Raymon Thacker Flood Control System, Scottsville, Virginia This is an invitation to bid on a contract with the Town of Scottsville for maintenance of the A. Raymon Thacker Flood Control System, Scottsville, Virginia, for the spring, summer, and fall growing season of year Sealed bids must be received in the Town Office by 5:00 p.m., Friday, March 15, This Bid Packet has three sections: 1) Overview and Specifications 2) Qualifications, and 3) Bid Form. OVERVIEW and SPECIFICATIONS The A. Raymon Thacker Flood Control Project is a multi-faceted system made up of five sections: 1) Earthen Levee, 2) Pump Station, 3) Mink Creek, 4) Mink Creek Dam, and 5) Route 20 Bridge Entrance. SECTION 1, Earthen Levee: The earthen levee extends from the Hyosung access road (Bird Street) on the west end to a point just east of Ferry Street. The Levee is 3,500 feet long and has a height that varies from 0 to 21 feet. The Levee side slopes are 2 horizontal to 1 vertical and the crest is 10 feet wide. The slopes are covered with either grass or armor stone (rip-rap). To the east of Ferry Street, the earthen levee turns into a concrete wall which continues to the eastern terminus of the levee at East Main Street. In this section, the Contractor will: a) Mow or weed-eat the grass on the Levee, which includes the entire Scottsville side of the Levee and approximately 1000 feet of the James River side of the Levee (facing the Hyosung Plant to the creek at the toe of the levee) to a height of approximately three inches. b) Apply herbicide to the river side of the levee covered by armor stone (rip-rap), so this is kept free of all vegetative growth. c) Apply herbicide to the base of the cinderblock structures at Ferry Street and East Main Street, as well as the concrete wall portion of the levee which terminates at East Main Street, so that no weedy growth disturbs the foundations of these structures. d) Apply herbicide to any grass on Levee Walk pathways. e) Certify that herbicide use will be carried out in conformance with state and federal laws. SECTION 2, Pump Station: The Pump Station is located at 205 Lumber Street. The access road to the station from Main Street is via South Street, just before the Chevron Station. In this section, the Contractor will: a) Mow the fenced-in area of the pump-house area. b) Weed-eat the chain link fence on both sides of the entire fence to keep it clear of growth. c) Weed-eat around the foundation of the building and all stairways and concrete works associated with the Pump House. SECTION 3, Mink Creek: a distance of creek bank approximately 500 feet in length between the East Main Street Bridge and the Pump Station. Portions of this creek bank are covered in rip-rap, and other portions are earthen
2 bank. The banks vary in height from 10 to 30 feet high along the course of this section. The creek enters an underground tunnel which takes it under the levee at a large grate near the pump house. In this section, the contractor will: a) Maintain growth on the banks of Mink Creek through a combination of spraying where there is rip-rap armor stone, and weed-eating. b) Clear growth and debris from the grate marking the entrance of Mink Creek to the under-levee tunnel. c) Weed-eat the slopes of the Route 20 Bridge rampart above Mink Creek, and above the chain link fence on the west side of the Pump House. d) Mow and weed eat the area south of the municipal parking between Route 20 rampart and Mink Creek. e) Certify that all herbicide will be applied in conformance with state and federal law. SECTION 4, Mink Creek Dam: The Dam is located on Mink Creek immediately upstream of Scottsville. Vehicular access is gained on Jefferson Street. The Mink Creek Dam consists of an earthen embankment approximately 35 feet high and 320 feet across. The dam side slopes are 2.5 horizontal to 1 vertical and the crest width is 15 feet. There is a spill way that curves around on the west side of the Dam, which is approximately 50 wide at the mouth, and narrows as it moves down hill. There is a rip-rap section about 15 feet wide by 300 feet long on the water side of the dam. In this Section, the Contractor will: a) Mow the grass on both the pond side and down stream side of the dam, including the stand of trees that is on the west side of the dam. b) Mow the grass on the emergency spillway. c) Mow the grass in the triangular area at the base of the dam, which begins at the small concrete bridge over Mink Creek, and goes to the base of the dam. d) Weed-eat the banks of Mink Creek from concrete bridge to the concrete impact basin at the base of the dam. e) Weed-eat around the base of the impact basin. f) Keep the rip-rap portion of the dam, on the pond side, free of all growth through the use of an herbicide. SECTION 5, Bridge Entrance: Mow and/or weed-eat and use approved herbicide, if necessary, on each side of Route 20 bridge approach on Scottsville side of James River Bridge. GENERAL SPECIFICATIONS: Mowing The grass in all five sections shall be mowed four (4) times over the summer months, on a 45-day cycle, with the first cutting in the first week of May. Additional cuttings may be necessary at the same rate per cutting. Spraying The rip-rap slope protection along the levee (section 1), the rip-rap slope protection on Mink Creek between the Pump Station and Main Street (section 3), and the rip-rap section on the Mink Creek Dam (section 4) will be sprayed with a commercial weed killer on the same schedule as the grass mowing. Herbicide must be used only in accordance with all state and federal laws. The entire rip-rapped area shall be kept free of brush and woody growth in order to prevent stone displacement. Other All gullies, holes, and washes shall be reported to the Levee Superintendent within 24 hours of discovery. The Levee Maintenance Contractor shall report directly to the Town Administrator.
3 QUALIFICATIONS The contractor must provide a copy of and maintain for the duration of the contract a Liability Insurance Policy, valued at least $500,000. The contractor must provide three references. The contractor must submit a bid on the attached Bid Form, with his or her signature.
4 BIDS Bids must be in to the Town Office before 5:00 p.m., Friday, March 15, The Town Council will review the bids at the regular session on March 18, 2013, beginning at 7:00 p.m. Please provide your costs on the Bid Form provided. Bids submitted in a different format may be excluded from consideration. A contract will be awarded only for the entire project. Bids for only a portion of the project will not be considered. The lowest bidding contractor will be offered a contract with the Town of Scottsville per the specifications of this bid packet. The contract will be paid out in four installments after an inspection of each mowing.
