOR QUALIFICATION AND ADVERTISEMENT FOR PROPOSALS OF DESIGN BUILD SUBCONTRACTORS (DB SUBCONTRACTORS) PROJECT NOTICE DPR Construction, hereinafter called DPR, intends to award design build subcontracts to HVAC and BAS, Plumbing/Process, Fire Protection, Electrical and Fire Alarm subcontractors by Best Value competitive bidding for the following project: UNIVERSITY OF CALIFORNIA, SAN FRANCISCO GENERAL DESCRIPTION OF WORK: DPR will design and construct a 270,000 gross square feet (gsf) building. This building will provide a primary home for a new Neurosciences Institute, with bench laboratory research programs in Psychiatry and Neuroscience as well as desktop research, clinical and clinical research space, a vivarium, and other necessary support spaces for various campus research units currently distributed at multiple sites. The new building will be located on Mission Bay Block 23A, at the northeast corner of Campus Way and 4th Street, at the UCSF Mission Bay Campus. DPR will deliver the project using the new UCSF Construction Manager at Risk Agreement and related Contract Documents that include integrated lean project delivery process, tools and behaviors. The successful Design-Build Subcontractor members will perform their respective portions of the Work using integrated lean project delivery tools to achieve outstanding outcomes in accordance with the Project Objective. The successful Design-Build subcontractor will actively participate and collaborate with other Project Team members to achieve best value based on the Agreed Program, optimal design, increased labor efficiency, and elimination of waste and re-work through utilization of Integrated Lean Project Delivery and its components such as Target Value Design and Building Information Model ( BIM ). The Design-Build subcontractor shall be responsible for coordinating the work between the Design Professional Team, other Design-Build trade partners, the non-design-build trade partners, and other University s partner vendors that service the project. The successful Design-Build subcontractor provides support services to the Design Professional Team during design and construction document preparation for the project, including but not limited to, interdisciplinary construction coordination drawings, also defined as Shop Drawings, as well as engineering calculations, necessary to complete the Project. Additionally, the successful Design-Build subcontractor shall be responsible to perform all Work required to construct the Project as described and specified in the Contract Documents. Page 1 of 6

2 The current estimated construction costs for design build subcontractor scopes is as follows: BP #1: HVAC and BAS: ~$26,000,000 BP #2: Plumbing and Process: ~$13,000,000 BP #3: Fire Protection : ~$1,500,000 BP #4: Electrical and Fire Alarm (Electrical, Data, Phone, LV): ~$22,000,000 The successful subcontractor shall be responsible for providing the Design and Preconstruction Services during Phase 1 and Construction Work during Phase 2. DPR may direct subcontractor to commence work with respect to certain Early Construction Packages prior to the exercise of the Phase 2 Option, but Construction Work under Phase 2 will only commence if University/DPR elects to exercise its Phase 2 Option. Qualified DB subcontractors are required to have the following California Design Build subcontractor s license classification: HVAC and BAS: C20 - Warm-Air Heating, Ventilating and Air-Conditioning Contractor Plumbing and Process: C36 - Plumbing Contractor Fire Protection: C16 - Fire Protection Contractor Electrical and Fire Alarm: C10 - Electrical Contractor QUALIFICATION REQUIREMENTS: The University and DPR have determined that HVAC and BAS, Plumbing/Process, Fire Protection, Electrical and Fire Alarm Design-Build subcontractors who plan to participate in the Best Value bidding process for this project must be qualified in order to submit Proposals. The Bidding process will be conducted in two steps: Step 1 Bidder Qualifications - Submittal of Subcontractors Statement of Experience Form. Qualification will be determined after review of the Subcontractors Statement of Experience. This process is described in more detail below. Step 2 Request for Proposal - Submittal of Technical Submittals and Price. BIDDER QUALIFICATIONS: To allow University/DPR to evaluate Bidders, each Bidder must submit a completed Statement of Experience Form before Bidder Qualification deadline. If the Statement of Experience Form is not submitted with all required qualifying information, Bidder will be deemed not qualified to continue with Step 2 process and submit a Proposal. A. BP #1: HVAC and BAS: To be eligible for consideration for award, bidder must complete the HVAC and BAS Statement of Experience Form, which requires that the bidder: scope of work $20,000,000 or greater at time of completion. BP #2: Plumbing and Process: To be eligible for consideration for award, bidder must complete the Plumbing and Process Statement of Experience Form, which requires that the bidder: scope of work $10,000,000 or greater at time of completion. C. BP #3: Fire Protection: To be eligible for consideration for award, bidder must complete the Fire Protection Statement of Experience Form, which requires that the bidder: scope of work $1,000,000 or greater at time of completion. D. BP #4: Electrical and Fire Alarm (Electrical, Data, Phone, LV): To be eligible for consideration for award, bidder must complete the Electrical and Fire Alarm Statement of Experience Form, which requires that the bidder: scope of work $20,000,000 or greater at time of completion. A mandatory Pre-Bid Meeting will be held on 8:00am at: DPR Construction, 945 Front Street, San Francisco CA, Only those proposers who participate in the pre-bid meeting, in its entirety, will be allowed to propose on the project. Participants must arrive at or before 8:00AM. Persons arriving later than 8:00AM will not be allowed to participate in the pre-bid clarification meeting. Proposers shall come prepared with questions concerning needed clarifications and shall send their project manager, design professional, and other professionals intended to work on the project to attend this meeting. Any requests for information (RFI) must be received in the SmartBidNet system on or before 5:00pm. (STEP 1): Subcontractors Statement of Experience (BIDDER QUALIFICATION) must be received in the SmartBidNet system on or before 9:00 AM. (STEP 2): Subcontractors RFP (Technical Submittals) Response must be received in the SmartBidNet system on or before 9:00 AM. Page 4 of 6

5 AND Subcontractor Price Proposal Response must be received in the SmartBidNet system on or before 9:00 AM. OTHER INFORMATION: Prior to the Proposal Deadline and after proposal opening, DPR may establish a new Proposal Deadline no earlier than 24 hours from the prior Proposal Deadline, if no material changes are made to the proposal documents, and no earlier than 72 hours if material changes are made. In such event DPR will, at a minimum, notify all persons or entities known by DPR to have received a complete set of Request for Proposal Documents and who has provided an electronic address for receipt of any written pre-bid communications. Project will be insured under a University Controlled Insurance Program ( UCIP ) providing workers compensation and employer s liability insurance coverage, commercial general liability insurance coverage, and excess liability insurance coverage for Work performed on or at the Project site ( UCIP Coverages ). All insurance policies required to be obtained by successful Proposer shall be subject to approval by University for form and substance. All such policies shall be issued by a company rated by Best as A- or better with a financial classification of VIII or better, or have equivalent rating by Standard and Poor's or Moody's. The successful proposer and its sub-tier subcontractors will be required to follow the nondiscrimination requirements set forth in the proposal documents and to pay prevailing wage rates at the location of the work. Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within the limits imposed by law or University policy. Each Proposer may be required to show evidence of its equal employment opportunity policy. The successful Proposer and its subcontractors will be required to follow the nondiscrimination requirements set forth in the Proposal Documents and to pay prevailing wage at the location of the work. The work described in the contract is a public work subject to section 1771 of the California Labor Code. No contractor or subcontractor, regardless of tier, may be listed on a Bid for, or engage in the performance of any portion of this project unless registered with the Department of Industrial Relations pursuant to Labor Code section and This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. 6 [The contractor registration link is on the right side.] The successful Bidder shall pay all persons providing construction services and/or any labor on site, including any University location, no less than the UC Fair Wage (defined as $13 per hour as of 10/1/15, $14 per hour as of 10/1/16, and $15 per hour as of 10/1/17) and shall comply with all applicable federal, state and local working condition requirements. The Bidding mode will be a Design Build contract. Selection shall be based upon a best value approach which will be calculated on a cost per point basis. The proposer with the lowest cost per point Best Value will be selected by the University as the lowest responsible proposer. MAXIMUM ACCEPTANCE COST: Maximum Acceptance Cost for each Trade will be determined by DPR and issued in an Addendum, if necessary, for the Project. November, 2016 Page 6 of 6
