2 To Our Customers, Sanitary Sewer Collection and Treatment Department of Underground Utilities City of Hamilton, Ohio 345 High Street, Suite 450 Hamilton, Ohio Telephone FAX The City of Hamilton Sanitary Sewer Collection and Treatment operations have a proud tradition of providing reliable service at competitive rates since the late 1950s. Hamilton s Sanitary Sewer Collection and Treatment operations are part of the Department of Underground Utilities and consist of two divisions: the Sanitary Sewer Collection System and the Water Reclamation Facility (WRF). Sanitary Sewer Collection System staff is responsible for operating and maintaining Sanitary Sewer Collection System infrastructure that collects and conveys wastewater from customer premises to the WRF. WRF staff is responsible for providing treatment for this wastewater in compliance with environmental rules and regulations and with the WRF National Pollutant Discharge Elimination System (NPDES) Permit. Located on the east bank of the Great Miami River, the City s first wastewater treatment plant was placed in service in The plant was expanded in 1978, 2002 and Today the WRF provides primary and secondary treatment, removing approximately 99% of solid and organic pollutants from the wastewater stream, or approximately 80 tons of solids daily. The WRF has a biological treatment capacity of 48 million gallons per day (MGD), and a hydraulic capacity of 62 MGD. City Council establishes the framework under which the Sanitary Sewer Collection and Treatment operations conduct business in the City s Code of Ordinances. Chapter 927 Public Utilities primarily addresses billing and revenue collection policies and procedures. Chapter 931 Sewer Regulations includes terms and conditions for service. General Rules and Regulations Chapter of the Code of Ordinances requires the Director of Underground Utilities to develop appropriate rules and regulations regarding Sanitary Sewer Collection and Treatment management, operations and provision for services. These General Rules and Regulations were developed to establish uniform policies and procedures for provision of safe, reliable sanitary sewer service. The Rules and Regulations are designed to address the most common Utility applications and situations that customers may encounter. 5 City of Hamilton, Ohio Sanitary Sewer Collection and Treatment 1. General These General Rules and Regulations address the provision of sanitary sewer collection and treatment service by the City of Hamilton, hereinafter referred to as the Utility, to its consumers. As hereinafter used, Consumer shall be any individual, firm, corporation, association, political subdivision, or other entity receiving sanitary sewer collection and treatment service from the Utility. The purpose of these General Rules and Regulations is to set forth rules and regulations for the provision of sanitary sewer collection and treatment service and to provide guidance for common Utility applications and situations encountered by Consumers. These General Rules and Regulations are supplemented by the Utility s Wastewater Rate Schedules for the purposes of determining charges for these services. It shall be the responsibility of the Director of Underground Utilities (the Director ) to implement and administer these General Rules and Regulations. The Director may supplement these General Rules and Regulations with such other administrative rules, policies, and/or specifications as needed to effectively implement and administer these General Rules and Regulations and applicable Rate Schedules and to comply with the intent of same. 2. Application for Service All applications for service shall be made at the City Customer Service Department (345 High Street, First Floor), accompanied by all applicable fees and/or deposits as specified herein. If accepted by the Utility, the service application shall constitute a binding contract between the Consumer and Utility in conformance with these General Rules and Regulations, the Codified Ordinances of the City of Hamilton, and the applicable wastewater rate schedule(s). See Service Application, Billing, Credit and Collections Policy for additional information. For new commercial and residential construction, all applicable permits must be completed and submitted to the Construction Services Department (345 High Street, Third Floor) 3. Installation, Maintenance and Repair/Replacement of Sanitary Sewer Laterals Any property owner served by a sanitary sewer lateral shall be responsible installation, maintenance and repair/replacement of the same as follows: Page 5 of 13

6 (a) Property owners shall be responsible for installing a sanitary sewer lateral from their premises to the public sanitary sewer located in a public right-of-way or easement. Property owners are thereafter responsible to operate and maintain their sanitary sewer lateral from their premises to the public sanitary sewer. This includes, but is not limited to inspection, cleaning, removing obstructions, and root treatment and removal. (b) In cases where structural problems occur in that portion of the customer sewer lateral that lies in the public right-of-way or easement, the City will, at its sole discretion, repair or replace that portion of the customer sanitary sewer lateral that lies in the public right-of-way or easement. (c) If the City determines that repair or replacement of a customer sanitary sewer lateral in the right-of-way or easement is required due to damage caused by the property owner or the property owner s representative, the property owner shall be responsible for all costs associated with such repair or replacement. (d) The City may, under circumstances as contained in these General Rules and Regulations, participate in the cost of installing a check valve or backflow device on the customer s sanitary sewer lateral to help avoid sanitary sewer backups into Customer basements. The terms and conditions of this Sanitary Sewer Lateral Check Valve Installation Program are contained in the following section. 4. Sanitary Sewer Lateral Check Valve Installation Program The City of Hamilton Sanitary Sewer Lateral Check Valve Installation Program is designed to help prevent sanitary sewer backups into basements due to surcharging of the City sanitary sewer collection system. Note: A plumbing permit is required; however, the permit fee will be waived for sanitary check valves. Plumbing permits are issued by City of Hamilton Construction Services, 345 High Street, 3 rd Floor, Hamilton, Ohio construction.services@hamilton-oh.gov, phone , fax , hours Monday-Friday 8:30 am - 4:30 pm. Plumbing inspections are required by Construction Services during the check valve installation process. 5. Sewer Lateral Check Valve Installation Program Process Step 1: Property Owner receives Program application. Step 2: Property Owner completes Program application and submits it to the City. Step 3: City staff visits Property Owner s premises, inspects plumbing and associated items, makes determination of Property Owner s eligibility for Sanitary Sewer Lateral Check Valve Installation Program. 7 Step 4: Property Owner s that qualify for the Sanitary Sewer Lateral Check Valve Installation Program will receive (2) copies of the Sewer Lateral Check Valve Installation Program Participation Agreement and Release. Customers must sign and return both copies to the City to receive payment authorization for the check valve installation. The City will counter sign and return (1) copy of the Agreement to the Property Owner along with a scope of services outlining next steps. Step 5: Using the scope of services provided by the City, Property Owner solicits a quote from the City s list of registered plumbing contractors and provides a copy of said quote to the City. Step 6: City reviews the quote to ensure it conforms to the scope of services. If so, the City provides the Property Owner with notice to install a sanitary sewer lateral check valve in accordance with the scope of services. Step 7: Property Owner and plumber arrange for installation of sanitary sewer check valve. Property Owner provides written authorization to plumbing contractor to proceed with installation of home sewer lateral check valve in accordance with the scope of services. Step 8: Plumbing Contractor completes and submits plumbing permit application to Construction Services. Step 9: If plumbing permit is approved by Construction Services, Plumbing Contractor installs sanitary sewer lateral check valve at Property Owner s premises in accordance with scope of services and manufacturer s recommendations. Step 10: City Plumbing Inspector inspects sanitary sewer lateral check valve installation and determines proper installation. Step 11: City staff confirms with Property Owner that sanitary sewer lateral check valve installation work was satisfactorily completed. Step 12: City issues payment of up to $2,500 to plumber for installation of sanitary sewer lateral check valve at Property Owner s premises. Sewer Lateral Check Valve Installation Scope of Services QUOTE SUBMISSION: Having carefully reviewed the Project Scope of Services For Check Valve Installation, Section 1.03, having inspected the Property Owner s site and conditions that may affect the project, and having confirmed the location of site utilities and all existing structures, the Contractor shall propose to furnish all materials and to perform all labor for Sewer Lateral Check Valve Installation in accordance with unit prices as specified in Section 1.04, and as specified and Page 7 of 13

8 described herein. Contractor shall submit quote to the Property Owner with a copy to the City of Hamilton. The quote shall state that the work shall be performed in accordance with the City of Hamilton Sewer Lateral Check Valve Installation Scope, dated December 16, DELIVERY OF COPY OF QUOTE AND INVOICE: QUOTE and INVOICE SHALL BE DELIVERED TO Property Owner(s) with a SIGNED COPY delivered to: City of Hamilton, Ohio 345 High Street, Suite 450 Hamilton, Ohio, Attention: Michael Gurr, City of Hamilton Field Services Superintendent Also, an electronic copy of the quote and invoice shall be ed prior to mailing to: michael.gurr@hamilton-oh.gov and craig.koger@hamilton-oh.gov 1.03 PROJECT SCOPE OF SERVICES FOR CHECK VALVE INSTALLATION: To qualify for the Sewer Lateral Check Valve Program, the Property Owner must execute an Agreement and Release for the Sewer Lateral Check Valve Installation Program. A copy of this Participation Agreement and Release is attached to and made a part of this installation Scope of Services. Once this Agreement is executed by the Property Owner and City of Hamilton, the Contractor is authorized to provide Sewer Lateral Check Valve installation service to the Property Owner. It is the Contractor s responsibility to ensure that this Agreement is in place and that a City of Hamilton plumbing permit for said work has been issued prior to commencing any work. The Property Owner(s) must approve the quote and the City of Hamilton must receive a copy of the Property Owner-approved quote, before the Contractor is authorized to perform the Scope of Services under this Program (reference Section 1.02). Once authorized, the Contractor (plumber) shall coordinate scheduling the installation work directly with the Property Owner and shall perform the work based on the following project Scope of Services: a) A plumbing permit is required; however, the permit fee will be waived. Plumbing permits are issued by City of Hamilton Construction Services, 345 High Street, 3 rd Floor, Hamilton, Ohio construction.services@hamilton-oh.gov, phone , fax , hours Monday-Friday 8:30 am - 4:30 pm. Plumbing inspections are required by Construction Services during the check valve installation process. b) The Contractor is required to make a site inspection, both indoors and outdoors, to identify improper clean water connections to the City sanitary sewer collection system. The Contractor is then required to Closed Circuit Televise (CCTV) the entire length of the sanitary sewer lateral and internal underground plumbing from floor drains and cleanouts to the lateral, identifying all connections, to determine the condition of the sanitary lateral, and to identify any blockages. Matt Zettler, City Sanitary Sewer Division is to be notified immediately via cell phone at if any issues are found with the sanitary plumbing to include blockages, structural issues, or improper clean water connections. The Contractor shall provide the City with a copy of the CCTV video labeled with Property Owner s name and service address on Compact Page 8 of 13

9 Disc, USB Flash drive, or other pre-approved format. NOTE: If clean water connection(s) are found ALL WORK SHALL STOP IMMEDIATELY until the City has been notified as described above and the situation is reviewed with the plumber and owner. Clean water connections resolution may change the check valve installation requirements and approvals. c) Based upon the results of the CCTV and other property inspection considerations, the Contractor shall install a check valve in a location that will prevent sanitary sewer system backup issues into the structure. Installation shall include any provisions necessary to allow future maintenance and inspection of the check valve, plumbing and lateral. Any concrete floor restoration work resulting from the check valve and any floor drain installations shall be made with smooth and square saw-cut edges to result in a professional final concrete floor repair appearance. A plumbing inspection by Construction Services is required upon Contractor s completion of the work and prior to restoring any areas disturbed during the installation process PROJECT SCOPE OF SERVICES FOR CHECK VALVE INSTALLATION (continued): d) Contractor shall supply and install a check valve (backwater valve) that complies with all applicable sections of the International Plumbing Code Section 715 Backwater Valves : Sewage backflow. If required by the "Ohio Environmental Protection Agency" or local sewer purveyor, a backwater valve shall be installed only for plumbing fixtures where the flood level rims of the lowest plumbing fixtures are below the elevation of the manhole cover of the next upstream manhole in the public sewer. Such fixtures shall be protected by a backwater valve installed in the building drain, branch of the building drain or horizontal branch serving such fixtures. Plumbing fixtures having flood level rims above the elevation of the manhole cover of the next upstream manhole in the public sewer shall not discharge through a backwater valve Material. All bearing parts of backwater valves shall be of corrosionresistant material. Backwater valves shall comply with ASME A , CSA B or CSA B Seal. Backwater valves shall be so constructed as to provide a mechanical seal against backflow Diameter. Backwater valves, when fully opened, shall have a capacity not less than that of the pipes in which they are installed Location. Backwater valves shall be installed so that access is provided to the working parts for service and repair. e) The Contractor shall provide training to the Property Owner in the proper operation and maintenance of the installed check valve. f) The Contractor will invoice the Property Owner for work performed based on the Scope of Services and approved quote. The invoice shall include the name of the Property Owner and the service address of the work performed. A COPY of the invoice shall be provided to City of Hamilton (reference Section 1.02). Any required work outside of the Scope of Services, Section 1.03 is strictly between the Contractor and the Property Owner(s). Unauthorized work and work outside the Scope of Services will not be Page 9 of 13

10 eligible for Program rebates. Any work outside the Scope of Services, Section 1.03 WILL REQUIRE A SEPARATE PLUMBING PERMIT. g) Upon final inspection and approval by Construction Services, the City shall issue payment on the Property Owner s behalf to the Contractor with a rebate check payable to both the Contractor and the Property Owner for the cost of the work up to a maximum of $2, UNIT PRICES THAT CONTRACTOR SHALL INCLUDE IN QUOTE TO PROPERTY OWNER: 1. Site Visit and Evaluation Cost 2. CCTV Of Plumbing to include: Lateral and Floor Drain(s) to Lateral Cost 3. Installation of New Floor Drains (as Needed) Cost 4. Cost of all Materials 5. Installation Cost of Check Valve 6. Concrete Floor Restoration Cost NOTE: Contractor shall deliver quote to Property Owner with a COPY to City of Hamilton per Section Disconnection of Storm Water and Drainage Facilities from Sanitary Sewer Laterals. (a) The owner of any parcel of real estate or building within corporate limits which is connected with the municipal sanitary sewer system and which discharges sewage in violation of Sections (o) and (p) shall disconnect the sources of storm water and all other improper or illegal drainage from the sanitary sewer connection lateral or main and reconnect such sources to discharge into a sewer lateral or main specifically designated and approved by the City Manager or his designee as a storm sewer or a natural outlet. (b) The City may participate financially with the owner in the payment of costs of performance of such work to disconnect and reconnect the improper or illegal discharge source, provided that the owner has made arrangements for such work with and received written approval in advance from the City Manager or his designee. The amount of participation by the City shall be limited as follows: 1. Downspout Disconnect to Yard Disconnect downspout pipe from buried pipe. Cap buried pipe a minimum of five (5) inches below grade (cap shall be water tight). Install new downspout pipe with a splash block to daylight five (5) feet from house foundation. Assuming two downspouts per house. Not to exceed $ Downspout Disconnect to Street Disconnect downspout pipe from buried pipe entering existing sanitary lateral. Cap buried pipe (cap shall be water tight). Install four (4) inch pipe, eight to twelve (8-12) inches deep, maintain grade, and daylight at curb. Assume two downspouts per house, one-hundred (100) feet of pipe, replacing a five (5) by five (5) feet sidewalk block and five (5) linear feet of curb. Page 10 of 13

11 Not to exceed $3, Downspout Disconnect to Storm Sewer Disconnect downspout pipe from buried pipe entering existing sanitary lateral. Cap buried pipe (cap shall be water tight). Install four (4) inch pipe, eight to twelve (8-12) inches deep, maintain grade, and tie into existing storm sewer. Assume two downspouts per house, one-hundred (100) feet of pipe, replacing a five (5) feet by five (5) feet sidewalk block, replacing five (5) linear feet of curb, storm sewer is five (5) feet deep, and restoring a five (5) feet by ten (10) feet asphalt trench with four and one-half (4.5) inches of 301 and one and one-half (1.5) inches of 448 surface course. Also, assume existing storm sewer is twelve (12) inch concrete pipe or clay pipe and an Insert-a-Tee will be permitted. Not to exceed $7, Footing and Foundation Drain Disconnect A typical disconnection of footing and foundation drain that discharges to a sanitary sewer lateral. Installation will require a pump with proper discharge line: a. To drain groundwater to an outlet five (5) feet from the structure or house, per Scenario 1. Not to exceed_$4, b. To a storm sewer outlet or catch basin approximately one-hundred (100) feet from the house or structure, per Scenario 2. Not to exceed_$7, Note: The sump pump shall be equipped with a battery back-up power supply or will operate off domestic water service. 5. Separate Combined Groundwater/Sanitary Sump Crock Separate combination groundwater/sanitary sump crock in basement to consist of individual crocks and pumps for each. Dedicated groundwater sump crock shall have back-up battery or water-driven power supply, and electric service to sump pump, with sump pump discharge to: a. A drain line to allow groundwater to daylight to an outlet five (5) feet from the structure or house, per Scenario 1. The discharge point will allow water to flow to a natural drainage system. Not to exceed_$4, b. a storm sewer or catch basin outlet approximately one-hundred (100) feet from the house or structure, per Scenario 2. Not to exceed $7, Sump Pump Disconnect Disconnect sump pump connection from sanitary pipe, and cap the connection point (cap shall be water tight). Re-route sump pump to five (5) feet from house foundation. Assume twenty (20) feet of two (2) inch pipe. Not to exceed $ Check Valve Install Install check valve in basement on existing sanitary pipe. 12 Not to exceed_$2, Replace Defective Floor Drain Replace defective floor drain with trap, where bottom of trap is damaged, allowing accumulated water under slab or floor to drain to the sanitary sewer system. Assume five (5) feet of four (4) inch pipe. Not to exceed_$ Please include all labor, equipment, excavation, fittings, restoration and any other items needed to perform the repairs listed above. All current construction codes and City of Hamilton rules and regulations shall apply. All backfill in the City of Hamilton Right-of-Way shall be LSM Sanitary sewer lateral defects (Outside the City Right of way) No compensation from the City (Customer Responsibility) Note: Sanitary sewer lateral defects or obstructions within the City right-of-way will be the responsibility of the City to repair at no charge to the customer. 10. Sanitary sewer lateral obstructed (Outside the City Right of way) No compensation from the City (Customer Responsibility) Note: Sanitary sewer lateral defects or obstructions within the City right-of-way will be the responsibility of the City to repair at no charge to the customer. Note: For Sanitary Clean water connection removal scenarios noted above, A plumbing permit is required; however, the permit fee will be waived.
