2 The Suffolk County Department of Public Works (SCDPW) has three (3) openings for entry level Civil Engineers in our Highways, Structures and Waterways Division. Two (2) Structural Engineers and one (1) Highway Engineer. SCDPW maintains over 1500 lane miles of roadway, 75 bridges, 200 culverts and miscellaneous structures and 300 waterways. Although these entry-level positions may involve any of the activities indicated on the summary enclosed, initial assignments would include, but not be limited to, the following: Structural Engineers - Development of calculations for the analysis and design of structural elements, including bridges; cost estimates; preliminary designs for retaining walls, traffic signal poles analysis and other basic structures; hydraulic capacity analysis of culvert pipes. Highway Engineer Drainage and watershed calculations, preliminary drainage designs, identifying and resolving utility conflicts, horizontal and vertical alignments, grading, design of curb and sidewalk. In addition, both positions include the following work tasks: writing engineering reports and recommendations; obtaining permits, assist in developing and reviewing of plans, field reconnaissance and data collection, in-office desktop research, and on-site inspection. OPEN to Spring 2017 or recent graduates. 3 POSITION: Jr. Civil Engineer Trainee Suffolk County Department of Public Works Division of Highways, Structures and Waterways The Suffolk County Department of Public works (SCDPW) is looking for qualified individuals for an entry level position in the Division of Highways, Structures and Waterways (HS&W). This individual should have a Bachelor s Degree in Civil Engineering and be self-motivated. The Division of HS&W is responsible for approximately 1,500 lane miles of roadway, 75 Bridges, 200+ culverts and 300 waterways. Within the Division the following Sections exist: Highway Design Bridges & Structures Traffic Engineering Construction Management Consultant Management Materials Testing Laboratory Preventative Maintenance The goal would be to provide the candidate with a well-rounded experience in the above areas. 4 JUNIOR CIVIL ENGINEER TRAINEE 1010 DISTINGUISHING FEATURES OF THE CLASS Under immediate supervision, an employee in this class performs engineering work in the investigation, design, review and construction of public works projects and regulatory programs in a supervised inservice training program. The incumbent receives training while assisting professional supervisors in civil engineering projects and regulatory programs requiring the application of engineering skills and knowledges. As experience is gained, the incumbent receives assignments which require more independent action such as making and checking engineering design computations and the inspecting of less complex public works projects under construction. Work is checked and reviewed frequently throughout its progress and completely at its conclusion by professional supervisors. Upon satisfactory completion of one year of permanent competitive service as a Junior Civil Engineer Trainee, the incumbent receives permanent appointment as a Junior Civil Engineer. Does related work as required. TYPICAL WORK ACTIVITIES Assists in the preparation and review of engineering drawings; computes quantities of wastes, fill, drainage, construction materials and other items; Makes preliminary design or reviews design of sanitary sewer and storm drainage systems including catch basin location, pipe size, and related structures; makes preliminary highway designs of intersections and profiles for intersecting streets; Makes a variety of preliminary quantities and cost estimates for engineering projects; receives records, charts and statistical information from the field; uses personal or mainframe computer as a design tool; analyzes data and prepares detailed reports for professional engineering supervisors; Prepares right-of-way maps; determines property lines from field notes, deed descriptions and subdivision maps; computes area of parcels; writes parcel descriptions; Acts as resident engineer on minor construction projects or assumes responsibility for a portion of a large construction project; inspects construction work to assure compliance with County, State and federal standards; prepares written progress reports for supervisors; investigates environmental systems; interprets results, prepares reports and makes recommendations; Assists in the design of bridges and other public works structures; Makes preliminary designs for retaining walls, traffic signal poles and other basic structures; Assists in performing inspections of bridges and other structures; Compiles records, collects samples and takes measurements relating to the operation of sewage treatment facilities; Assists in performance of monitoring and surveillance activities for industrial pretreatment, wastewater management and scavenger waste regulatory programs. FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS Good knowledge of the principles, techniques and practices of civil engineering and environmental control programs as well as federal, state and local pollution control regulations; good knowledge of civil engineering mathematics; good knowledge of the principles, techniques and practices of topographical or hydro-graphical surveying or land surveying; good knowledge of the principles and practices and the instruments used in engineering drafting; some knowledge of the investigation, design and construction of public works and sewage facilities; skill in the use of computer and engineering instruments and equipment; ability to make engineering and related mathematical computations; ability to take charge of the less difficult engineering or surveying projects in field or office and to obtain adherence to plans and specifications; ability to understand and follow complex oral and written instructions; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS OPEN COMPETITIVE Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree in Civil or Sanitary Engineering at time of appointment. 6 JUNIOR CIVIL ENGINEER 1011 DISTINGUISHING FEATURES OF THE CLASS Under general supervision, an employee in this class receives assignments which require the application of engineering skills and knowledge to civil engineering projects, including the design, construction, inspection and maintenance of public works projects and regulatory programs. Assignments are received with general instructions but incumbents are expected to use initiative and judgment in completing them. Supervision may be exercised over technical assistants in any phase of their assigned duties. Work is checked and reviewed throughout its progress and at its conclusion by a technical supervisor. Does related work as required. TYPICAL WORK ACTIVITIES Supervises two (2) or more field parties in topographical, land survey or hydrographical surveys; supervises work, takes notes and makes sketches; assumes responsibility for work results and progress of parties; supervises the operation of a survey party requiring complex and difficult survey techniques; Makes preliminary estimates of quantities and cost for engineering projects; prepares detailed and specific recommendations for professional engineering supervisors; Within County owned right of way, inspects work to determine compliance with regulations under which a permit was issued for pavement of sidewalks and driveways, and the installation or repair of water mains, sewers, gas mains, manholes or other work; Performs sub-professional engineering work in the preparation of plans and design of highways; makes preliminary layouts of proposed highway improvements; establishes grade lines to meet the requirements of drainage, topography and earth-work economy; prepares engineering estimates of quantities of materials required for proposed road improvements; uses personal or mainframe computer as a design tool; prepares cost estimates; Acts as resident engineer on construction projects; supervises the inspection of all phases of work for compliance with County specifications; prepares estimates and submits recommendations on amount of money due contractor each month; Directs the sampling of and performs tests on various construction materials using a variety of laboratory equipment; makes tests of various construction materials used in highway construction work; makes soils and related laboratory tests such as liquid and plastic limits, shrinkage, field and centrifugal moisture tests, density and volume determinations; prepares recommendations concerning the establishment of County standards for various materials and soils involved in construction work; Performs sub-professional engineering work in the preliminary design of bridges and other public works structures to meet specified design requirements; Supervises non-professional personnel in performing electrical potential surveys of concrete bridge decks; Performs and/or supervises aspects of monitoring and surveillance activities for Industrial Pretreatment, Wastewater Management and Scavenger Waste Regulatory programs; Performs sub-professional engineering work in the preparation of plans for sanitary sewer systems and other sanitary or municipal building construction projects; Reviews design drawings and specifications prepared by consultants; Reviews shop drawings for construction projects as submitted by contractors; Directs the sampling of construction materials, sanitary waste and effluent discharges; Reviews and analyzes sanitary treatment process systems. FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS Thorough knowledge of construction specifications and of their application to public works projects; thorough knowledge of the principles, practices and instruments used in engineering drafting; thorough knowledge of mathematics, including trigonometry, and its application to field surveying and engineering computation; knowledge of scientific computing languages, such as FORTRAN and BASIC; good knowledge of the principles and practices of civil engineering as well as federal, state and local pollution control laws; skill in the use of engineering instruments and equipment; ability to perform difficult technical computations, to make estimates and tests, and to compile engineering data and statistics; ability to make difficult and technical engineering drawings; ability to read and interpret construction plans and to gain compliance with specifications in a tactful and impartial manner; ability to supervise personnel in a manner conducive to full performance and high morale; ability to establish and maintain effective working

MINIMUM QUALIFICATIONS OPEN COMPETITIVE Graduation from a New York State or regionally accredited college or university with a Bachelor's Degree in Civil or Sanitary Engineering; and, EITHER: (a) A Master's Degree in Engineering Technology or Civil or Sanitary Engineering; or, (b) One (1) year of experience as a civil or sanitary engineer or civil or sanitary engineer trainee in a state or municipal department; or, (c) Two (2) years of experience as a civil engineer, sanitary engineer or civil or sanitary engineer trainee in a private organization.
