Mandatory Pre Bid Conference was held on April 19 th, 2011 at the City of Deer Park Public Library at 2:00 pm. Deer Park Public Library Expansion/Renovation Architects/Engineers/Planners City of Deer Park Texas 7557 Rambler Road, Suite 670 PSA Dewberry Project No Dallas, Texas PRE BID CONFERENCE MEETING MEMORANDUM Deer Park Public Library Expansion and Renovation Tuesday, April 19, Meeting took place 19 April 2011 at 2:00 pm at the Deer Park Public Library Meeting Room. 2. Those in Attendance: See attached sign-in sheet that indicates all general contractors, subcontractors and testing agency representatives that were present. In addition, the following representatives from the City of Deer Park (CODP) and PSA-Dewberry (PSA-D) were present: Rebecca Pool; Library Director CODP Bill Pederson; Director of Public Works CODP Fred Layne; Inspector CODP Denelle Wrightson, Project Manager PSA-D Tom Shaw, Construction Administrator PSA-D 3. Pre-Bid Conference Agenda: See attached. 4. Plan Holder List: The latest Plan Holder List can be obtained by requesting the list from BidSync.com. 5 ITEMS DISCUSSED A. Denelle Wrightson w/ PSA-D opened the meeting by first introducing herself along with the representatives from CODP present and Tom Shaw w/ PSA-D. Following introductions, the general format of the meeting was presented. Preliminary topics and requirements indicated under Parts I, II and III A of the Agenda will be addressed first, followed by a tour of the existing Library and site. Upon completing the tour, all attendees will re convene to cover the remainder of the Agenda. B. Tom Shaw w/ PSA-D requested that all General Contractor s present raise a hand to get a rough idea of how many GC s versus subcontractors were present. Roughly seventy five percent of the group were general contractors. Refer to attached sign in sheet for final tally. C. The Proposal Bid Form is found under Part P of the Project Manual. A couple of requirements were emphasized by PSA-D such as Statement of Bidders Qualifications and Bid Proposal Evaluation Criteria. D. Bid Bond amount is 10% of total maximum bid price. Refer to Part IB.3 of the Project Manual for further detail. The Performance and Payment Bonds are 100% of the total Contract price. Refer to part IB.4 of the Project manual. Certificate of Insurance forms are found under part CI of the Project Manual. E. Contractors are required to enter the number of calendar days required to substantially complete the project per Part SF of the Project Manual. PSA-D

4 emphasized calendar days. PSA-D pointed out that the project is phased and must be taken into consideration when preparing the initial construction schedule. F. PSA-D pointed out the requirement for a temporary wall as part of the project phasing. The books / shelving against the west wall of the existing library will have to be relocated. The City will remove the books and the Contractor is required to relocate the shelving against the west wall. This applies to the west wall shelving / books only. The remainder of Furniture, Collections, Single and Double faced shelving units will be relocated by the Contractor as specified. Refer to Section in the Project Manual for further detail. G. Section includes a list of recommended movers. H. PSA-D suggested that the Contractor s use range lifters that are designed to move entire range (shelving) units without removing books. I. Use of the site was discussed. Once again, phasing will play a key coordination role in how/ where the Contractor sets up temporary facilities. PSA-D emphasized the fact that the Library will remain open except during the transition phase, therefore protection of staff and patrons must be considered when setting up barricades, locating stored materials, establishing safe work zones for power equipment, etc. J. On site work hours are Monday through Saturday 7:00 am to 7:00 pm. Refer to Section in Project Manual for further details. K. A representative from the City s roofing maintenance contractor was present and furnished PSA-D a list of certified roofing contractors. See attached list. BUILDING AND SITE TOUR L. The tour began with the exterior starting at the existing east side entrance and moving around the building in clockwise direction. PSA-D pointed out several unique aspects of the project such as: Demolition and replacement of storefront at current entrance re locating the existing drive up book drop demolition of existing and reinstallation of new parking paving at north and west sides of the building pointing out location of the new main entrance relocation of several light poles and bollards adding internal roof drains location of retention pond demolition of existing chiller existing south side parking lot will be restriped M. The interior was reviewed next. PSA-D pointed out the following: Removal of floor finishes at designated locations Much of the Staff area will not affected by this Contract depending on Alternate selection Pay careful attention to lighting requirements for the existing library. For example, some fixtures are to be demolished and replaced entirely, some will remain but have new lamps installed by Owner. Reiterated comments noted above regarding the location of the temporary wall, the existing shelves against the west wall, shelving/ books that will be relocated. Pointed out the existing public restrooms and the general location of the new entrance

5 RE CONVENE TO MEETING ROOM N. The remainder of the Agenda was discussed. PSA-D indicated that all calls or questions shall be directed to Tom Shaw w/ PSA-Dewberry; direct phone Tom will serve as the primary contact, if unavailable; you may direct questions to Denelle Wrightson at O. Bid Documents are available online in PDF format at BidSync.com P. There are 6 (six) Alternates included in the project. PSA-D read aloud each of the Alternates briefly expounding on Alternates pertaining to Roofing and the allowance stipulated for Children s Tree Feature. Q. There are three Unit Price categories scheduled regarding Drilled Piers and Temporary Casing of the Drilled Piers. R. Sealed proposals will be received by the City until 2:00 pm on Tuesday May 3 rd, 2011 S. The project documents have been reviewed by the City; no further comments are anticipated. T. The permit fees will be waived but the General Contractor is still required to apply for the Building Permit. CONTRACTORS QUESTIONS: (Q=question R=response) Q. Is humidty control included in the Contract? R. Yes; refer to Section and drawings Q. Is a certified payroll required? R. Please refer to Section SC Part 25 regarding Labor classification and minimum wage scale. Q. When existing chiller is being removed, what about maintaining AC control? R. The existing AHU s and associated chilled water piping will remain in service. Therefore the time required to remove the existing chiller and installation of new chiller should be minimal and done in conjunction with the phasing plan. In addition, please refer to Section regarding temporary heating, cooling, ventilation and humidity controls Q. Is there a cut off period for questions? R. Questions will be taken up to 7 days prior to Bid opening day Q. A question was raised regarding clarification to Part 6.2 of the Supplementary Conditions (Liquidated Damages). R. Part 6.2 addresses damages the Owner may recover that are over and above the minimum damages described in Part 6.1 Q. What are the working hours? R. On site work hours are Monday through Saturday 7:00 am to 7:00 pm. Refer to Section in Project Manual for further details. END
