1 What is BREEAM Other Buildings and how does this fit with the standard BREEAM schemes? There are currently standard BREEAM versions covering the following building types within the United Kingdom (UK): Non Domestic BREEAM Offices covering new, significantly refurbished and operational office buildings. BREEAM Retail covering new, significantly refurbished, fitted out and operational retail premises. BREEAM Industrial covering new, significantly refurbished and fitted out light industrial and warehouse buildings. BREEAM Education covering new and significantly refurbished primary and secondary school buildings, further education/adult/vocational colleges, stand-alone sixth form buildings and schools with vocational facilities. BREEAM Healthcare covering new and significantly refurbished healthcare buildings containing medical facilities. All other non-domestic building types are assessed under the family of schemes and services in the BREEAM Other Buildings family. Domestic EcoHomes in April 2007 The Code for Sustainable Homes replaced EcoHomes for the assessment of new housing in England. EcoHomes 2006 will continue to be used for refurbished housing in England and for all housing in Scotland and Wales. BREEAM EcohomesXB - a tool for housing associations and housing stock managers as a stock management aid for existing buildings. BREEAM Multi-residential - covering new and refurbished student and key worker accommodation, sheltered housing, care homes with minimal medical facilities and some hostels. The Code for Sustainable Homes is an environmental assessment method for new homes, developed for the Department for Communities and Local Government and contains mandatory performance levels in 6 key areas. BREEAM assessments outside the United Kingdom (UK) BREEAM International - can assess a single development or BRE can assist in creating a BREEAM version for a country or region outside of the UK. There are currently standard BREEAM schemes in the following areas; BREEAM Gulf BREEAM Europe Retail BREEAM Europe Offices BREEAM Europe Industrial BREEAM Europe Toyota Retail Units All other building types outside the UK are currently assessed under the BREEAM International: Bespoke method, which falls within the BREEAM Other Buildings family of
2 schemes. In such cases BRE will develop assessment criteria appropriate to the building and the functions within it, in a similar manner as for BREEAM Bespoke assessments within the UK. The BREEAM criteria will be based on the building design exceeding legislative requirements and / or compliance with best practice guidance in the country of origin and, as a result, BRE would need to develop the assessment criteria with the assistance of local construction consultants in the appropriate country. In order for BRE to tailor the criteria to suit the local context, a local consultant must be appointed by the client to work with the BREEAM assessor to establish whether the BREEAM standards are relevant or if there are equivalent local codes and standards that need to be included instead. Fees and further information are available on request for such assessments. BREEAM Other Buildings The range of schemes covered in the BREEAM Other Buildings family is as follows: BREEAM Other Buildings Bespoke Single Building Criteria Bespoke Multiple Building Criteria Tailored Criteria Development Standard Schemes BREEAM Bespoke - Single Building Criteria Allows buildings that do not fit existing standard BREEAM schemes to be assessed and certified against the BREEAM benchmark and meet BREEAM related performance requirements. Used on a per building basis, where appropriate criteria from a pool of BREEAM criteria are selected and a spreadsheet created for each building being assessed. BREEAM Bespoke - Multiple Building criteria Allows a set of criteria to be developed that can be used for multiple buildings of the same type and function. An extension to the Single Building Criteria model where there are multiple similar buildings either being built at the same time on the same site or at different times on different sites. Appropriate criteria from a pool of BREEAM criteria are selected and a spreadsheet created that can be used for the group of similar/identical buildings being assessed. Tailored Criteria development BREEAM criteria that are developed and tailored specifically for a particular building type and usually for a specific client. Used for either a single specific building or for a defined number of similar buildings for the same client.
3 Assessment criteria uses the current BREEAM assessment structure and common BREEAM criteria, but with amendments and additions (where appropriate) to tailor the assessment criteria to reflect the unique use and sustainability opportunities of the building and the client (whilst also maintaining high environmental standards and the BREEAM brand). The cost of this service would depend on the building type and the scope of the project. If you are interested in Tailored Criteria Development please contact the BREEAM office. Standard/Exiting schemes These schemes represent standard BREEAM schemes that are perhaps smaller in scale and not large enough to warrant a separate licence and training course. Current examples in the UK include: o BREEAM Courts covering new and significantly refurbished court buildings in England and Wales. o BREEAM Prisons covering new and significantly refurbished high security prisons, standard secured prisons, young offenders institutes, local prisons and women s prisons (closed only). o BREEAM Data Centres covering facilities used to house computer systems and associated components such as telecommunications and storage systems. These schemes have often been born out of tailored criteria development, sponsored and steered by a particular client or group of industry stakeholders and can be used like any standard BREEAM scheme. The BREEAM Other Buildings Bespoke method and the processes involved BREEAM Bespoke assessments differ from the standard BREEAM assessments as follows: The standard BREEAM schemes for both UK and International assessments have a fixed set of criteria which will be assessed for all buildings. The assessment is carried out by a BREEAM assessor from a licensed assessor organisation and a fee for this work is paid directly to the assessor. BRE will not be involved with the assessment until the final report is submitted to them for quality checks and certification. With a BREEAM UK Bespoke assessment, there is no fixed set of criteria that can be immediately used by a BREEAM Assessor to assess a building. Instead, there is a front end process where BRE develop criteria and a scoring tool specific to the building and the functions within it. BRE collects information on the building and its functions and produce a set of assessment criteria which is issued to the assessor/client. This set of criteria can then be used by the Assessor to carry out the assessment on that particular building. Once the assessment is complete it will be submitted to BRE for quality checks and certification. BRE also allow a period within the BREEAM Bespoke criteria development contractual agreement for amendment requests/comments on the criteria. However amendment requests/comments received after this period resulting in changes required to the criteria, will incur additional charges. The BREEAM International Bespoke assessment works in a similar way to the BREEAM UK Bespoke assessment process. There is no fixed set of criteria that can be immediately used by a BREEAM Assessor to assess a building. Instead, there is a front end process where BRE develop criteria and a scoring tool specific to the building and the functions within it. BRE collects information on the building and its functions and produce a set of Draft assessment criteria which is issued to the assessor/client. BRE allow a period within the BREEAM Bespoke criteria development contractual agreement for amendment requests/comments on the criteria. This also allows an opportunity for the client to appoint a local consultant/expert to research the local
4 codes and standards for the particular country/region. BRE will use this information to produce a set of Final criteria, which can then be used by the Assessor to carry out the assessment on that particular building. Once the assessment is complete it will be submitted to BRE for quality checks and certification. The purpose of BREEAM Bespoke is to allow buildings which do not fall into the remit of the standard BREEAM schemes to be BREEAM assessed. It s aim is to ensure that the set of issues and requirements are appropriate for the functions within the building. While the method is bespoke, it still adheres to a set of standards in terms of BREEAM structure, credit method and content. This ensures the credibility of BREEAM is maintained. Appropriate issues are selected from a standard pool of BREEAM issues to provide criteria against which the building can be assessed. The BREEAM Bespoke scheme adheres to some basic fundamentals: Issues common to all BREEAM schemes will form part of the criteria set. Common issues are those applicable to any building type e.g. Man 1: Commissioning. Issues applicable to the building functions/function areas will form part of the criteria set. Where it is not appropriate for a credit to be applied, it will be excluded e.g. Hea 1: Daylighting would be excluded from dark rooms. Please note the purpose of BREEAM Bespoke criteria development is not: To remove those issues that may be difficult to achieve for the project. To develop new issues, or extensive new guidance for existing issues. How do I commission a BREEAM Bespoke assessment? Please see the BREEAM UK Bespoke and BREEAM International Bespoke process diagrams below for details of the processes and timescales involved. If you feel your building would be classified under BREEAM UK Bespoke or BREEAM International Bespoke, the first step is to complete the BREEAM Bespoke Application form, available to download from the BREEAM website or the Assessor Extranet. If you are unsure as to whether your building would be classified as BREEAM Bespoke, please submit fully labelled plans to breeam@bre.co.uk for scheme classification. The next step is to appoint a suitable BREEAM Assessor. Due to their complexity, BREEAM Bespoke assessments can not be carried out by all BREEAM Assessors. For assessments in the UK, you must appoint a BREEAM Other Buildings UK (previously known as Bespoke) Assessor. For assessments outside of the UK, you must appoint a BREEAM International Assessor. A list of BREEAM Other Buildings UK (Bespoke) Assessors and BREEAM International Assessors can be downloaded from the BREEAM website at We recommend that a suitably qualified assessor is appointed at the earliest opportunity. The BREEAM Bespoke Application Form is intended to gather the information that BRE require in order to develop the BREEAM Bespoke assessment criteria. This should be completed and returned to the BREEAM Office, with an up-to-date set of fully labelled building plans. Further details on how to complete the Application form and how plans should be submitted to BREEAM, are provided via an Application form Guidance and example document, available to download from the Assessor Extranet and BREEAM website. In cases where the building is quite complex BRE may also hold a Kick-off meeting with the key members of the project team and the BREEAM Assessor to discuss the building.
5 On receiving the completed Application Form and plans, BRE will cost the works required in order to create the assessment criteria. Proposals are issued outlining the costs, timescales and terms and conditions for developing BREEAM Bespoke criteria. All proposals should be accepted using the proposal acceptance form at the end of the proposal letter/document. BREEAM UK Bespoke assessments only: Following receipt of the completed proposal acceptance, BRE will produce the BREEAM Bespoke criteria and scoring tool detailing the issues to be included within the assessment. Once reviewed by the design team, the BREEAM Bespoke criteria can then be used by the BREEAM Assessor to carry out the BREEAM assessment on the building and submit their report to BRE for quality assurance and certification. BRE recognise that building designs change, over time, therefore, there is an opportunity to incorporate amendments to the criteria or comments by the design team once the BREEAM Bespoke criteria has been issued. An Amendment Request form (available to download from the BREEAM website) should be completed and submitted to BRE. Depending on the time since the criteria has been issued, there may be a fee associated with these changes required. BREEAM International Bespoke assessments only: Following receipt of the completed proposal acceptance, BRE will produce the BREEAM Bespoke criteria and scoring tool in Draft form, detailing the issues to be included within the assessment. By issuing the criteria in Draft form, BRE are allowing for the design team to submit comments and amendment requests to BRE within a defined time period. The design team and BREEAM International Assessor should review the Draft criteria and collate their responses for return to BRE in the Amendment to Criteria request form available on the BREEAM website. During this commenting period, the design team should appoint the local consultant to review the local codes and standards for the region/country against the BREEAM requirements. The relevant translated parts of the standards are then submitted to BRE for review and approval with the completed Amendment to Criteria request form. BRE will then develop the Final BREEAM bespoke criteria and issue this to the design team. The BREEAM Bespoke criteria can then be used by the BREEAM Assessor to carry out the BREEAM assessment on the building and submit their report to BRE for quality assurance and certification.
