LABORATORY SCHEME OF TESTING AND INSPECTION FOR CERTIFICATION OF DUNNAGE PALLETS-WAREHOUSING ACCORDING TO IS 13714:1993 Doc: STI/13714/1 August A laboratory shall be maintained which shall be suitably equipped and staffed to carry out different tests in accordance with the methods given in the Indian Standard. 1.2 All test equipment/measuring instruments shall be periodically checked and calibrated and records of such checks/calibration shall be maintained 2. TEST RECORD 2.1 All records of analysis and tests shall be kept in suitable forms approved by the Bureau of Indian Standards if and wherever applicable 2.2 Copies of any records and any other connected papers that may be required by BIS shall be made available at any time on request. 3. QUALITY CONTROL 3.1 It is recommended that, as far as possible, Statistical QualityControl (SQC) methods may be used for controlling the quality of the product as envisaged in this scheme [See IS 397 (Part 1) to 397 (Part 3)]. 3.2 In addition, effort should be made to gradually introduce a Quality Management System in accordance with IS/ISO 9001 to the activities of the organization. 4. MARKING 4.1 The Standard Mark(s) as given in Column (1) of the first Schedule of the licence shall be indelibly marked on each dunnage pallet; provided always that the dunnage pallet to which this mark is thus applied conforms to every requirement of the specification. 4.2 Following information shall be legibly and indelibly marked on each Pallet. (a) Manufacturer s name or initials or recognized trade mark (b) Month and year of manufacture; (c) Any other information as specified by the purchaser 5 RAW MATERIALS Raw materials as specified in clause 5.1 ( including sub-clauses) and 5.2 ( including subclauses) of IS shall be used and the conformity assessment shall be carried out in accordance with the levels of controls as given under table LEVELS OF CONTROL 6.1 For the purpose of this scheme Dunnage Pallets produced in a day using the same species of timber seasoned together at a time shall constitute a control unit. 6.2 The tests, as indicated in Table 1 and at the levels of controls specified therein, shall be carried out on the whole production of the dunnage pallets which is covered by this scheme and appropriate records and charts maintained in accordance with Sl no 2

3 above. All the production which conforms to the Standard and covered by the licence shall be marked with Certification Mark of the Bureau. 6.3 MOISTURE CONTENT - A sample from every control unit shall be tested for its conformance to the requirement of moisture content as laid down in clause of the specification. In the event of the failure of this sample, the Pallet in the entire control unit shall be suitably reconditioned. Such reconditioned material when tested again shall conform to the requirement of the specification for moisture content. 6.4 VISUAL DEFECTS AND FINISH - All finished Dunnage Pallets, passed as in 6.2 shall be examined for visual defects and surface finish as per clause 7.0,8.0 and read with of the specification 6.5 In respect of all other clauses of the specification and at all stages of manufacture of the dunnage pallets, the factory will maintain appropriate controls and checks to ensure that the product conforms to the requirements of the specification. 7. REJECTIONS A separate record shall be maintained for product found not conforming to the specification and its method of disposal. Such material, shall in no case be stored together with those conforming to the specification. 8. SAMPLES The licensee shall supply, free of charge, the sample or samples required in accordance with the Bureau of Indian Standards (Certification) Regulation from his factory or godown. BIS shall pay for the samples taken by it from the open market. 9. REPLACEMENT 9.1 Whenever a complaint is received soon after the goods with Standard marks have been purchased and used, and if there is adequate evidence that the goods have not been misused, defective goods are replaced free of cost by the licensee in case the complaint is proved to be genuine and the warranty period (where applicable) has not expired. The final authority to judge the conformity of the product to the Indian Standard shall be with the Bureau. 9.2 In the event of any damages caused by the goods bearing the standard Marks, or claim being filed by the consumers against BIS Standard mark and not conforming to the relevant Indian Standard, entire liability arising out of such non conforming product shall be of licensee and BIS shall not in any way be responsible in such cases. 10. STOP MARKING 10.1 The marking of the product shall be stopped under intimation to BIS,if at any time, there is some difficulty in maintaining the conformity of the product to the specification or the testing equipment goes out of order. The marking may be resumed as soon as the defects are removed under intimation to BIS.

4 10.2 The marking of the product shall be stopped immediately if directed to do so by BIS for any reason. The marking may be resumed only after permission by BIS. The information regarding resumption of marking shall also be sent to BIS. 11. PRODUCTION DATA The licensee shall send to BIS as per the enclosed proforma to be authenticated by a Charted Accountant or authenticated vide an undertaking of the manufacturer, a statement of quantity produced, marked and exported by him and the trade value thereof, at the end of each operative year of the licence.
