10 Contracting Method GC-CM = General Contractor / Construction Manager Hoffman Selected as GC-CM by Oak Harbor Started preconstruction in late 2014 Hoffman is Self-Performing a portion of the concrete construction work (Heavy Civil Option) More than 50% of the work will be competitively bid Specific and detailed work packages, arranged by trade Work is awarded to lowest responsible bidder

12 Bidding Requirements Licenses Bidders and all lower tier firms must be licensed by WA State Department of Labor and Industries Bidder Disqualification Check Bidder shall not have been disqualified from bidding State of WA public works projects or on the Federal Excluded Parties List System

13 Bidding Requirements - Continued No requirement that bidding firms be signatory to any trade union Prevailing Wages The higher of following for each labor classification shall be contemplated in the bid and paid State of WA Prevailing Wages Effective April 2015 Davis Bacon Wages Effective Date of Subcontractor Bids Prevailing wages must be documented, certified and reported throughout the course of the project Note wage requirements for some work performed offsite
