INTRODUCTION 1.1 Introduction of the project Project background - To implement the policy of industrialization and modernization of the country, the Government of Vietnam has applied to ADB/AFD a loan to support the construction of 500kV Pleiku - My Phuoc - Cau Bong transmission line, with total length of 436, 673 km (437 km); construct 02 new optical repeaters synchronized with the optical cable of 500kV Pleiku-My Phuoc-Cau Bong transmission line on the territory of 05 provinces and one city, which are Gia Lai, Dak-Lak, Dak Nong, Binh Phuoc - Binh Duong and Ho Chi Minh City. The project was prepared under the technical assistance (PPTA) of 7742-VIE and is one part of the transmission investment program (MFF). National Power Transmission Corporation (EVNNPT) is the investor and Central Vietnam Power Project Management Board is responsible for management and implementation of project. - The benefits of the project are: Increasing the supply of reliable power for the South of Vietnam, where the economic development is taking place rapidly, especially the industrial zones and this is also a place accounting for 10% of the whole country s population Objective of the Project - The 500kV Pleiku My Phuoc Cau Bong Transmission Line Project is a part of the National Electricity Network, maintains the supply of electricity to the development need of the South of Vietnam in the period of Moreover, the Project also ensures the connectivity of the transmission networks within Vietnam, Laos and Cambodia to The Project helps to increase the reliability of power supply, reducing the risk of electrical losses. It will also optimize capacity of power plants in order to provide electricity continuously and safely to the sub-loading lines of the South in particular and the whole country in general. 6 Scale and scope of the Project - The 500kV Pleiku- My Phuoc- Cau Bong Transmission Line (TL) takes place within the boundaries of 06 provinces and one city, namely: Gia Lai, Dak Lak, Dak Nong, Binh Phuoc, Binh Duong and Ho Chi Minh City. In particular: + In Gia Lai Province, the TL is km long and passes through 18 communes which belong to 05 districts: Chu Pah, Ia Grai, Pleiku City, Chu Prong, Chu Puh; + In Dak Lak Province, the TL passes through 09 communes in the districts of Ea Sup, Cu M Gar and Buon Don with the total length of km; + In Dak Nong Province, there are 20 communes which the TL has gone through. These communes belong to districts of Cu Jut, Dak Mil, Krong No, Dak Song, Tuy Duc and Dak R Lap. The TL in Dak Nong is km long; + Binh Phuoc Province has km of TL. The line passes through 15 communes in the following districts: Bu Dang, Bu Gia Map, Dong Phu and Chon Thanh; + In Binh Duong Province, the TL passes through 10 communes in Ben Cat Districts and Phu Giao Districts with the total length of km; + In the Cu Chi Districts of Ho Chi Minh City, the TL locates in the area of 04 communes and is km long. 500 kv Pleiku - My Phuoc - Cau Bong Transmission Line subproject has a total length of km. It starts from the existing Pleiku 500kV substation at Chu Pah District in Gia Lai Province and terminate in Cau Bong substation, which is planned to be constructed in Cu Chi District, Ho Chi Minh City. The components of the Project include in Table 1 and the main project features are presented in Table 2. Routes of Transmission Line are displayed in the Figures 1 and 2. 11 1.1.4 Project Construction Progress The project started from October 23, 2011 and was finished and put into operation on May 05, 2014 with the warranty period of 24 months. 15 1.2 Purpose of the report: In order to comply with AFD/ADB s requirements on environment safeguards, EVNNPT- CPMB is requested to prepare the semiannual environmental monitoring reports. These reports are considered as an important and necessary part to evaluate the AFD/ADB s safeguard compliance of EVNNPT-CPMB. This report presents environmental compliance, the need and method to environmental inspection and management, environment aspects to be monitored of the 500kV Pleiku-My Phuoc-Cau Bong transmission line subproject during the period from January 2014 to July INCORPORATION OF ENVIRONMENTAL REQUIREMENTS INTO PROJECT CONTRACTUAL ARRANGEMENTS The civil works contracts have included the environment management work which must be performed by contractors as per EVNNPT requirements. In order to ensure that the IEE approved by ADB shall be fully and strictly complied by the contractors, CPMB has sent the EMP and draft of CEMP (both Vietnamese and English versions) to contractors. In addition, to monitor environmental compliance of contractors, CPMB has also sent official letters to contractors requesting for implementation of the EMP, CEMP and other related works. On that basis, the contractors have prepared CEMP for their units and strictly follow the requirements of CPMB to meet the requirements in accordance with ADB's guidelines on Environmental Management Plan (EMP). The implemementation of EMP of contractors shall be supervised and monitored as an intergral part of civil works contracts. Besides, the EMP has also been sent to supervising units such as PTC3 (Power Transmission Company No.3) and PTC4 (Power Transmission Company No.4) and related departments of EVNNPT-CPMB to supervise the implementation of contractors. 3. 17 Impacts and shut off valve to be locked. Proposed mitigation measures iii. All refueling to be done at least 20 m away from waterways by trained personnel. iv. All waste oil and oil filters to be collected and if possible recycled, otherwise to be disposed of to landfills. v. The contractor is to train refueling personnel in these procedures. vi. The contractor is to have developed an accidental spill handling action plan. Public access to site i. Erect warning signs and barriers around work areas. ii. Site can only be accessed with permission of contractor. iii. Visitors to be inducted to site with an explanation of the site hazards that may be experienced. Community Safety from increased vehicle movements i. All vehicles to be properly maintained and operated in accordance with road laws. ii. All loads to be properly secured and fugitive loads to be covered. iii. Drivers to be fired if ignore safety requirements. i. Use of hazardous materials and ii. Prohibited activities i. Erect warning signs and barriers around work areas ii. No drugs or alcohol allowed on-site iii. Noise and dust to be controlled. iv. All workers provided with safety equipment appropriate for the task in which they are employed. v. To be supplied on-site for workers: Potable water, chemical toilet, changing place with clothes storage, and washing and showering facilities. vi. Work Statements prepared for each activity vii. Prior to entering site for first time workers to be inducted to site and site hazards explained together with explanation of work site safety procedures. ix. Medical and first aid facilities provided together with a person qualified in first aid. 19 Impacts workers and HIV/AIDS issues. Proposed mitigation measures Contractor to implement HIV/AIDS awareness program. Worker issues (ii): Location of camps and employment of local labour i. Local communities to be preferentially offered employment for unskilled work. ii. Camps to be sited to avoid social conflicts. iii. Each camp should have a solid waste disposal site and a soakage pit to pre-treat camp wastewater Worker issues (iii): Provision of adequate living conditions within campsite. Camp conditions to meet Labour Law requirements. Provide: i. adequate shelter ii. potable water iii. Sanitation and washing facilities iv. Kitchen with adequate cooking facilities v. Nutritionally adequate food rations Worker issues (iv): Camp water heating and cooking. Use of fuel wood. PREFERENTIALLY i. the contractor will provide gas and kerosene for water heating and cooking. ii. Locate camp away from significant forest areas, and: limit collection and use of fuel-wood. 20 Impacts Worker issues (v): Hunting and sale of wildlife by workers Disposal of site waste Chance discovery of archaeological and cultural sites Proposed mitigation measures i. Labour employment agreement enforced by contractor that bans hunting and trading in wildlife by workers. ii. Labour who disregards this requirement are handed over to Forest Protection Department for prosecution and immediately dismissed. Contractor is to provide nutritionally adequate camp rations. All waste materials to be collected and sorted; (i) those that can be recycled and (ii) those that need to go to an approved landfill site for disposal. No known sites. Chance discoveries are to be notified to the SE who will advise the EO. EO to advice on procedure for dealing with chance discoveries. Clearance and rehabilitation of construction sites and removal of contractor s facilities. i. All solid waste to be removed from sites and disposed in approved landfills. ii. All contaminated soil to be removed. iii. All sites to be rehabilitated and restored to original condition. iv. Drainage to be re-established. v. ENVIRONMENT COMPLIANCE INSPECTION AND MANAGEMENT. 4.1 Environment compliance inspection EMP implementation inspection of CPMB and related parties: - Monitoring and compliance with the environmental management plan of CPMB and the related parties are implemented according to the organization structure and method of environmental management system shown in Figure 3. The information on labor safety and environmental sanitation has been quickly reflected to PMU, concurrently the duties of parties: PMU construction monitoring unit contractors local authorities have been determined clearly and closely. 23 (contractors, local authorities, construction monitoring units: PTC3, PTC4...) have to conduct their specific environmental management tasks; to monitor the environmental impacts caused by project construction activities and other related activities and ensured that the EMP has been followed during construction of the project. - Almost all of mitigation measures presented in the Contractor Environmental Management Plan (CEMP) were performed relatively well under the supervision of the power transmission companies (PTC3, 4) as well as the staffs in charge of CPMB. - The semiannual environment monitoring reports were prepared by CPMB and submitted to ADB/AFD for review in August 2013, February 2014 and August On August 27-29, 2013, CPMB and ADB consultants conducted site visit in the area of Cu Chi and Binh Duong to check the compliance with the projects s environmental management plan. - On the basis of submitted reports and the situation found in the site visit, ADB had no objection letter dated September 03, 2013, which recognized the compliance of the project on ADB s environment, resettlement and ethnic minority safeguards. - From December 05-07, 2013, CPMB and ADB/AFD have conducted site visits at some places of the project as Tan Thanh Dong commune, Cu Chi district, Ho Chi Minh City; Lai Hung commune, Ben Cat district and Tan Long commune, Phu Giao district of Binh Duong province. - From April 01-04, 2014, CPMB and ADB have conducted site visit at some places of the project belonging to Gia Lai and Dak Lak provinces (such as Nghia Hoa commune of Chu Pah district, Gia Lai province; Tan Hoa commune of Buon Don district, Dak Lak province; Tan Thanh Dong commune of Cu Chi district, Ho Chi Minh city) to check the compliance with the EMP, social safeguards and the issues of reforestation for the project. 24 - CPMB evaluates the effectiveness of the implementation of mitigation measures conducted by contractors during the construction period, based on environmental compliance reports and the Minutes of environmental compliance monitoring of contractors, and actual situation of environmental management under the supervision of Power Transmission Companies, the engineers who have supervised project construction of CPMB as well as local authorities in the project area. - CPMB has always monitored, supervised and urge prompted the contractors to strictly implement of environmental management in accordance with regulations Environment compliance inspection for Contractors: - On the basis of CEMP and civil work contracts, the contractors have strictly performed environmental management plan in accordance with the ADB's guidelines and requirements of EVNNPT/CPMB. - The contractors cooperate with CPMB and local authorities to disclose information about the project construction activities to the local people and deal with the local authorities, local people to work together to implement CEMP well. - Contractors assign environment experts to address the environment information to workers and implement the mitigation measures during the project duration. - The contractors are willing to solve shortcomings arising during construction after each inspection of the CPMB staff who are in charge of compliance with the environmental management plan of the contractors. - Contractors attended the meetings and give out solutions to shortcomings as per CPMB s request. 25 - Contractors have set up criteria to implement the mitigation actions, which are stated in the CEMP and report the compliance in the format guided by ADB enclosed with Certified Minutes under the monitoring of CPMB. - The contractors integrate, complete and submit reports to the CPMB before the 25th date of each month. The report and the written certification complied with ADB guidelines form and the content of the approved EMP. The reports focus on the impacts incurred during the construction process and the mitigation measures implemented by contractors that are summaried in table 5 below. Table 5. The construction activities have took place during the day. Used equipment with small capacity and not so regularly, therefore the noise did not affect the residential area and could be acceptable. Cement bags were collected and reused. Excavated soil was used to backfill the pit after construction. Water waste was not discharged directly into rivers, lakes around. Arranged ditch surrounding the foundation to collect water to a hole to reduce turbidity before water is discharged into the pit around. Minimized the oil spillage of construction machinery outside the site. Soil erosion on construction site. Restricted excavation expand, reduced soil erosion potential. Applied the land protection method at the area where there is erosion. Avoided using machinery to dig up the soil in the humid conditions. Excavation area was leveled soon after completion of the work. Protected new foundation immediately after completion. Grassed and embankment at the place where it is easily eroded. Solid waste All construction waste materials including steel and wood trim, sand, gravel, cement bags etc.... were collected and classified for reuse if possible, or treated at a regulated place. 27 Impacts Mitigation measures taken by contractors Note Storage and handling of construction materials Community Safety from increased vehicle movements Workplace health and safety Storage areas have been prepared and protected by security fences, locked protection. Fuel were stored in properly sealed containers; regularly checked so that the fuel does not flow into the environment. All the filling of fuels were done at least a distance of 20 m from the river, streams, ponds and lakes and it was carried out by trained personnel. Oil waste was collected and treated as per regulations. Developed training for the troubleshooting process and explosives for employees to handle problems related to fire and explosion. All vehicles were properly maintained and operated in accordance with road laws. Used the transportation vehicles suitable with the road Drivers to be fined if ignore safety requirements. Erected warning signs at the dangerous places or at the crossing place with the traffic road. Erected warning signs and barriers around work areas There is no drug or wine at the site. Dust and noise were controlled. All the workers were provided with protection equipment which is suitable for their work. All workers were provided with: clean water, toilets, protection clothes and area for bathing. 28 Impacts Mitigation measures taken by contractors workers were introduced about the dangerous places and were guided with safety procedures at workplace. Note There has been medicine cubicle at the site for first aid. Clearance and rehabilitation of construction sites and removal of contractor s facilities. All solid waste was removed from sites and disposed in approved landfills. All contaminated soil was removed. Sites have been rehabilitated and restored to original condition. There is the witness of local authorities when returning of site. Drainage were re-established as the original condition Public access to site Erected warning signs and barriers around work areas. 29 Impacts Mitigation measures taken by contractors Note Strictly prohibited hunting and trading of wild animals ev * Certified Minutes: Environmental Compliance Monitoring Minutes of were certified by the construction monitoring engineers of CPMB or PTC3, 4. The mitigations implemented by the contractors have supervised and stated results in the Minutes. Most of mitigations were evaluated according to effectiveness rating criteria to be good. In order to effectively implement the tasks of environmental management, the CPMB and other units involved in environmental monitoring system (construction monitoring engineers; local government, PTC3, PTC4...) have supervised the above mentioned activities of the contractors as well as other related activities of the project to ensure that the EMP are followed during the construction and operation of the project. 4.2 Environment Management: Environment Management performed by CPMB 1. Environment management is well performed by CPMB before and during the project implementation. 2. All the conditions and requirements on the environment management which must be performed by parties are strictly set forth by CPMB. 3. The implementation of the monitoring of environmental management in accordance with EVNNPT s requirement as well as the requirements of security, public order and safety, fire prevention, environmental sanitation in particular has been incorporated in the civil works contracts of the project and CPMB follow up the implementation of the contractors. 4. To operate better environmental management system for the project, CPMB dispatched officials who are responsible for environment to receive monthly information, as a bridge between the CPMB and the unit related to timely resolve issues of environmental safety. 30 5. CPMB has prepared the monitoring criteria in Enviromental compliance Report and Enviromental compliance monitoring Minutes, which were sent to the contractors for implementation. 6. There is always technical expert of CPMB who is at site and urge the contractors to comply the mitigation measures set forth in EMP during the construction. 7. The meeting attended by the Contractor, Consultant and representative of CPMB is maintained weekly under the chairmanship of the CPMB. Besides meeting unexpected mechanism addressing the urgent issues is also proposed depending of the actual conditions of the site. 8. Ready and full-participation meetings, training, seminars... on the environment management organized by ADB, absorb and overcome the deficiencies and shortcomings Environment Management performed by constrution monitoring companies Apart from monitoring the construction, monitoring companies (PTC3, PTC4) are frequently at site and requesting contractors to fully prepared legal formalities on the environment safety Environment Management performed by contractors Contractors assign their experts to the site and monitor all the environment issues, including: Supervision of contractors (CSE), Environmental Officer and health safety (EHS), Community Expert Consultation (CLO). These staffs are responsible for implementing and monitoring the implementation of CEMP, responsible for monitoring compliance with the EMP, the health and safety issues as a liaison between the local community and the contractors. Based on approved EMP, the contractors take actions to minimize environmental impacts, evaluate and report to CPMB to receive support information from the CPMB and construction monitoring companies in the implementation of environmental management at site. 31 Participations of related parties at local in enviromental management 1. Local authorities at the place where the transmission line passes by also assign some experts to cooperate with CPMB and contractors to address the project activities to local people. Besides, supporting the contractors in compensation for land, assets...affected when the contractors hire the area surrounding the foundation, storage of construction materials PPC of communes/districts where the transmission line passes by requests contractors to return the surface of the roads, where contractors use to transport the construction materials, to the original condition after contractors complete the construction of each item. 3. The participation of community during the project implementation is also highly paid attention. 4.3 Mitigation compliance in operation phase 1. The expected adverse impacts during the operational phase of the 500kV Pleiku- My Phuoc- Cau Bong transmission line are generally related to the occupational and community health and safety issues. The impacts are reversible, manageable, and can be mitigated with oper engineering and management controls. Operations management units (PTC3 and PTC4) will be responsible for the operation of the 500kV transmission line and its ancillary services. 2. The actual survey on site along to 500kV Pleiku- My Phuoc- Cau Bong transmission line, shows that the operating units has complied with the EMP and well controlled the environmental safety measures during the period from the start of the operation so far. 3. In addition, the exchange of information with the operations management units, local authorities and the communities in the project area on the implementation of the environment safety measures shows that the coordination between the management and operation unit with the relevant departments and locals is well done. 32 4.4 Mitigation effectiveness 1. The environment monitoring has showed that most of mitigation measures in CEMP are strictly performed under the monitoring of transmission companies, CPMB and the experts of contractors. Criteria to implement the mitigation measures were set up as per ADB s instructions in EMP, which were stated in CEMP and monthly environmental compliance reports of the contractors to ensure that the EMP are followed during the construction. 2. In order to evaluate how the contractors have used the mitigation measures in EMP, CPMB has refered to the Minutes of checking and compliance reports stated above of the contractors, which are submitted to CPMB every month as well as to check at site. CONCLUSION Through the process of evaluation, management and monitoring the construction of project, CPMB found that most of the contractors were relatively in good compliance with the approved EMP. The problems exist in the construction period to the present time have been overcame. CPMB and all related parties will continue to troubleshoot if having any problems during the warranty period of the project. During construction and operation phase of 500kV Pleiku- My Phuoc- Cau Bong transmission line, all the related stakeholders have complied with the EMP, followed the progress plan and ensured the work quality and safety, which has minimized the environmental impacts to people life in the project area. The 500 kv Pleiku - My Phuoc - Cau Bong transmission line has been accepted and put into operation since May 05, CPMB has transferred the project for Enviromental Compliance Report, 500kV Pleiku My Phuoc Cau Bong TL, Tranche 2, MFF 34/37

36 Power Transmission Company 3 and 4 (PTC3 &PTC4) to directly manage and operate. These units are responsible for regularly checking each item in the warranty period (24 months since starting the operation) for the timely detection and report to the project owner to take solutions and enable the work going to stable and sustainable operation in the future. Initially, the monthly operation and maintenance of the Operation and Management Units have been strictly implemented and complied with the Government s regulations on the high-voltage safety as well as other legal documents of the electricity industry. Through the construction of 500 kv Pleiku - My Phuoc - Cau Bong transmission line, under ADB s guideline and the implementation of the project environmental management plan, CPMB and the units involved have learned out a lesson for future similar projects to be organized more well and thoroughly.
