3 WAWA WOOD HEAT REBATE PROGRAM RESIDENTIAL APPLICATION USER GUIDE PROGRAM OVERVIEW Wawa Economic Development is delivering the Wawa Wood Heat Rebate Program to encourage residents to switch from propane and fuel oil to wood heating systems or replace older, existing wood heat appliances with new ones. The Program runs from May 1, 2018, to December 31, 2019, and rebates are on a first come, first serve basis. One rebate per customer. The Program benefits include reducing local greenhouse gas emissions and air contaminants, reducing home heating costs and encouraging the growth of local business activity related to biomass and renewable energy. Homeowners in Wawa, Hawk Junction or Michipicoten First Nation are eligible to participate in the program. ELIGIBLE RESIDENTIAL WOOD HEAT APPLIANCES Heating System Type Cash Rebate System Components Eligible for Rebates Cordwood stoves and 50% of eligible costs Appliance fireplace inserts up to $1,250 Chimney Wood pellet stoves and fireplace inserts Cordwood furnaces used as forced-air indoor central heating systems Wood pellet furnaces used as forced-air indoor central heating systems Indoor Cordwood boilers with external thermal storage (water tanks) Indoor Wood pellet boilers with external thermal storage (water tanks) 50% of eligible costs up to $2,500 50% of eligible costs up to $3,000 50% of eligible costs up to $4,000 50% of eligible costs up to $9,000 50% of eligible costs up to $12,000 Appliance (including electric back-up) Chimney Appliance (including electric back-up) Ducting Appliance (including electric back-up) Ducting Fuel Storage Appliance (including electric back-up) Trim (plumbing) Thermal storage Appliance (including electric back-up) Trim (plumbing) Thermal storage Fuel storage 1 P a g e
4 The following are eligible projects: a. Removal of an indoor non-certified cordwood and wood pellet stove, and replacement with an eligible cordwood or wood pellet stove. b. Removal of an indoor non-certified cordwood and wood pellet furnace or boiler and replacement with an eligible cordwood or wood pellet furnace or boiler. c. Removal of an outdoor cordwood or wood pellet boiler and replace with an eligible cordwood or wood pellet heating appliance. d. Upgrade a fireplace with an eligible fireplace insert. e. Removal of a fireplace and replacement with an eligible cordwood or wood pellet heating appliance. f. Removal of an oil or propane furnace or boiler (including duel fuel cordwood combination furnace or boiler) and replacement with an eligible modern cordwood or wood pellet heating furnace or boiler. g. Supplementation of an oil or propane furnace or boiler with an eligible modern cordwood or wood pellet heating appliance. (NOTE: Combination Furnaces using Wood and Electricity are eligible but not units using oil or propane with wood.) CERTIFICATION REQUIREMENTS To be eligible, appliances must be certified by a qualified independent thirdparty organization as meeting one of the relevant test methods below, and must meet the particulate matter emissions limits under the table below: Canadian Standards Association (CSA) B Performance testing of solid-fuel-burning heating appliances, reaffirmed in 2015; or United States Environmental Protection Agency (US EPA) New Source Performance Standards (NSPS) for Residential Wood Heaters, New Residential Hydronic Heaters and Forced-Air Furnaces submitted May 15, 2015 (40 CFR 60); or European Standard EN Heating boilers Part 5: Heating boilers for solid fuels, manually and automatically stoked, nominal heat output of up to 500 kw, published in June 2012 by the European Committee for Standardization. 2 P a g e
5 INSTALLATION REQUIREMENTS To be eligible, installations of appliances and other system components must demonstrate compliance with the following requirements to be eligible for the rebate program: All installations must be undertaken in compliance with the Ontario Building Code and applicants must obtain a Wawa Building Permit, including residents of Hawk Junction and Michipicoten First Nation. New eligible stoves and fireplace inserts, including chimney connections, must be inspected and approved by a WETT trained and certified technician. Eligible forced-air furnaces must be installed by a qualified HVAC contractor in accordance with CSA B Solid-fuel-fired central heating appliances. Eligible indoor boilers (hydronic heater) must be installed by a qualified HVAC hydronic heating contractor in accordance with CSA B Installation code for hydronic heating systems. DISPOSAL REQUIREMENTS Old wood heat appliances must be properly disposed of at the Wawa Municipal Landfill. A signature of the Landfill Attendant will be required on an approved Certificate of Disposal form provided by the EDC Wawa. PRE-INSPECTION CONSULTATION A Pre-Inspection Consultation is an optional service that is being offered through the program. A Certified WETT Inspector from Wawa will visit your home to provide advice on how to install a wood heat system in your home that is sized correctly, where best to locate a wood heat system and how to ensure your system is installed according to manufacturer s and Ontario Building Code compliance. A Pre-Inspection Consultations will take between minutes and will cost $25.00 for Wawa residents and $35.00 for Hawk Junction and Michipicoten First Nation residents. All homeowners should check with an Insurance Carrier regarding coverage for a wood heat appliance prior to installation. 3 P a g e
6 WAWA WOOD HEAT REBATE PROGRAM STEPS: STEP 1: Complete a Phase 1 Application Form. Contact the Wawa EDC at 96 Broadway Avenue, or phone to receive a copy or download at (available May 1 st ). STEP 2: Apply for Mandatory Wawa Building Permit. Obtain a copy at the Municipality of Wawa, 40 Broadway Avenue, or download at Application.pdf Apply to the Wawa Municipal Building Inspector, Kevin Sabourin, and obtain approval for the installation. *HAWK JUNCTION RESIDENTS: No fee for the Wawa Building Permit. **WAWA RESIDENTS ONLY: Successful Applicants from Wawa meeting all program requirements will be reimbursed up to $50.00 on Wawa Building Permit Fees at the end of the program. STEP 3: Optional Book a Pre-Inspection Consultation. Contact the Wawa EDC to book a minute visit by a qualified WETT Inspector for a Wood Heat Pre-Consultation at Cost is $25 for Wawa Homeowners and $35 for Hawk Junction Homeowners. STEP 4: Purchase and Install Your New, Eligible Wood Heat System. Make sure that your replacement appliance meets all eligibility requirements. Save your receipt(s) to be submitted for your refund. If installing a Wood Heat Forced-Air Furnace or Boiler System, it must be installed by a Certified HVAC Contractor. STEP 4: Take Before and After Photos. Before you remove your old heating appliance, you must take a photo of the serial number and front of appliance. Once your new appliance has been installed, you must take photos of the serial number, CSA/EPA Certification and front of appliance. 4 P a g e
7 STEP 5: Dispose of Old Wood Heat Appliance. Obtain a signature from the Wawa Landfill Attendant on the program Disposal Form provided by the EDC when you dispose of your old system. **WAWA RESIDENTS ONLY: Wawa Landfill Tipping Fees are waived. STEP 6: Request Your Rebate - Complete Phase 2 Application. Complete the Phase 2 Application with all required documentation attached as follows: a. Copy of Approved Building Permit/ Wood Heat Replacement Certificate b. Copy of Sales Receipt for Certified System Components c. Signed copy of Wawa Landfill Disposal Form d. Copy of approved WETT Inspection e. Before and After Photos f. Completed and Signed Phase 2 Application Submit your Phase 2 Application with supporting documents to the Wawa Economic Development, 96 Broadway Ave., Wawa, and if all program requirements have been met, you will receive your rebate by cheque in the mail within five (5) business days.
