1 TOWN OF PHIPPSBURG REQUEST FOR BIDS Meadowbrook Landing Finger Float Project The Town of Phippsburg is accepting bids for a finger float project at the Meadowbrook Landing located at the end of Bushy Isle View/Painted Point Rd off Meadowbrook Rd. A copy of the Instruction to Bidders which includes scope of the project, project drawings, contract specifications, and a timeline may be obtained at the Phippsburg Town Hall at 1042 Main Road, Phippsburg from 9 a.m. to 1 p.m. and 2 p.m. to 5 p.m. weekdays. 2 Town of Phippsburg Instruction to Bidders Meadowbrook Finger Float Project Project The Town of Phippsburg is requesting bid proposals from contractors who are interested in designing, building and installing a finger float system at the Meadowbrook Landing located at the foot of Bushy Isle View/Painted Point Rd off the Meadowbrook Rd in Phippsburg, Maine. Scope of work follows. Scope of Work: The overall concept is to construct a floating finger pier on the north side of the existing Meadowbrook Landing launching ramp to provide a boat tie up area. The pier will be in the water from April thru October. Overview of Project: The floating finger pier will be constructed in sections that will be fastened together with rods and eyes. The sections will be made of wooden planks and floatation material. They will rest on preformed concrete slabs imbedded in the existing rip rap on the north side of the ramp. The pier will be about 6 feet wide and extend about 75 linear feet from just above the high water mark to just below the low water mark so that the last section will be afloat at low tide. The pier sections will be anchored by a series of vertical steel pipes in preformed concrete blocks and imbedded in the existing rip rap. The pier sections will be fastened to the pipes so that they will freely move up and down with the tide. Any rip rap removed to allow the planks to be embedded will be used on the north side of the launching ramp. Additional rip rap may be needed above the low water mark to widen the existing rip rap where needed to support the width of the pier. Work Required: 1. Design the finger float that will run from 10 linear feet above the high water mark to just below the low water mark so that the last section is afloat at low tide. The floats must be 8 10 feet long and at least 6 feet wide and fastened together with a system that stops any twisting. 2. Install an anchoring system consisting of vertical posts so the floats may rise and fall with the tide. 3. Install pre-formed concrete planks parallel to the north edge of the ramp and imbedded in the rip rap so that when the tide is out, the floats will rest on the concrete. All concrete used must be pre-formed. 4. Install the finger float. 1

3 Timeline A mandatory pre-bid conference will be held on site at the Meadowbrook Landing on Thursday, April 3, 2014 at 9 a.m. snow date of Friday, April 4, 2014 at 10 a.m. Bids from contractors that do not attend will be disqualified. Sealed bid proposals marked Meadowbrook Finger Float must be submitted to the Town Office, 1042 Main Road, Phippsburg, ME by 5:00 p.m. on Monday, April 28, Bids delivered in person should be given to Mike Young or, in his absence, to Lisa Wallace. Bids will be opened and reviewed by the Town Landing Committee at 6:00 p.m. on Tuesday, April 29, 2014 at the Town Office. The Board of Selectmen will consider award of the bid at 6:00 p.m. on Wednesday, April 30, 2014 at the Town Office. Bid Proposal Specifics There is a mandatory pre-bid conference and bids from contractors that do not attend will be disqualified. The Board of Selectmen reserves the right to accept or reject any bid proposal. The Board of Selectmen reserves the right to negotiate with the lowest responsible bidder for all or any portion of the project. DEP has approved a Permit by Rule, Section 15 Public Boat Ramps. Phippsburg Planning Board will meet at 6:00 p.m. on May 13, 2014, to issue a Town of Phippsburg permit. The contractor who is awarded the bid must comply with the Town s 1998 Ordinance for Restricting Vehicle Weight on Posted Ways which restricts any vehicle with a registered gross weight in excess of 23,000 pounds from traveling over the Town Roads unless they are solidly frozen or the vehicle is empty. Roads are normally posted the beginning of March through April. Contract Requirements A Contract Bond equal to 50% of the project cost will be required prior to signing of the contract. Before the award of contract, any proposer may be required to show that he/she has the necessary facilities, experience, ability and financial resources to perform the work in a satisfactory manner. 2

4 Contract Requirements (continued) All work will be conducted in accordance with current OSHA regulations. All work will be conducted in accordance with current Maine DEP Best Management Practices. DEP Permit by Rule, Section 15 Public Boat Ramps applies. The project will be completed within 30 days of contract signing or lifting the posted road listing. After this date a penalty of $ per day may be assessed until project completion. The completion date may be extended by the Phippsburg Board of Selectmen due to unforeseen circumstances or weather conditions. Insurance Requirements Evidence of liability insurance of not less than $1,000, (one million) shall be provided listing the Town of Phippsburg as additional insured. Evidence of insurance or financial resources sufficient to satisfy the requirements of the Workers Compensation Act will be provided. Payment and Withholding Payment will be made on work completed except 10% of the payments will be withheld until 60 days after completion of project. Inspections A representative from the Town Landings Committee will conduct onsite inspections of work being performed. Attachments: Concept drawing is attached. 3
