1 Public Works Department Environmental Division Industrial Pretreatment Program Meridian City Hall, Suite E Broadway Avenue Meridian, Idaho Industrial Pretreatment Program Grease Abatement Requirements for Food Service Establishments (FSEs) Pretreatment staff conduct reviews of all FSE plan submittals to ensure that minimum pretreatment measures are included, assuring compliance with City Code requirements. Grease interceptors are required to be sized according to the latest Uniform Plumbing Code (adopted by the City of Meridian) at the time of plan check and approval. Refer to Chapter 10 of the UPC. City Minimum Standard for Size, Type and Installation of Grease Interceptors Each food service establishment is required to install an approved 1500-gallon, double chamber, in-ground grease interceptor. The grease interceptor should be located outside the building in a location accessible to a licensed grease pumper and hauling service provider. To decrease internal vault decomposition, application of a protective coating is recommended. Tee connections with open pipe tops are required for the primary and secondary chamber outlets to allow visual inspection of influent and effluent (discharged wastewater) by City of Meridian inspectors. The lower tee connection pipe must be installed12-14 inches from the tank bottom. Install the center baffle crossover tee pipe as recommended by the grease interceptor manufacturer. Chamber lids must prevent odors and have a built-in handle or notched side to insert a tool for easy lid removal. Temporary sealant type material is only allowed in lid holes to eliminate odors. Bolts to secure lids in place are not recommended. Each food service establishment for which a grease interceptor is required shall have an interceptor serving only that establishment, unless otherwise approved by the Wastewater Superintendent or designee. 2 Page 2 Requesting an Exemption to City Minimum Standard for Grease Abatement Equipment and Application Requirements To request an application for exemption to the city minimum standard of an approved 1500-gallon, double chamber, in-ground grease interceptor, please contact the Pretreatment Manager in the Environmental Division at Meridian City Hall 33 E. Broadway, Second Floor, Suite 204. You may also call (208) or smaneck@meridiancity.org. Completed application checklists should be submitted to the Pretreatment Manager. Applicants will be notified within ten (10) business days upon receipt of the application regarding approval status. Exemptions: A. Automatic Grease Interceptor Unit (AGI): An appropriately sized grease collection unit may be installed at the cleanup sink wastewater discharge drain in lieu of an in-ground interceptor. The business owner must establish comparable best management practices, (Ord , ). Passive grease traps are not allowed in new tenant improvement and new building construction. B. Multi-food Service Establishment Shared Interceptor: This approved exemption requires each property owner and/or property management company for which a grease interceptor is required to enter into a permit with the City of Meridian establishing comparable best management practices. (Ord , ) C. Grease Abatement Exclusion Letter (GAEL): When approved, this exemption allows the food service establishment to operate without grease abatement equipment. The business owner must enter into a written agreement with the City of Meridian establishing comparable best management practices. (Ord , ). The GAEL is contingent upon maintaining a consistent level of compliance by utilizing best management practices and zero grease discharge. The facility is subject to unannounced inspections including sewer collection system video surveillance. When a city inspector observes grease, an immediate abatement will be required at the owner s expense. A passive grease trap is not allowed to be installed.

4 Page 4 Oil and Flammable Liquids Interceptor As required by the Uniform Plumbing Code : All repair garages and gasoline stations with grease racks or grease pits, and all factories that have oily, flammable, or both types of waste as a result of manufacturing, storage, maintenance, repair, or testing processes, shall be provided with an oil or flammable liquid interceptor that shall be connected to all necessary floor drains. 5 Page 5 Discharge Requirements for Elevator Pit Drain and Sump Pump On December 7, 2010 the State of Idaho, Division of Building Safety issued a policy statement that the sump pump (or drain) required in elevator pits by ASME A17.1 Section will now be considered optional rather than mandatory. In the case of hydraulic elevators, if a sump pump is installed, the City of Meridian requires the drain and pump combination be connected to an oil/water separator prior to discharge to the city s sanitary sewer system. It is recommended a professional engineering analysis of the elevator s liquid hydraulic and fire suppression evacuation requirements be conducted, in order to specify an adequately-sized sump pump and interceptor system to retain and prevent oils from entertaining the sanitary sewer system.
