The following are comments from Chad Diercks of James Hardie (JH) noted in a letter, dated March 18, 2007 (received May 22, 2007), and corresponding responses from ICC- ES staff: JH #1: General. Remove the term reinforced cementitious from the document title, and all sections of the document, and replace with fiber cement. ICC-ES #1: Staff agrees and the attached acceptance criteria has been revised accordingly. JH#2: Section 1.2, line 18. Remove The sheets shall have a nominal thickness greater than 5 / 8 inch (16 mm). ICC-ES #2: Staff agrees and has revised Section 1.2 accordingly. JH#3: Section 1.2, line 19. Remove the term mechanically attached. ICC-ES #3: Staff does not support JH s proposal and prefers Section 1.2 of the attached criteria remain as written because the proposed criteria intentionally addresses mechanically attached systems only. If adhesives are to be used in combination with mechanical fasteners or as a substitute for mechanical fasteners, the proposed acceptance criteria will need to be revised to include qualification and performance requirements for the adhesives. Including adhered systems to this AC367 can be considered at a future Evaluation Committee meeting. JH#4: Section 1.4.1, line 59. Delete the term mechanically. 2 2 JH#5: Section 1.4.4, line 65. Delete the category of subfloor sheets and subsequent subfloor references. ICC-ES #5: Staff agrees and has revised the attached proposed AC367 accordingly. JH#6: Section 2.1.3, line 77. Delete allowable uniform total load and replace with appropriate for use in residential one- and two-family dwellings. ICC-ES #6: Staff agrees that the statement allowable uniform total load in Section should be deleted. However, staff disagrees that the identification should include a statement appropriate for use in residential one- and twofamily dwellings because it is not necessary as a part of identification. Please see the revision in Section of the enclosed proposed criteria. JH#7: Section 3.2, lines 110 to 122. Delete this section. ICC-ES #7: Staff agrees with the suggested change and has revised the proposed AC367. As a result, Sections and of the proposed criteria are deleted to be consistent with the deletion of Section 3.2. Also, Section 3.1 of the enclosed criteria is revised to include dimensional test requirements and their conditions of acceptance, which is in accordance with either ASTM C 1288 or ASTM C 1325, as applicable. JH#8: Section 6.0, line 199. Change Section 6 item 4 currently reading Statement indicating that the use of reinforced cementitious flat sheets as a horizontal diaphragm is outside the scope of the evaluation report, to Diaphragm analysis shall comply with applicable requirements in Chapters 16, 17 and 23 of the International Building Code ; Add a Section to read ASTM E Standard Test Method for Static Load Testing of Framed Floor or Roof Diaphragm Construction Buildings. Add a Section 3.7 to read For use as a horizontal diaphragm as recognized within the International Building Code and International Residential Code, data showing compliance with ASTM E 455 shall be submitted to determine horizontal diaphragm design values. ICC-ES #8: Staff is not prepared at this time to give an opinion concerning the JH proposals because staff has had insufficient time to study the proposal which was received May 22, Consequently, the proposal should be considered at a future Evaluation Committee meeting. JH#9: Section 6.0, item 5, lines 202 through 204. Delete this section. ICC-ES #9: Staff agrees and the proposed AC367 has been revised accordingly.

3 3 2. The following revisions to the criteria are proposed based on input from the ICC-ES staff: a. Replace the term fiber-mat reinforced sheets with fiber-cement sheets in order to be consistent with the terminology in the codes. See revision throughout the proposed AC367. b. Editorially revise Section 1.2, as follows:... based on Tables 2 1 and 4 3 or Tables 3 2 and 4 3 is based... c. Revise Section 1.2, as follows:... minimum an allowable uniform total load of psf... d. Editorially revise Section to clarify the definition of single floor grade. e. Editorially revise Section as follows:... shall include product markings as described in ASTM C 1288 or ASTM C 1325, as applicable. f. Revise the title and the content of Section 3.1 of the attached proposed AC367 to read Fiber-Cement Sheets: Reports of tests that demonstrate compliance with either ASTM C 1288, or ASTM C 1325, including supplementary requirements, shall be submitted. The intent is that only tests required by either ASTM C 1288 or ASTM C 1325; including supplementary requirements, need to be performed. Consequently, Table 1 of the enclosed criteria is proposed to be removed. g. Editorially revise Section 3.2, as follows:... and Table 2 1 or Section 4.1 and Table 3 2 of this criteria... h. Editorially revise Section 3.3, as follows:... Section 4.2 and Table i. Editorially revise Section 3.4, as follows:... Section 4.3 and Table j. Revise Section to clarify the type of loading apparatus used in the concentrated static load tests for the sheathing grade and single floor grade. k. Editorially revise Section 5.2 as follows: Quality documentation complying with the ICC-ES Acceptance Criteria for Quality Documentation (AC10) shall be submitted. The quality documentation shall describe sheet composition, manufacture, workmanship, finish and appearance, including method of packaging and storage, as applicable, for conformance to either ASTM C 1288 or ASTM C l. Due to the reasons noted to JH#7 above, editorially revise Section 5.3, as follows:... comply with their respective specifications (i.e., ASTM C 1288 or ASTM C 1325) and this acceptance criteria.

Sheathing grade sheets shall require separate underlayment installed on top of the sheets. Single floor grade sheets shall either have tongue and groove edges or shall be installed with edges supported by blocking or covered with one of the materials described in footnote d of IBC Table (3), footnote j of IRC Table R (1) or footnote 4 of UBC Table 23-II-E-1, as applicable. n. (ICC-ES), are based upon performance features of the International family of codes and other widely adopted code families, including the Uniform Codes, the BOCA National Codes, and the SBCCI Standard Codes. Section of the International Building Code reads as follows: The provisions of this code are not intended to prevent the installation of any materials or to prohibit any design or method of construction not specifically prescribed by this code, provided that any such alternative has been approved. An alternative material, design or method of construction shall be approved where the building official finds that the proposed design is satisfactory and complies with the intent of the provisions of this code, and that the material, method or work offered is, for the purpose intended, at least the equivalent of that prescribed in this code in quality, strength, effectiveness, fire resistance, durability and safety. Similar provisions are contained in the Uniform Codes, the National Codes, and the Standard Codes. ICC-ES may consider alternate criteria, provided the report applicant submits valid data demonstrating that the alternate criteria are at least equivalent to the criteria proposed in this document, and otherwise meet the applicable performance requirements of the codes. Notwithstanding that a product, material, or type or method of construction meets the requirements of the criteria proposed in this document, or that it can be demonstrated that valid alternate criteria are equivalent to the criteria in this document and otherwise meet the applicable performance requirements of the codes, ICC-ES retains the right to refuse to issue or renew an evaluation report, if the product, material, or type or method of construction is such that either unusual care with its installation or use must be exercised for satisfactory performance, or malfunctioning is apt to cause unreasonable property damage or personal injury or sickness relative to the benefits to be achieved by the use of the product, material, or type or method of construction. 6 PROPOSED ACCEPTANCE CRITERIA FOR FIBER-CEMENT REINFORCED CEMENTITIOUS FLAT SHEETS USED AS SUBFLOOR OR SINGLE FLOR PANELS FIBER-CEMENT SHEET STRUCTURAL FLOOR SHEATHING Page INTRODUCTION 1.1 Purpose: The purpose of this acceptance criteria is to establish requirements for fiber-cement reinforced cementitious flat sheets for used as subflooring or single-floor panels fiber-cement sheet structural floor sheathing to be recognized in an ICC Evaluation Service, Inc. (ICC-ES), evaluation report under the 2006 International Building Code (IBC), the 2006 International Residential Code (IRC) and the 1997 Uniform Building Code (UBC). The bases of recognition are IBC Section , IRC Section , and UBC Section The reason for the development of this criteria is to provide a basis guidelines for qualifying the fiber-cement reinforced cementitious flat sheets panels used as subfloor and single-floor panels under the IBC and UBC fiber-cement sheet structural floor sheathing, because the codes do not provide guidance for reinforced cementitious fiber-cement sheets used as an alternative structural floor sheathing. 1.2 Scope: This criteria is limited applicable to sheathing grade and single floor grade structural floor sheathing that are reinforced cementitious fiber-cement flat sheets that are either fiber-cement sheets complying with either ASTM C 1288 or fibermat reinforced sheets complying with ASTM C 1325 mechanically attached fibercement panels complying with ASTM C 1186 and this acceptance criteria. The sheets shall have nominal thicknesses greater than 5 / 8 inch (16 mm) and shall be installed

7 Page over, and mechanically attached to, wood floor framing. The span rating determined based on Tables 2 1 and 4 3 or Tables 3 2 and 4 3 is based on an minimum an allowable uniform total load of psf (1,915 2,873 Pa) at a deflection of 1 / 360 of the span. 9 Page Single Floor Grade: Sheets used as a combination subfloor and underlayment sheathing installed with edge treatment, blocking or covered with one of the materials described in footnote d of IBC Table (3), footnote j of IRC Table R (1) or footnote 4 of UBC table 23-II-E-1, as applicable Subfloor Sheathing Grade: Sheets used as sheathing that require a separate underlayment installed on top of the sheets. 2.0 BASIC INFORMATION 2.1 General: The following information shall be submitted: Product Description: Complete information concerning material product specifications, product composition, thickness, size nominal dimensions, and the manufacturing process Installation Instructions: Installation details and limitations, fastening methods, joint treatments, and face treatments Packaging and Identification: A description of the method of packaging and field identification of the panel sheets. Identification shall include the report holder s name, the product name, the span rating, the thickness, the allowable uniform total load, the evaluation report number, and the name or logo of the inspection agency. In addition, the label for fiber-cement sheets and fiber-mat reinforced sheets shall include the grade and the type of sheet, respectively product markings as described in ASTM C 1288 or ASTM C 1325, as applicable Field Preparation: A description of the methods of field-cutting, application and finishing.

10 Page Testing Laboratories: Testing laboratories shall comply with Section 2.0 of the ICC-ES Acceptance Criteria for Test Reports (AC85) and Section 4.2 of the ICC-ES Rules of Procedure for Evaluation Reports. 2.3 Test Reports: Test reports shall comply with AC Product Sampling: Sampling for tests under this criteria shall comply with Section 3.1 of AC85. All panel sheet samples shall be representative of the product to be evaluated. Panel Sheet samples shall be selected in sufficient quantity to enable statistical analysis in accordance with MIL-STD Specimens selected for testing from panel sheet samples shall be sufficient in number to enable statistical analysis. No more than two pairs of specimens for any individual test shall be selected from a single panel sheet. 3.0 TEST AND PERFORMANCE REQUIREMENTS 3.1 Mechanical and Physical Properties Fiber-Cement Sheets: Fiber-Cement Sheets: Reports of tests and other information in accordance with ASTM C 1185 for the specified sheet grade that demonstrate compliance with either ASTM C or ASTM C 1325 Type A, including supplementary requirements stated in the standards, shall be submitted. The test reports shall also include information on frost resistance, heat rain resistance and water absorption tests in accordance with Table 1 of this criteria. Composition, manufacture, workmanship, finish and appearance of the sheets shall be verified by an accredited testing laboratory before testing, and shall conform to Sections 5 and 8 of ASTM C 1288.

11 Page Fiber-mat Reinforced Sheets: Reports of tests that demonstrate compliance with ASTM C 1325, including information on supplementary requirements, shall be submitted. The test reports shall also include information on frost resistance, heat rain resistance and water absorption tests in accordance with Table 1 of this criteria. Composition, manufacture and workmanship of the sheets shall be verified by an accredited testing laboratory before testing, and shall conform to Sections 5 and 8 of ASTM C Dimensions and Permissible Variations: Dimensional tests shall be performed on fiber-cement sheets and fiber-mat reinforced sheets in accordance with ASTM C 1185 and ASTM C 473, respectively. The permissible variations of panel dimensions shall comply with the following requirements: a. Length and Width: A tolerance of plus 0 and minus 1 / 8 inch (3.2 mm) shall be allowed on nominal length and/or width. b. Thickness: A tolerance of plus or minus 0.03 inch (0.76 mm) shall be allowed. c. Squareness: Sheets shall be square within 1 / 64 inch (0.4 mm) per linear foot of sheet length, as measured along the diagonals. Opposite sides of the sheets shall not vary in length by more than 1 / 64 inch (0.4 mm). d. Edge Straightness: The sheet edges shall be straight within 1 / 64 in/ft (1.3 mm/m) of length or width. 3.2 Concentrated Static and Impact Load Tests: Reports shall be submitted of concentrated static and impact load tests in accordance with Section 4.1

12 Page and Table 2 1 or Section 4.1 and Table 3 2 of this criteria, as applicable. The test reports shall include tabulation and graphical representation of load-deflection readings. The species, grade and specific gravity of the wood framing shall be reported. The test procedures shall be in accordance with the end use of the panel. 3.3 Transverse Uniform Load Tests: Reports shall be submitted of transverse uniform load tests in accordance with Section 4.2 and Table 4 3 of theis criteria. The test reports shall include tabulation and graphical representation of loaddeflection readings. The species, grade and specific gravity of the wood framing shall be reported. 3.4 Fastener Holding: For each fastener intended for use, reports shall be submitted of fastener lateral load, pull-through load and withdrawal load tests in accordance with Section 4.3 and Table 5 4 of theis criteria. The specifications of the fastener and connected material shall be representative of the report applicant s end use recommendations. 3.5 Noncombustible Construction: For use in Type I, II, III or IV (noncombustible) construction under the IBC and UBC, data showing compliance with ASTM E 136 shall be submitted to determine noncombustibility. 4.0 TEST METHODS 4.1 Concentrated Static and Impact Load Tests: Testing shall be conducted in accordance with ASTM E 661. For the concentrated static load test, the loading rate shall be in accordance with PS 2. The specimen sizes and quantities shall comply with Section 6 of ASTM E 661 shall be followed with regard to the number, size,

13 Page conditioning and fabrication of test specimens. The test procedures shall be as specified in Sections and of this criteria Concentrated Static Load: Testing shall be conducted in accordance with ASTM E 661. For sheathing grade, tests shall be performed using 3- inch (76 mm) diameter loading disk. For single floor grade, tests shall be performed using 1-inch (25 mm) diameter loading disk Concentrated Impact Load: Impact tests shall be conducted in accordance with ASTM E 661, Procedure A. The width of individual test pieces shall be 24 inches (610 mm) for span ratings up to 24 inches (610 mm). 4.2 Transverse Uniform Load Tests: Testing shall be performed in accordance with PS 2 or ASTM E 330. A minimum of ten tests specimens for each exposure condition shall be used. The test equipment and specimen preparation shall be in accordance with Sections and of PS 2. The specimens shall be tested in accordance with the test procedure noted in Section of PS 2, modified as follows: The specimens shall be loaded at a uniform rate of 50 lb/ft 2 (2.4 kpa) per minute, recording deflections at 20 lbf/ft 2 (0.958 kpa) increments. 4.3 Fastener Holding: Testing shall be in accordance with Section of PS 2, ASTM D 1037 and ASTM D 1761, as applicable, to evaluate the lateral load, withdrawal load, and pull-through load. The test procedure selected will vary depending on the fastener type and connected material. A minimum of 20 specimens for each environmental exposure condition shall be used. The test specimen shall be loaded

14 Page continuously throughout the tests at a rate in accordance with the test procedure specified in this section. 5.0 QUALITY CONTROL 5.1 The products shall be manufactured under an approved quality control program with inspections by an inspection agency accredited by International Accreditation Service (IAS) or otherwise acceptable to ICC-ES. 5.2 Quality documentation complying with the ICC-ES Acceptance Criteria for Quality Documentation (AC10) shall be submitted. Testing for quality assurance on fiber-cement sheets shall be conducted in accordance with either ASTM C or ASTM C 1325., Type A, including supplementary requirements (i.e., flexural strength, density, dimensional and modulus elasticity tests). For quality assurance on fiber-mat reinforced sheets, flexural strength, density, dimensional and modulus elasticity tests shall be conducted in

15 Page accordance with ASTM C The test results of ongoing qualification tests on the sheets shall match the test results established in the original qualifying tests, and shall comply with their respective specifications (i.e., ASTM C 1288 or ASTM C 1325) and this acceptance criteria. Product sampling shall comply with Section 2.4 of this criteria. 6.0 EVALUATION REPORT RECOGNITION The evaluation report shall include: 1. Basic information referenced in Section 2.1 of the criteria. 2. Allowable uniform total load of psf (1,915 2,873 Pa) and uniform live load of psf (1,436 1,915 Pa) including span ratings and fastening method for the panels sheets. 3. End use limitations of the panel sheet (i.e., subfloor sheathing grade or single floor grade). If the panel sheet is used as subfloor, the panel sheet shall require separate underlayment. Sheathing grade sheets shall require separate underlayment installed on top of the sheets. Single floor grade sheets shall either have tongue and groove edges or shall be installed with edges supported by blocking or covered with one of the materials described in footnote d of IBC Table (3), footnote j of IRC Table R (1) or footnote 4 of UBC Table 23-II-E-1, as applicable. 4. Statement indicating that the use of fiber-cement reinforced cementitious flat fiber-cement sheets panels as a horizontal diaphragm component is outside the scope of the evaluation report.
