1 Prospect Heights Fire Protection District Legal Notice Invitation to Submit Proposals The Prospect Heights Fire Protection District, IL will accept sealed proposals for Protective Firefighting Gear. Specifications and all Contract Documents are available on-line on the Prospect Heights Fire Protection District s web page at or obtained from the Prospect Heights Fire Protection District s Administrative Offices, 10 E Camp McDonald Rd, Prospect Heights, IL 60070, during the hours of 8:00 a.m. and. 4:00 p.m., Monday through Friday. Prices quoted must be valid for a minimum of 90 days from the date of submittal. Proposals will be received by Timothy Jones, Deputy Fire Chief, at the above address until 3:00 p.m. on Thursday March 20 th The Board of Trustees of the Prospect Heights Fire Protection District reserves the right to reject any and all bids or to waive any technicalities, discrepancies, or information in the bids. The Prospect Heights Fire Protection District does not discriminate in admission, access to, treatment, or employment in its programs and activities. General questions regarding this Legal Notice shall be directed to Timothy Jones, Deputy Fire Chief, at X 222. All detailed questions concerning the actual bid specification are to be forwarded in writing via to tjones@phfire.com no less than eight (8) business days prior to submittal deadline date. 2 STANDARD CONDITIONS Contract Documents: Any drawings, plans, standard conditions, special conditions, supplemental additional conditions, specifications, bid notice, bid sheet, and addendum, if any, as specified herein shall form the "Contract Documents." For the purpose of this bid, the word "Fire District" shall refer to the Prospect Heights Fire Protection District, and the word "Bidder" shall refer to any person, company, or entity submitting a proposal. Any work shown or described in one of the documents shall be construed as if described in all the documents. Interpretation of Contract Documents: Each request for interpretation of the Contract Documents shall be made in writing via only, addressed to Timothy Jones, Deputy Fire Chief, Prospect Heights Fire Protection District, 10 E Camp McDonald Rd., Prospect Heights, IL and shall be received at least eight (8) business days prior to the scheduled bid opening date. Interpretations and supplemental instructions will be the form of written addenda to the Contract Documents. Electronic Bid Documents: Bidders that download PDF documents from the Prospect Heights Fire District s internet web page must immediately notify Timothy Jones via to TJones@phfire.com if they intend to submit a response to the bid documents. This step is necessary to establish a communication link between the Fire District and the Bidder so that any addenda or other relevant information may be transmitted properly. The Bidder, not the Fire District, is responsible for obtaining any addenda to the original specification when the Bidder chooses the option of downloading the proposal files. Addenda and other relevant information will be ed to all registered Bidders. Submittal of Proposals: Proposals must be submitted to the attention of Timothy Jones, Deputy Fire Chief, at the above address no later than 3:00 p.m. on Thursday March 20 th Proposals arriving after the specified time will not be accepted. Mailed bids which are delivered after the specified hour will not be accepted regardless of postmarked time on the envelope. Bidders should carefully consider all bid delivery options (US Postal Service, UPS, Federal Express, Emery Express, private delivery service, etc.) and select a method that will successfully deliver their bid by the required time and date. Bids shall be submitted in sealed envelopes carrying the following information: Bidder's name, address, subject matter and document number of bid as indicated in the specification, and designated date and time of the bid opening. Withdrawal of Bid: Bidders may withdraw or cancel their bid, in written form, at any time prior to the proposal deadline. Bidder's Qualifications: No award will be made to any Bidder who cannot satisfy to the Fire District that they have sufficient ability and experience in this class of work, as well as sufficient capital and equipment to do the job and complete the work successfully within the time named (i.e. responsible). The Fire District s decision or judgment on these matters shall be final, conclusive, and binding. The Fire District may make such investigations as it deems necessary. The Bidder shall furnish to the Fire District, under oath if so required, all information and data the Fire District may request for the purpose of investigation. Preparation of Bid: The Bidder's submittal shall include the completed Bid Sheet found in the Contract Documents. The Fire District will strictly hold the Bidder to the terms of the bid. The bid must be executed by a person having the legal right and authority to bind the Bidder. Compliance with Laws: The Bidder shall at all times observe and conform to all laws, ordinances, and regulations of the Federal, State, and local governments, which may in any manner affect the preparation of bids or the performance of the contract. 2 of 15

3 Alternate to Bids: Any reference in these specifications to manufacturer's name, trade name, or catalog number (unless otherwise specified) is intended as a standard only. The Fire District s decision of approval or disapproval of a proposed substitution shall be final. Alternate bids will be considered only if received at the time stated for receipt of the bids. Submit alternate bids in a sealed envelope and identify the envelope as required for all bids, except that the phrase Alternate Bid shall be used. Bidders are cautioned that, if an alternate bid(s) involves an increase in the Bid Sum, the Bid Deposit, if required, shall be ample or be increased to cover the alternate Bid Sum or the entire bid may be rejected. Form of Contract: The form of contract between the Fire District and the successful Bidder will be a purchase order referencing the bid specification and the bid submitted by the successful Bidder. Freedom of Information Act (FOIA): The Fire District is required by Public Act to comply with freedom of information requests (FOIA) within five (5) business days of a record request. All contractors used by the Fire District may be in possession of records covered by this act and therefore will be required to provide the Fire District with those records upon request and within the time frame of the Act. Bid Review: The Fire District reserves the right to reject any or all bids and/or to waive any irregularities or disregard any informality in the bids and bidding when, in its opinion, the best interest of the Fire District will be served by such action. Furthermore, the Fire District reserves the right to award each item to a different Bidder, or all items to a single Bidder unless otherwise noted on the Bid Sheet. The Fire District may determine as follows: 1) an equal or alternative is a satisfactory substitute; 2) an early delivery date is entitled to more consideration than price; 3) an early delivery date is to be disregarded because of the reputation of the Bidder for not meeting delivery dates; 4) a Bidder is not a responsible Bidder; and 5) what exceptions or deviations from written specifications will be accepted. No bid will be accepted from or contract awarded to any person, firm, or corporation that is in arrears or is in default to the Fire District upon any debt or contract, or that is a defaulter, as surety or otherwise, upon any obligation to the Fire District, or had failed to perform faithfully any previous contract with the Fire District. Delivery: Where applicable, all materials shipped to the Fire District must be shipped F.O.B. delivered, designated location, Prospect Heights, Illinois. If the delivery is made by truck, arrangements must be made in advance by the Bidder, with concurrence by the Fire District, for receipt of the materials. The materials must be delivered where directed. Truck deliveries will be accepted at the Fire District Facility between 7:00 a.m. and 5:30 p.m. weekdays only. Inspections: The Fire District shall have the right to inspect any materials, components, equipment, supplies, services, or completed work specified herein. Any of said items not complying with these specifications are subject to rejection at the option of the Fire District. Any items rejected shall be removed from the premises of the Fire District and/or replaced at the entire expense of the successful Bidder. Termination of Contract: The Fire District reserves the right to terminate in whole or any part of this contract, upon written notice to the Bidder, in the event of default by the Bidder. Default is defined as failure of the Bidder to perform any of the provisions of this contract or failure to make sufficient progress so as to endanger performance of this contract in accordance with its terms. In the event of default and termination, the Fire District may procure, upon such terms and in such a manner as the Fire District may deem appropriate, supplies, or services similar to those terminated. 3 of 15

4 PROSPECT HEIGHTS FIRE PROTECTION DISTRICT INVITATION FOR PROPOSALS PROTECTIVE FIREFIGHTING GEAR Intent: The Prospect Heights Fire Protection District (hereafter the Fire District) is accepting sealed proposals for Protective Firefighting Gear to be used by the Fire District s personnel. The Fire District anticipates the purchase of approximately fifty five (55) sets of gear prior to September 30, Each set shall include a coat, pants, and suspenders. The final quantity purchased may, however, be more or less than this figure based on the awarded contract price for each set of gear. Expenditure is also dependent upon the availability of budgeted funds. Contract Term: The initial term of this contract shall begin on the date of award to and including December 31, 2014 subject, however, to the right of the Fire District to cancel and terminate the same at any time by giving a thirty (30) day notice in writing to the vendor. In the event of such cancellation, the vendor shall be entitled to receive payment for services and work performed and materials and equipment furnished under the terms of the contract prior to the effective date of such cancellation, but will not be entitled to receive any damages on account of such or any further payment whatsoever. Measurement: Following contract award, Fire District fire fighting personnel shall be custom measured by a representative of the manufacturer and/or the vendor. Measuring shall be scheduled within 30 days following award and shall be completed as within 15 days. Measuring shall take place at designated fire station locations within the Fire District. All garment sets shall be delivered complete, in individual bags clearly marked with the firefighter's name. Should fitting adjustments be required, the vendor must complete and re-ship the adjustments within fifteen (15) calendar days of their receipt of the returned garment. No additional payment will be made to the vendor for additional shipping charges incurred due to required fitting adjustments. Care of Garments: All delivered garments shall include instructions for cleaning, care, and garment limitation instructions, in a form designed specifically for the individual firefighter's use. These instructions shall be attached to each garment delivered. The FEMSA published booklet shall be packaged with each garment along with a summary sheet describing garment specifications, sizing, and production details. This written information shall be in complete compliance with NFPA guidelines, and shall reference the same. 4 of 15

5 Delivery: All orders shall be delivered F.O.B. to the Prospect Heights Fire Protection District Station #9, 10 E Camp McDonald Rd., Prospect Heights, IL, All orders shall be received within a time period of days from date of order. Each set of clothing shall be shipped "complete" and shall include an individual "accountability sheet" listing all serial numbers of the clothing and a "signature form" for the firefighter to sign upon receipt and final fitting. NOTE: Bidders shall include a copy of these two (2) forms at the time of bid submittal. Bid Submittal: In addition to the Bidder's completed and signed Bid Sheet the Bidder shall assure all items below have been included with their bid submittal. Failure to provide these requirements with submittal may be cause for rejection of the bid. 1. Underwriters Laboratories (UL) certification documents for the manufacturer, material, and seam strength tests on all items proposed. In addition, UL documents shall be supplied certifying all fabrics proposed. Note: No exceptions will be allowed. 2. Reference list providing a minimum of five (5) fire departments that have purchased gear within the last two (2) years, certified to both NFPA 1971 and NFPA 1999 standards. At least two (2) of these fire departments must service populations exceeding 15,000 persons. The listing shall include addresses and phone numbers of the Chief of Department's office. All manufacturers' referenced cities may be contacted during the evaluation process to assess their ability to meet the District's minimum standards for clothing design and performance. 3. The Fire District requires a sample set of gear, size 46 chest, 40 waist x 30 length Failure to submit the sample gear, may be cause for rejection of the bid. It will remain the bidder's responsibility to contact the Fire Department following the award of contract to arrange pick-up of their samples. Gear will not be worn on incidents and returned in like new condition. 4. Warranty information (Ref 1.0 Certifications & Warranties, Pg. 8) Payment: The vendor will invoice the District for complete sets of gear only. Each invoice must provide the name of the Firefighter and the purchase order number. Payment will be made within thirty (30) days of the receipt and District approval of the invoice. 5 of 15

6 General Information and Conditions The following specification represents the District's minimum requirements for the purchase of Protective Firefighting Gear. Alternate products offered must meet or exceed these requirements. Vendors who are interested in proposing "equal or better than" alternate products shall include detailed information on the proposed product with their bid submittal. The overall safety of the District's firefighters will weigh heavily in the final determination of the acceptability of alternate products during the review process and the District's decision shall be final. Detailed Specification 1. Certification and Warranty 1.1. Gear shall meet all requirements of NFPA 1971, 2013 edition. Full UL documentation shall be supplied with bid including a complete testing certification letter and individual material certification letters for all materials used in the garment. Gear shall include a drag rescue device and all materials shall be no less than the minimum standard for thermal protective performance All materials used as moisture barrier material in facings, storm flaps, etc. shall provide blood borne pathogen protection as specified in NFPA 1971, 2013 edition and shall be breathable. UL certification of these materials must accompany the bid. Non-breathable or Arashield materials will not be acceptable in the front facing. Materials used will also be subjected to a care and maintenance program as specified in NFPA Warranty information shall accompany the completed bid package. Warranty term shall be no less than five (5) years and include a limited (not related to abrasion) lifetime warranty on all stitching. All warranty service shall be quick and personal in nature Prototype gear or any gear that has not been extensively field tested will not be acceptable. Field testing shall include both live fire and daily operations Gear shall meet a minimum Thermal Protective Performance (TPP) of 35.0 that will increase with regular care and maintenance (washing). Gear shall meet a minimum Thermal Heat Loss (THL) no less than 250. Actual TPP and THL will be specified in the returned bid documents All materials must be breathable and have the best possible anti-stress design Gear shall be designed in such a way that it will have an exceptional reach and stretch. - 6 of 15

7 2. Coat Material and Construction 2.1. Coat outer shell shall be constructed of black dyed Advance Kevlar-Nomex. Note: This material is available to all stitchers on an equal basis; therefore there shall be no exceptions Moisture barrier shall be Crosstech Black Thermal liner shall be CALDURA SL2i The thermal liner must be highly breathable and provide thermal protection consistent with the minimum requirements of Section 1.5. Liner material must also be consistent to include the sleeves All liner edges must be finished by stitching, turning, and top stitching. All stitching shall be double or comparable in strength and durability. Separate binding shall also be acceptable on finished edges Thermal liner moisture barrier shall be completely detachable for ease of cleaning. Plated snaps shall be used to fasten liner to outer shell. Zippers or Velcro type fasteners shall also be acceptable for attaching liner to outer shell in collar area. No zippers may be used to attach the thermal liner. If possible, inspection ports shall be added to ease inspection of gear between the thermal layer and the outer shell Orientation shall be outer shell, moisture barrier, and thermal liner in the order listed Three straps with plated snaps will attach the inner shell with the outer shell located on the center portion of the back hem of the shell and liner for maximum thermal protection at the coat and pant overlap. The strap material will be consistent with any component material use in the construction of the outer shell or inner liner All stitching shall be a double stitch lock type. Chain stitching will only be accepted if it is in combination with a lock type stitch meeting NFPA standards There shall be no raw edges allowed in woven materials. All edges shall be turned and sewn. Edge binding shall also be acceptable All thread used in major A and B seams shall be a minimum of TEX Extra thermal layering shall be provided in the shoulder areas, which will provide a TPP performance to not less sixty (60). Certifying data shall be provided by UL and/or a third party laboratory. Design of thermal layering shall be closely evaluated for protection levels and firefighter comfort The sleeves shall have a water well to prevent hazardous materials from 7 of 15

8 entering them when the arms are raised. The sleeve water well will be fabricated from the specified moisture barrier material indicated in 2.2. The material shall be provided with an elastic bottom, to interface with the gloves, helping form a liquid tight seal. Snap fasteners shall be used to secure the outer/inner shell. Materials used must comply with requirements of NFP A One (l) long knitted wristlet shall be provided, securely attached with double stitching, on each sleeve. This wristlet shall be provided with a reinforced stitched thumb loop. Cutting the knit material to install the thumb loop shall not be acceptable All major A and B seams, as described in NFPA Standard 1971, shall be double felled throughout all three (3) layers, seam type LLSC-2 as defined in Federal Standard #751a, using only stitch type 401, double needle lock stitch, as described in Federal Standard #751a. This requirement shall apply to all arm attachment seams All reinforcements at points of strain shall be accomplished with bartacks. Rivet reinforcement shall not be acceptable Wrist exposure caused by outer shell/thermal liners creeping downward, shall not occur when both arms are extended over the head Coat rise, when both hands are extended over the head and from side to side, shall not exceed four (4) inches at the maximum reach, measured from the floor to the hem of the coat The collar shall measure no less than three (3) inches for its unfolded height throughout its entire length. All fasteners shall be of Velcro type hook and loop material The bottom of the sleeves shall be reinforced with an additional layer of Kevlar/Nomex or a material that is equal to or exceeds the before mentioned materials The coat shall be designed to provide maximum coverage with the least amount of stress. It shall be as short as possible, but must provide at least a two (2) inch overlap with the pants in all layers when the hands are over the wearers head and wearer flexes from side to side, as specified in NFPA Standard Standard thirty-two (32) inch to thirty-five (35) inch length coats shall be acceptable A coat storm flap, closing right to left, shall be provided on the exterior garment, minimum seven (7) inches in width, constructed of two (2) layers of 8 of 15

9 outer shell material with specified moisture barrier layer inside, secured by minimum one and one half (1.5) inch Velcro type fasteners. All hook and loop material will be double stitched for durability A coat closure shall be provided with a heavy duty metal zipper which shall be completely covered by the storm flap Extra protection from thermal injury shall be provided in the shoulder areas of the liner in the form of air channels or equivalently designed system to increase the TPP to no less than sixty (60) Sizing shall be provided in two (2) inch increments including chest and waist areas. Sizing for arm length, coat front and back length, waist size, hip size, and inseam length shall be in one (1) inch increments. Custom alterations shall be provided as needed for personnel. Sizing samples will also be provided to aid in sizing personnel DRAG RESCUE DEVICE: Coats shall be equipped with a self-contained rescue harness. The harness shall be placed between the outer shell and inner lining of the coat and when deployed shall secure the wearer under both arms. Access to the handle of the harness shall be at the nape of the garment below the collar and placed in such a way as to operate properly without interference from SCBA. The handle of the harness shall be protected from the environment and weather by an access flap secured with a Velcro type material. The flap shall include a strip of 2" matching reflective trim. The harness shall be easily accessible for periodic inspection All female firefighters clothing shall be constructed on woman's patterns. No exceptions will be allowed Materials and construction specifications shall apply to pant as well as coats. 3. Pockets and Equipment Holders 3.1. Two (2) undivided bellows tool pockets shall be provided on the coat. Each pocket will have hand warmers and a minimum dimension of eight (8) inches high by eight (8) inches wide with a two (2) inch bellow front and rear. Pockets shall be reinforced with Kevlar/Nomex or a material that is equal to or exceeds the before mentioned material for added reinforcement. The pocket flap shall be secured with three (3) vertical strips of Velcro type material mating against one (1) horizontal strip of Velcro type material on the pocket front. Pockets shall be set on the hem of coat to allow access with breathing apparatus waist strap in place. Two (2) brass grommets shall be provided for drainage. There will be four (4) microphone straps located on the coat. One (1) microphone strap shall be provided on the inside of the right side collar when the collar is raised. One microphone strap shall be provided on the inside of the left side collar when the collar is raised. One (1) microphone strap shall be provided on the outside of the right side collar when the collar is raised. One (1) microphone strap shall be 9 of 15

10 provided on the outside of the left side collar when the collar is raised. The microphone strap shall be made of a material that is consistent with the outer shell Two (2) utility pockets, minimum five (5) inches by eight (8) inches, constructed of a breathable twill materials shall be provided on the thermal liner of garment, one (1) pocket on the right side and one (1) on the left side Two (2) undivided bellows pockets shall be provided on the pants, located on the upper outside thigh area. Pockets shall be positioned so they can be accessed without lifting up the hem of the turnout coat. Pockets shall be ten (10) inches wide by ten (10) inches high by two (2) inches deep and shall have the flap secured with a minimum of one and one-half (1.5) inch Velcro type fasteners. The fasteners shall cover the ten (10) inch width of the pocket flap and secure to a ten (10) inch section of the fastener attached to the exterior or the pocket A flashlight hook shall be provided on the right chest. The flashlight hook shall be a plated hook with a D Ring. The hook shall hang vertically and be reinforced with material that is consistent with the outer shell. A Velcro style strap shall also be provided to secure the flashlight in place. 4. Reflective Trim and Lettering 4.1. Coat reflective trim shall consist of three (3) inch #9497 lime/silver Scotchlite, arranged in NYC pattern consisting of one (1) three (3) inch band around each arm and wrist area, one (1) three (3) inch band on the upper torso completely encircling body aligning with the upper arm Scotchlite bands, and one (1) three (3) inch band encircling immediately above the coat hem. Reflective trim shall not be split Pants trim shall consist of one (1) three (3) inch band of specified reflective trim material around each pant leg at the bottom Trim on pant legs and coat sleeves shall be sewn with two (2) rows of #301 lock stitching. No pocket, reinforcement, etc. shall block or obscure any portion of the reflective trim An American flag patch constructed of material meeting the flammability requirements of NFPA 1971, 2013 edition shall be supplied, securely sewn to upper right arm. A department patch made of the same above mentioned material shall be securely sewn to the left upper arm. Sample department patch located on bottom of page 12. Note: The added cost for this option MUST be detailed on the Detailed Exception Sheet provided with this bid document Each firefighter's last name shall be supplied in two (2) inch sewn on, lime reflective Scotchlite letters to back hem of coat. Letters shall be sewn on a separate piece of Kevlar/Nomex material and then sewn on the coat. The letters "PROSPECT HTS" shall be supplied in three (3) inch sewn on, lime reflective Scotchlite letters in one (1) straight row to the upper back of the coat centered 10 of 15

11 5. Reinforcements above the Scotchlite reflective trim and below the DRD (Drag Rescue Device). Letters shall be sewn on a separate piece of Kevlar/Nomex material and then sewn on the coat. The Ranks of (3) Battalion Chiefs (Batt. Chief) and 12 Lieutenants (Lieut.) shall also be provided as part of bid pricing All seam reinforcements shall be accomplished with bartacks. Rivets will not be acceptable Leather or any leather like material reinforcements will not be acceptable. Leather will however be acceptable as reinforcement / backing on hook and dee connectors. 6. Pants Material and Construction 6.1. Pants shall be manufactured by the same company that produces the coat Pants shall be manufactured to the same general specifications, (stitching, materials, construction requirements, etc.) as the coats Eight connection points shall be positioned around the waistband to accommodate the heavy duty suspenders provided with the pants Pants liner shall be secured by rust-resistant snaps around the full perimeter of the waist area and shall be attached to each pant leg with a minimum of two (2) rustresistance snap assemblies at each hem, located so that snap fasteners will not rub against the outer shell causing undue wear No zippers shall be used to attach liners to outer shell The pants shall be traditional waist high construction as described in Project FIRES, The Final Report. Bib, high waist or high back pants shall not be acceptable Two (2) FULLY adjustable metal postman take-up straps shall be provided on the side of the waistband to properly and quickly adjust the pants waist for a tight and proper fit. The straps shall be constructed of multiple layers of outer shell material which will be threaded through a metal postman slide device, which when pulled forward will tighten and bind securely to the wearers waist without loosening The outer shell fly shall be lock stitched to the left side of the front opening and shall be cut in proportion to waist size and crotch rise in both length and width The fly flap shall have attached a metal "D" fastener that shall mate to a reverse hook securely riveted to the outer shell waistband Hooks or dees attached to leather take-up straps will not be acceptable fly securing method The bottoms of each leg shall be provided with double stitched hems, 11 of 15

12 7. Suspenders reinforced with Kevlar/Nomex or a material that is equal to or exceeds the before mentioned materials. The rear portion of each hem shall be an angled cuff design to help prevent the hem from catching on the heels of the firefighter's boots. In the event that an angled cuff design is not possible, the rear portion of each hem shall be notched in an area of approximately eight (8) inches wide by one and one-half (1-1/2) inches high The knee areas shall be provided with increased thermal protection and shall have the highest protection available per manufacturer specifications. Conduction Compression Heat Resistant (CCHR) test results shall be provided. The design and the construction of the increased thermal protection will not impede the movement of the firefighter and consist of materials used in the construction of the pants such as Kevlar/Nomex for insulating and cushioning or materials that exceed those specifications. The knee pads shall match the knee level of the wearer. The knee pads will be ten (10) inches wide by twelve (12) inches high and the color shall match the color of the pants Each pair of pants furnished will have one (1) set of heavy duty firefighter's suspenders installed at the factory. 13 PROPOSAL SHEET Note: the Bidder must complete all portions of the Bid Sheet. The undersigned, having examined the specifications and all conditions affecting the specified project, offer to furnish all services, labor, and incidentals specified for the price below. The undersigned Bidder certifies that they are not barred from bidding on this contract as a result of a conviction for the violation of state laws prohibiting bid rigging or bid rotating, (720ILCS 5/33E-l, et seq.) and is not delinquent in any taxes to the Illinois Department of Revenue. (65ILCS ) It is understood that the Fire District reserves the right to reject any and all bids and to waive any irregularities and that the prices contained herein will remain valid for a period of not less than sixty (60) days.
