18 TAXIWAY EC PAVEMENT REHABILITATION JUNE AUGUST, 2016 Description: Remove and replace deteriorated concrete slabs in Taxiway EC, approx SY. Replace airfield lighting components that were removed with the pavement. Project will also include asphalt shoulder repairs (700 SY), the rehab of a short segment of Allium Drive (190 SY), and providing drainage to electrical manholes. 3
19 ANNUAL AIRFIELD PAVEMENT & JOINT REHABILITATION MAY OCTOBER, 2016 PHASE 7 PHASE 6 PHASE 8 PHASE 2 PHASE 9 PHASE 10 PHASE 3 PHASE 4 PHASE 1 Description: The Pavement Rehabilitation and the Joint rehabilitation are combined into one project. The Portland Cement Concrete Panels on Concourses A, B and C aprons and associated taxiways are exhibiting distresses. Panels will be removed and replaced, approximately 15,400 SY. The joints associated with these panels, will be rehabilitated by removing and replacing the joint seal material and repairing spalls, as well as crack sealing. The above mentioned work will be performed during day and night time operations. 4
20 VANDRIVER STREET AT TAXIWAY AA PAVEMENT RHABILITATION MAY JUNE, 2016 Description: Remove and replace deteriorated concrete pavement on the Vandriver VSR south of TW AA (2500 SY). An opportunity may exist to reduce the amount of curvature in the existing alignment. 5
21 ARFF STATION 3 PAVEMENT REHABILITATION Description: Remove and replace deteriorated concrete slabs in front of ARFF Station #3, approximately 185 SY. Coordination for phasing of work will be needed for two adjacent projects and the ARFF station operations. This work will be designed in House. 6
22 VANDRIVER STREET DARINAGE IMPROVEMENTS JUNE-JULY, Description: This project will provide drainage improvements to Vandriver Street. The existing drainage system is a combination of earthen open channels, catch basins and underground piping. During a significant rain event, these structures easily become overwhelmed with the amount of storm water runoff. An analysis of the drainage area will be performed and a new drainage system will be constructed that can adequately carry the existing storm water runoff.
23 AIRFIELD DRAINAGE IMPROVEMENTS ON GOING Description: This is an on-going project. For 2016, work will be performed on the RW 17L-35R complex, and we are identifying the drainage channels. Elsewhere, some drainage structures have deteriorated or are inadequate. Drainage channels have eroded allowing standing water. Rehabilitate or replace deteriorated structures and construct new drainage improvements along the channels in airfield areas. Repair erosion in existing drainage channels to eliminate standing water. The scope of work for each year will be determined from field evaluation and the Drainage Master Plan. 8
24 GATE APRON REHABILITATION & DRAINAGE IMPROVEMENTS MARCH OCTOBER, 2016 Description: 7B 8B 9B 10B 11B 12B 19B 20B 21B 22B 23B 24B 25B 18B 17B 16B 15B 14B 13B 1B 2B 3B 4B 5B 6B 6C 8C 5C 7C 3C 4C 1C 2C 2C Pavement around the gates at Concourses B & C have deteriorated and have heaving, ponding, and cracking issues. The pavement will be demolished and replaced utilizing a drainable base layer in the pavement to pull water away from the Concourses and out the outer VSR trench drain. While replacing the pavement, utility and hydrant fueling issues will be addressed. This is a 7 year program and 2016 will be the second season of construction. 9

59 TOPIC OVERVIEW The DEN Quality Assurance and Contractor Quality Control Programs prescribe the activities that will provide adequate assurance and documentation that all Work performed by the Contractor is in conformance with the Contract Documents, Drawings, Technical Specifications and Governing Authority Regulations. 2
60 QUALITY DEFINED Quality what is it? It can be both objective and subjective. The focus of DEN Quality Assurance is on the objective definition. Objective Quality well defined and communicated bottom up 5. Contract and General Contract Conditions (Yellow book) Title 17, Inspection and Defects 4. Technical Specifications Division 1, General Requirements A. Section DIA Quality Assurance B. Section Contractor Quality Control C. Section Contractor s Material Testing Agency 3. Approved Submittals and Manufacturer's Recommendations 2. Technical Specifications All Divisions, Quality Assurance Sections and Referenced Standards 1. CCD Building Codes, CDOT and FAA Requirements provide a firm foundation as a baseline of minimum objective criteria. 3
61 DEN QUALITY ASSURANCE The DEN Quality Assurance team consists of qualified and experienced QA Inspectors and QA Materials Testing Field and Laboratory Technicians. Our core group of Landside and Airside Infrastructure Chief Inspectors and Testing Technicians provide consistency and continuity year over year to our QA Program. The primary role of the DEN Quality Assurance team is to enforce the Contract Document quality requirements and the Contractor s compliance with its DEN approved Contractor s Quality Control Plan. Chapter 12 of the DEN Project Management Guidelines (PMG) establish our procedural process and approach to Quality Assurance and are available for review on the flydenver.com website.
62 DEN QUALITY ASSURANCE DIA Quality Assurance Personnel roles and lines of authority have been defined to align with current industry standards with a reporting structure independent of the production staff and with clear lines of authority for Quality Assurance. The description of QA Inspector s roles and responsibilities has expanded to acknowledge their key role in logistical coordination with Airside and Terminal Operations and monitoring compliance with DEN safety and security requirements. Quality Assurance Inspection and Testing activities identify, document and record deficient or non-conforming work. DEN will determine if an identified defect issue can be resolved as a Deficiency or Non-Conformance Report (NCR).
63 DEN CONTRACTOR S QUALITY CONTROL PROGRAM A DEN Contractor is solely responsible for Quality Control of its Work in accord with the Contract Documents. A Contractor s roles and responsibilities for Quality Control are defined throughout the Contract Document and particularly in Division 1 of the Specifications. Section ( on FAA Airside Projects) Contractor Quality Control. Key elements include: Developing and submitting a project specific Quality Control Plan for approval by DEN. Designating a Quality Control Manager and staff with independent QC authority and reporting structure. Developing an Inspection and testing Matrix based upon the requirements of each Technical Specification Section. 6
64 DEN CONTRACTOR S QUALITY CONTROL PROGRAM Section Material Testing Agency (MTA). Key elements include: Submittal of a proposed Testing Agency. A DEN Contractor s MTA must be AASHTO or CCRL accredited. Submitting Daily Reports of inspection and testing activities in compliance with CDOT, FAA or other testing type and frequency as required by the Technical Specifications. Submitting Weekly Reports summarizing by Specification section all work activities and results of quality control tests and inspections conducted during that period. Coordination of all Contractor inspection and testing activities with DEN Quality Assurance inspection and testing personnel. Section Standard Forms includes an array of standard QC forms to be used for reports by the Contractor and its MTA. 7
65 DEN QA & CONTRACTOR QC JOINT RESPONSIBILITIES Quality is each party s goal and each party has defined responsibilities that need to be coordinated and scheduled in a collaborative process focused on that goal for a project to be successful. DEN s expectation is that the Contractor s QC Program will be robust and proactively managed to prevent deficiencies in the work from occurring. To the extent deficiencies occur, it is both party s responsibility to identify and document them, then work collaboratively to get them resolved expeditiously in compliance with the Contract Documents to mitigate impact to the project. Ultimately, however, it is the Contractor s responsibility to propose a remedy for DEN approval. 8 Deficiencies identified by either party are to be recorded and tracked initially in a Deficiency Log.
66 DEFICIENCY and NCR RESOLUTION DEN will determine if an identified defect or non-conforming work issue can be resolved as a Deficiency or warrants a Non-Conformance Report (NCR). If a Deficiency issued by the Contractor s QC designate or by a DEN QA Inspector is believed to be minor and can be remedied by the Contractor in less than ten (10) calendar days, it will be entered and tracked in the Deficiency Log. If a deficiency is determined that it constitutes a violation of (i) a CCD Building Code or (ii) an FAA Regulation, or if (iii) the issue is more substantial and requires Designer of Record (DOR) involvement, DEN may issue a Non Conformance Report (NCR) to the Contractor. 9 An NCR can also be issued for a Deficiency that has not been acceptably corrected or in progress within 10 days.
