1 100 THE CORPORATION OF THE TOWN OF COBOURG I - 1 COBOURG HERITAGE ADVISORY COMMITTEE MEMORANDUM TO: Cobourg Heritage Advisory Committee FROM: Alison Torrie Lapaire, Planner I Heritage SUBJECT: Application for Heritage Permit: 295 King Street West (Private Residence) DATE: April 25, 2014 FILE NO: HP 16/14 ORIGIN An application for a Heritage Permit was received from Ann Irwin to undertake the following changes to the property located at 295 King Street West: 1. Construction of a new detached garage with the following design details: a. Kaycan vinyl cladding in "Sandalwood"; b. Steel garage door, 16' x 8' with a row of windows and a woodgrain panel finish; c. One white vinyl window above the garage door on the north elevation; d. A white steel man door with a 9-pane window on the west elevation; e. One white vinyl window on the west elevation; f. "Dual-Black" asphalt shingle roof with an overhang above the garage door. 2. Replacement of existing green asphalt shingles with "Dual-Black" asphalt shingles on the house, and the installation of new white aluminum eaves trough, soffit and fascia. ANALYSIS The subject building designated in 1989 under Part IV of the Ontario Heritage Act by By-law # The application was submitted on April 15, In accordance with the Ontario Heritage Act, the 90-day deadline for Council to deal with the application is July 14, Architectural Description This Ontario cottage style house was built in 1848 by Alexander Sutherland and is the only house in Cobourg constructed of cut stone. The front door is centrally positioned on the north façade of the house, is surrounded by flat trim, and is flanked by sidelites. One large two-overtwo double hung rectangular window is located on either side of the front door. Above the windows and door are flat radiating stone arches. The hip roof has boxed eaves which overhang by about two feet, and there are nine pairs of plain brackets under the eaves. Above the front door is a wide gable roof dormer with three windows. At the rear of the house is a large one and a half storey addition. 1

2 Above: The subject property located at 295 King Street East. Location The subject property is located on the south side of King Street West, between Forth and Ontario Streets. The properties shaded in pink are "listed" properties which are included in the municipal heritage register but which have not been formally designated. The properties shaded in orange are located in the nearby West Heritage Conservation District. 2

A plot plan indicating the location was submitted with the Heritage Permit application and is attached to this report. Scope of Work The proposed scope of work is twofold. The applicant wishes to construct a detached garage at the rear of the property, and would also like to replace the asphalt shingles and replace the eaves, soffit and fascia on the roof of the house. New Detached Garage The proposed garage is approximately 20' x 30', and will be located to the rear of the house on the east side of the property. As it is located at the end of the existing paved driveway, it will be visible from King Street West. The garage will be clad in 5-inch Kaycan horizontal vinyl siding in "Sandalwood". The steel garage door will be approximately 16' x 8' with a row of windows and a woodgrain panel finish. The west elevation will feature a white steel man door with a 9-pane window and one white vinyl window. Another white vinyl window will be located on the north elevation above the garage door. The pitched roof will have an overhang above the garage door and will be covered in "Dual Black" asphalt shingles. Roof, Eaves, Soffit and Fascia (House) The applicant proposes to replace the existing green asphalt shingles that currently cover the roof of the house with new "Dual Black" asphalt shingles to match the roof of the new detached garage. Additionally, the aluminum trough, soffit and fascia will be replaced by new white aluminum elements. 3

4 Parks Canada's Standards and Guidelines for the Conservation of Historic Places Standard 1 Conserve the heritage value of an historic place. Do not remove, replace or substantially alter its intact or repairable character- defining elements. Do not move a part of an historic place if its current location is a character-defining element. The hip roof, boxed eaves, two-foot overhang and brackets under the eaves are character-defining elements of the subject property. The green asphalt shingles on the house are not a character-defining element. The proposed scope of work will not negatively impact or alter any of the character-defining elements of the house. 4.3 Guidelines for Buildings Exterior Form 13. Recommended: Selecting the location for a new addition that ensures that the heritage value of the place is maintained. Not Recommended: Constructing a new addition that obscures, damages or destroys character-defining features of the historic building, such as relocating the main entrance. 14.Recommended: Designing a new addition in a manner that draws a clear distinction between what is historic and what is new. Not Recommended: Duplicating the exact form, material, style and detailing of the original building in a way that makes the distinction between old and new unclear. 15.Recommended: Designing an addition that is compatible in terms of materials and massing with the exterior form of the historic building and its setting. Not Recommended: Designing a new addition that has a negative impact on the heritage value of the historic building. The new detached garage is proposed to be set back behind the house. As such, there is no negative impact on the heritage house at 295 King Street West. The materials and colours that have been chosen are complimentary to the existing house. The vinyl siding will be in "Sandalwood" which matches the cut stone of the house. Additionally, the roof of the garage is proposed to be covered in "Dual Black" asphalt shingles, which is the same roofing material proposed for the existing house Roofs 1. Recommended: Understanding the roof and how it contributes to the heritage value of the historic building. 15.Recommended: Improving the detailing of roof elements, following recognized 4

5 conservation methods, to correct faulty details. For example, adjusting the slope of a cornice to prevent ponding, or introducing a new drip edge at the eave to better direct water runoff away from a masonry wall. Such improvements should be physically and visually compatible. Several of the elements of the existing roof on the house are listed among the characterdefining elements identified in the Statement of the Reasons for Designation by By-law These include the hip roof with boxed eaves, the sets of brackets under the eaves, and the twofoot overhang of the eaves. The replacement of the eavestrough, soffit and fascia will conserve these character-defining elements by ensuring proper water drainage, maintaining the integrity of the roof over time Exterior Walls 20. Recommended: Designing a new addition in a manner that preserves the characterdefining exterior walls of the historic building. Not Recommended: Constructing an addition that requires the removal of characterdefining exterior walls Windows, Doors and Storefronts 20.Recommended: Designing and installing new windows, doors or storefronts required by a new use on non-character-defining elevations in a manner that is compatible with the building's style, era and character. Not Recommended: Installing new windows, doors or storefronts that are incompatible with the building's style, era and character, or that obscure, damage or destroy character-defining elements. The new garage is not attached to the existing house and thus will have no negative effect on the exterior cut stone walls of the house that have significant heritage value. The cladding, windows, garage door and man door proposed for the new garage will be consistent with the style of the heritage character of the house. Town of Cobourg's Heritage District Guidelines Garages Design Guideline: New garages which are added to existing houses are to be designed as separate buildings and to be located to minimize the impact on the street façade of the residence. An The proposed garage is detached and is set back behind the house. While it will be visible from King St. W., it will have no impact on the street façade of the house. In my opinion, the proposed garage is consistent with the Town of Cobourg's Design Guideline for garages on 5

6 heritage properties Roofing Materials Design Guideline: The original roof materials shall be restored wherever possible. New asphalt shingles are to be carefully selected from solid colour shades. L.A.C.A.C. may assist in developing a roof colour scheme compatible with the overall building colour scheme. (emphasis in original). The existing roof is covered in green asphalt shingles and is not original to the cut stone house that was constructed in The proposed new asphalt shingles will be "Dual Black". This colour scheme of roof materials includes some shingles that are a lighter shade of black than others. Overall, the roof appears consistently black, though the difference in shades provides some texture to the roof's appearance. "Dual Black" shingles appear on other heritage buildings in Cobourg, and it is my opinion that this is a reasonable and appropriate selection for the subject property at 295 King Street West. RECOMMENDATION 1. That Heritage Permit Application HP 16/14 as submitted by Ann Irwin be approved to permit the following for the property located at 295 King Street West, subject to the finalization of details by staff: a. Construction of a new detached garage approximately 20' x 30' to the rear of the house on the east side of the property, with the following design details: i. Kaycan vinyl cladding in "Sandalwood"; ii. Steel garage door, 16' x 8' with a row of windows and a woodgrain panel finish; iii. One white vinyl window above the garage door on the north elevation; iv. A white steel man door with a 9-pane window on the west elevation; v. One white vinyl window on the west elevation; vi. "Dual-Black" asphalt shingle roof with an overhang above the garage door. b. Replacement of existing green asphalt shingles with "Dual-Black" asphalt shingles on the house, and the installation of new white aluminum eaves trough, soffit and fascia.
