1 University of Washington Request for Qualifications Commissioning Authority Services for University of Washington Fluke Hall Renovation Project Project Number: Submittal Date: July 18, 2013 at 3:00 p.m. The University of Washington is soliciting Statements of Qualifications from professional engineers to provide Commissioning Authority services for the University of Washington Fluke Hall Renovation project. The project is being constructed pursuant to the General Contractor/Construction Manager (GC/CM) method set forth in RCW Sellen Construction Company has been chosen as the GC/CM for this project. Background: The UW Fluke Hall Renovation project will renovate the interior of Fluke Hall so that it will serve as a long-term core UW research facility, supporting academic research, industry partnership, and incubator commercialization use. The project will be implemented as a multi-phased and multi-tenant project. Currently, Level 1 of Fluke Hall houses the College of Engineering Micro Fabrication Facility. Features for upgrade and/or renovation to Level 1 include: Class 100 semiconductor cleanrooms for lithography, chemistry labs, Class 1000 metrology lab, Class 1000 cleanroom for thermal processing and etch labs, upgrades to the non-litho chemistry existing class 10,000 cleanroom and support spaces, and upgrades to the mechanical systems in cleanrooms to maintain Class ,000 rating. Currently, Level 2 of Fluke Hall includes lab and office space. Renovations and/or upgrades to Level 2 include new incubator research and development lab space, multitenant offices, wet labs, and lab support space. Level 3 was recently renovated to house the Center for Commercialization (C4C) New Venture Facility, and some of the building systems will pass through this level from the roof to the lower floors, requiring possible consideration for renovation. Fluke Hall requires major building infrastructure improvements (HVAC, Plumbing, and Electrical) to support the development of the lab spaces and other renovation work. Portions of this building will remain occupied requiring the Work of the project to be performed in multiple phases. The estimated MACC is in the range of $18 million to $20 million. 2 Page 2 of 7 The design team members include: Architect: HDR Architecture Electrical Engineer: Affiliated Engineers NW Mechanical Engineer: Affiliated Engineers NW Scope of Work: Commissioning is the systematic process of verifying and documenting that all building systems perform according to the design intent; to meet the Owner's operational needs, to maximize efficiency/stability, and to ensure that the Owner is provided with useful and clear training and documentation necessary to operate and maintain the building systems. Commissioning is the Quality Assurance (QA) portion of a QA/QC (Quality Assurance/Quality Control) program as it is applied to the construction process. The Contractor shall be responsible for providing Quality Control by verifying that the systems are installed per the contract documents/code requirements and by verifying the basic integrity and operation of the installed equipment/systems by performing the testing and startup requirements found within the project specifications (i.e. duct leakage testing, manufacturer s startup requirements, DDC point to point testing, electrical 3 rd -party testing, etc.). The Commissioning Authority shall be responsible for providing Quality Assurance by ensuring that the Contractor performs their required quality control activities and also by leading and witnessing the functional performance testing as demonstrated by the Contractor. The GC/CM shall provide the services of an MEP Manager to provide a central communications and logistics entity for the GC/CM s side of the commissioning process and to direct the Subcontractors participation in the commissioning process. In order to qualify for this work, firms must be staffed by individuals who have commissioned buildings of similar type and complexity, and must have professional engineers as part of their assigned staff. The exact scope of the commissioning work shall be developed through a collaborative effort with the Owner s design consultants, the GC/CM and their MEP manager, MEP Subcontractors, and the Commissioning Authority. The scope of services to be provided by the Commissioning Authority includes, but is not limited to the following: 1. Review the Owner s project requirements, and other relevant project documents. Work collaboratively with Owner, GC/CM and their MEP Manager, Mechanical Contractor/Construction Manager (MC/CM), Electrical Contractor/Construction Manager (EC/CM) and the design team to develop integrated commissioning requirements and a comprehensive commissioning plan for the project. Oversee and collaborate with the design team and MEP Manger to develop complete commissioning specifications and functional test procedures to be included in the bid documents.
3 Page 3 of 7 2. Conduct and document preconstruction coordination, installation, and site verification meetings. 3. Schedule, organize, and coordinate on-site commissioning meetings with Owner, Design Team, GC/CM, and Subcontractors to implement the commissioning plan and discuss unresolved issues. 4. Conduct site observations to evaluate compliance with contractual obligations. 5. Verify start-up of mechanical, electrical and life safety systems and collect and review start-up documents provided by contractors. 6. Perform installation verifications to confirm that equipment and systems designated for commissioning are completely installed and ready for functional testing. Schedule, coordinate, and witness the completion of appropriate functional performance testing as detailed in the commissioning plan. 7. Verify contractor compliance with all specified training requirements related to those systems scheduled for commissioning. 8. Prepare the final commissioning report and make recommendations for acceptance. 9. Work cooperatively in collaboration with the Owner, Design Team, GC/CM and their Subcontractors to develop the specifications for required O&M submittal data, and demonstration and training requirements to be included in contract bid packages. 10. Support the Owner, Design Team, GC/CM and their Subcontractors to facilitate implementation of Construction Operations Building Information Exchange (COBie), to transfer of relevant data from the Building Information Model (BIM) and O&M submittals, into the Owner s facility maintenance software database (AssetWorks/AiM). The Commissioning Authority shall submit inspection reports and test results to the GC/CM, Architect/Engineer and Owner. The project is currently in the Schematic Design phase, which should be complete by July of 2013, with Substantial Completion for the project scheduled for June Evaluation Criteria: The SOQ must include and will be evaluated based on the following. Each firm s SOQ must include an index and be organized by discrete sections corresponding to the criteria and in the same order as below: 1. Evidence of membership in the Building Commissioning Association (BCA) and Certified Commissioning Professional (CCP) certification. Maximum points will be awarded to firms that are members of the BCA and have proposed staff who are CCP certified.
4 Page 4 of 7 2. Brief history of the company including the firm s management structure and organization, number of employees, number of years in business, etc. 3. The commissioning authority expertise and capability of the firm including the scope of commissioning services generally performed and the types of projects the firm typically works on. Include, if applicable, your firm s experience in commissioning of fire alarm and life safety systems and systems unique to this building type (e.g. cleanroom certification, purified water systems, hazardous/toxic gas piping systems, fume exhaust systems, etc.). Describe you firm s experience in utilizing BIM and COBie to facilitate the commissioning process and the transfer of data and building information to the Owner s facility maintenance software database. 4. A description of the firm s experience over the last four years, including a list of projects worked on that are of similar size and scope, their location, the dollar amount of each project, the firm s contract amount, and the services provided by the firm. Maximum points will be awarded to experience shown in complex phased renovation projects, laboratories, micro fabrication clean rooms and other high technology project types. 5. Discussion of the firm s experience and approach in commissioning buildings delivered via the GC/CM delivery method, and what opportunities for commissioning are presented by use of the MC/CM and EC/CM process for this project. 6. Provide contact information for at least five professional references for previous clients including name and telephone numbers. Cited references should include project name, reference name, title, project role, and current contact telephone number. Refer to the References section below for information about how reference checks will be used in the evaluation process. 7. Identify key personnel to be used and availability for this project. Include a copy of their resume that should include their work history, appropriate certifications, and description of their commissioning authority responsibilities. 8. Location of the firm and proximity to the work site. 9. Acceptance of the University s standard contract. The University intends to utilize its standard Agreement for Professional Services for this work. Submittal Deadline: One unbound original, three bound copies and one CD/DVD containing a PDF copy of the Statement of Qualifications containing the above-listed information must be received at the University Facilities Building no later than the date and time indicated at the beginning of this RFQ. Submittals sent by mail or courier shall be sent to the address below (use box number for U.S. Postal Service (USPS) delivery only). Faxed or ed submittals will not be accepted. Consultants are responsible for ensuring receipt of the SOQ at the University Facilities Building by the deadline stated above, and should take into account internal UW delivery times once USPS delivers a submittal to the box number indicated, and other delays that may occur when using a delivery service. Submittals received after the deadline will not be considered. Selection Process: The SOQs will be reviewed by an evaluation committee and the most qualified firms will be notified by letter on or about August 8, 2013 and invited to an interview to be held on or about August 22, After the interviews, the points from the SOQ evaluation and the interview evaluation will be summed and the most highly qualified firm will be invited to submit a work plan and cost proposal and to enter into negotiations with the University. If the University and the most highly qualified firm cannot agree on terms that are fair and reasonable, the University may enter into negotiations with the second most qualified firm. Experience with and ideas about working within the GC/CM and EC+MC/CM delivery structure should be addressed. Weighting (Maximum Points) 2 Personnel: Relevance of experience and knowledge of the project Communication: Interpersonal communication between team members and with interview committee Presentation and Questions: Clarity of expression and thoroughness in firm s presentation, and in providing insightful answers to questions asked by the interview committee. Quality of questions asked by the firm
7 Page 7 of 7 Total Points: 50 References: The University reserves the right to conduct reference checks for the highest scoring firm(s) either after qualifications have been evaluated, and/or after interviews have been held. In the event that information obtained from the reference checks reveals concerns about the firm s past performance or their ability to successfully perform the contract to be executed based on this RFQ, the University may, at its sole discretion, determine that the firm is not the most (highly) qualified firm and may select the next highest-scoring firm whose reference checks validate the ability of the firm to successfully perform the contract to be executed based on this RFQ. In conducting reference checks, the University may include itself as a reference if the firm has performed work for the University, even if the firm did not identify the University as a reference. MWBE: The University of Washington is committed to providing the maximum practicable opportunity for participation by minority business enterprises (MBEs) and women business enterprises (WBEs) in its contracts through direct contracts with the University, and sub-consulting or supplier participation. The University strongly encourages MBEs and WBEs certified by the State OMWBE to respond to this RFQ. Voluntary goals of 10% for MBEs and 6% for WBEs have been established for this project. However, no minimum level of MWBE participation will be required as a condition for entering into a contract. The University is also an affirmative action-equal opportunity employer.
