9 SHRP2 Implementation Assistance Program Proof of Concept Pilot Funds for piloting products to evaluate readiness for implementation Contractor support to collect data and evaluate the application Lead Adopter Incentive Funds for early adopters to offset implementation cost and mitigate risks Recipients required to provide specific deliverables designed to further refine the product, and possibly champion the product to other states and localities User Incentive Funds for implementation support activities after early adopter use Used to conduct internal assessments, build capacity, implement system process changes, organize peer exchanges, or offset other implementation costs SHRP2 R05 R05 December

15 Precast Concrete Pavement R05 Challenge Congestion and traffic delays due to roadway repair and rehabilitation are a major source of irritation for drivers. Solution The SHRP2 PCP Solution offers a series of guidelines and model specifications to help agencies effectively design, fabricate, and install long-life PCP systems. Coupled with shorter constructionrelated closures and potential long-life performance, PCP offers transportation agencies many significant advantages. SHRP2 R05 R05 December

16 Precast Concrete Pavement R05 Background Information on the Development of R05 FHWA has conducted proof-of-concept pilots for PCP with highway agencies since International, domestic, and entrepreneurial efforts have concurrently advanced interest in and use of PCP systems. SHRP2 Project R05 on PCP Summarized currently available information and experience for PCP systems; Documented the performance of some 14 PCP projects constructed throughout the US; Facilitated improved PCP design and construction procedures for use by highway agencies; and, Assembled design procedures, model specifications, and guidelines for all PCP-related activities. 18 SHRP2 Project R05 Report FHWA s activities to implement PCP are based on the report Precast Concrete Pavement Technology [S2-R05-RR-1] The R05 report presents Guidelines for both jointed and prestressed PCP systems, as follows: PCP Design PCP Fabrication PCP Installation PCP Project Selection PCP System Acceptance Also, Model Specifications for both systems: R05-Model-Specifications-718.aspx 18

19 Precast Concrete Pavement R05 SHRP2 R05 Report Available PCP technologies are included in the report under topics of jointed systems and prestressed systems. Jointed Panels (JPrCP) Used for intermittent repairs and continuous rehabilitation activities. Load transfer between panels and to the existing pavement is achieved with dowels. Prestressed Panels (PPCP) Used singly or as multiple panels post-tensioned together on site in lengths of 150 feet or longer. Joint faces between panels provide load transfer. Longitudinal thermal movements are accommodated with expansion joints. 19

20 Precast Concrete Pavement R05 Applications of PCP Applications of PCP can include, but are not limited to: Night-time work windows on high-volume traffic highway facilities to reduce traffic congestion, improve safety, and achieve long-life performance. Full-depth repairs, rehabilitation, and/or new construction. Replacement of mainline pavements, ramps, underpasses, bridge approaches, and high-volume urban intersections. Overlays or inlays of existing pavement. Increasing load capacity while maintaining existing pavement cross-sections (a feature of prestressed concrete). 20

24 Precast Concrete Pavement R05 Design of PCP Design Assumptions JPrCP behavior will be similar to a cast-in-place jointed concrete pavement. PPCP behavior will be similar to a cast-in-place prestressed concrete pavement. Long-Life Performance Initial service life of 40+ years. No materials-related distress or premature failures. Reduced potential for cracking, faulting, and spalling. Desirable smoothness and surface texture retained with minimal need for intervention. Critical requirements Load transfer and panel support. 24

25 Precast Concrete Pavement R05 Fabrication of PCP Precast concrete is an established technology long in use for bridges and other structures. For pavement applications, a check-list such as the following may be helpful: Precast plant certification National Precast Concrete Association and Precast/Prestressed Concrete Institute. Concrete requirements Strength requirements typically are exceeded; however, testing for entrained air and for alkalisilica reactivity may be additional requirements. Panel tolerances suitable for pavement application. Surface texture as delivered from the precast plant. Pre-tensioning and post-tensioning requirements (for prestressed concrete panels). 25

26 Precast Concrete Pavement R05 Construction of PCP JPrCP Installation staging and lane closures; removal of distressed concrete; base preparation; bedding placement; load transfer provisions; panel placement; dowel slot grouting or patching; subsealing and joint sealing; surface grinding. PPCP Panel base interface treatment; panel placement; temporary and final posttensioning; expansion joint panel installation; temporary transition panel installation; subsealing and conduit grouting; anchoring; surface grinding. 26

27 Precast Concrete Pavement R05 Project Selection - While PCP can be used on any pavement project, typical warrants for its use are: High-traffic locations. Long-life pavement performance is desired. Work zones limited to short duration (e.g., overnight). Roadway opened to traffic immediately following installation. PCP System Approval - The approval process consists of two essential parts: Submittal and review of fabricator shop drawings and standard installation procedures. Construction and evaluation of a PCP trial installation. 27

28 Assistance Opportunities Third Round - January 2014 Proof of Concept Pilot Lead Adopter Incentive User Incentive R05 Precast Concrete Pavement FHWA with support from consultant: Webinars, presentations, and workshops. Technical assistance to/through key DOT personnel for project selection, design, fabrication. PCP system approval, construction, and monitoring. Assistance funding, subject to availability, up to $300,000 applied to cost of each of five PCP construction projects. SHRP2 R05 R05 December

29 Recipient Requirements Lead Adopters must Have agency commitment to construct PCP project. Identify specific PCP application(s), and potential project(s) to utilize the R05 technology; and, to receive any available assistance funding. Adopt R05 guidance and model specifications. Develop detailed implementation plan for PCP. Be willing to share lessons learned with others. SHRP2 R05 R05 December

30 Implementation Assistance Application Do Make your application complete, clear, and concise. Describe any work by your DOT with precast concrete pavement. Describe how your DOT anticipates implementing R05 including any related resources. Describe the outcomes and deliverables you expect to achieve. Expect to share the results of your product implementation with external audiences. Don t Forget to provide a response in each of the fields. Assume the SHRP2 program is familiar with details about your DOT. Forget that implementation assistance is to advance R05 technology in a constructed project. Apply if you do not have the commitment of your state DOT Be late in applying. Your application is due by the close of business on February 14,
