The due dates for questions and bids remains the same, as stated in the solicitation. 1. Introduction: Good morning, and welcome to the pre-bid meeting for ITB 17-39, Well Construction (ST. PAUL S WELL/CLIFFTON WELL NO. 5). My name is Shanna Reese, Chief of Purchasing for Charles County Government. Also with us today is Mr. Sam Walter for the Department of Public Works, Utilities Division. No information obtained from any source other than the Solicitation documents found on the County Bid Board, or Mr. Walter (during the meeting), or myself may be considered Page 1 of 6

2 to be accurate. The County Commissioners of Charles County are hereby requesting seal bids from qualified contractors for two well construction projects: St. Paul s Replacement Well and Cliffton Well No. 5. These projects include, but are not limited to the following: preliminary site work, pilot hole drilling and well construction, testing and sampling of new aquifer production wells, and construction of facilities to support new wells. B. Procurement Discussion: All solicitation documents may be found on the County Bid Board. Ensure all required forms and any other information required is complete and in your bid package. Refer to Part I, Section 1.2 for documents required for bid submission. Submit one unbound original, so identified, and three bound copies of your complete bid package. All questions should be directed to me in writing via the contact information provided in the ITB. Bids shall be valid for a minimum of 120 days from the bid due date. There is an aspirational 25% MBE goal for this solicitation. We encourage you to meet that goal. The solicitation is subject to the County s Small Local Business Enterprise (SLBE) program as indicated on page I-10. The selected Contractor shall complete the scope of work and all requirements contained in the ITB within two hundred forty (240) consecutive calendar days from the date identified on the written Notice-to-Proceed. Insurance requirements are located on pages I-11 & I-12. The protest policy is on pages I-8 & I-9. Award will be to the lowest responsive, responsible Bidder, provided it is in the County s best interest to do so. Award will be based upon the Total Bid Price. By submitting a bid in response to this solicitation, the Bidder certifies that their firm is not debarred, suspended, or otherwise ineligible for participation in government procurement by the federal government, the State of Maryland, or any other state, county, or municipal government. The County may reject any and all bids for any reason it deems necessary, and may waive any irregularities and/or informalities, and make award in any manner that is in the best interest of the County. C. Technical Discussion: St. Paul s Well o New well to be built to include electrical, piping, controls and a new building. Cliffton Well #5 o The current structure remains and the new building is anticipated to be built in the back right corner of the property. o The site includes the requirement for placement of a new generator. o The current well will remain in place and currently serves as the main well for the development. 3 D. Pre-Bid Meeting Questions: # Question Response 1 Does this project contain a design/build component? Yes, a minor design will be required and coordinated with the County. 2 St. Paul's Well - Is the building to be demoed? Yes. 3 Are drawings required with the bid? No, designs will be required after contract execution. Design shall be performed by a MD Licensed PE that has experience on similar projects. The Contractor shall obtain all required permitting for the design and construction phases of the project. 4 Will the County provide a water meter at no cost? St. Paul's Well - Which direction should water disposal occur? St. Paul's Well - Will the well be built within the boundaries of the existing fence line? St. Paul's Well - Can the Contractor utilize water from the existing well for drilling? St. Paul's Well - Will the fence be removed and replaced? Cliffton Well #5 - Can the Contractor utilize water from the existing well for drilling? Cliffton Well #5 - Which direction should water disposal occur? County to provide hydrant water meter. Contractor shall be responsible for $1,800 hydrant meter deposit. Contractor shall provide tested and certified backflow preventer that is approved by the County Cross Connection Control Specialist. All other requirements including reporting shall be provided as required by the County Cross Connection Control Specialist. Clean/clear water typically from flushing or testing the well/water system may be discharged to the nearest drainage way. The Contractor shall ensure and take any measures as necessary to not overflow the drainage way and any downstream storm drainage/stormwater devices. All drilling fluid shall be hauled from the site and disposed of properly. Yes. No, the Contractor shall use system water from the nearest hydrant. Use of system water shall not negatively impact system demands. Yes. Temporary fencing shall be provided as needed to maintain site security during construction. New fence shall meet County standards typically consisting of 8 foot black vinyl coated chain link fence with three strands of barbed wire along the top. The Contractor shall use system water from the nearest hydrant. Use of system water shall not negatively impact system demands. Clean/clear water typically from flushing or testing the well/water system may be discharged to the nearest drainage way. The Contractor shall ensure and take any measures as necessary to not overflow the drainage way and any downstream storm drainage/stormwater devices.
