4 Yukon Government, Community Services Introduction & Background 1 Introduction Capital Management Engineering Limited (CMEL) was retained by Marie Cairns of the Sport and Recreation Branch, Community Services, Yukon Government to complete an update to the Recreation Inventory for the community of Destruction Bay. 2 Purpose The Kluane Lake Athletic Association owns, and maintains the facilities within the community of Destruction Bay. The Yukon Government has initiated a comprehensive review of the recreation inventory within the community of Destruction Bay and has initiated an update of the 2005 Lorimer & Associates reports. 3 Methodology 3.1 Project Approach The project was broken down into the following phases: Phase I Data Collection & Site Assessment To start the assessments, background information was collected for the community. The information included, when available, floor plan drawings and past reports, Following the collection of background data, a site assessment was scheduled and completed. The site assessment was carried out to update the current recreation inventory, document recreational inventory constructed since 2005 and any major changes or upgrades since The current facilities in the community were documented in order to facilitate the creation of the updated recreation inventory. During the site assessment, additional information was gathered from the site contact and site personnel, where possible, to further support the determination of updates and changes since Phase II The existing recreational inventory has been used as the base template in updating the new recreational inventory for the Government of Yukon. CMEL developed an updated recreational inventory based on collected data and the site assessment findings. The new infrastructure and major changes are documented as well as photos taken to be included as an Appendix. 3.2 General Methodology The analysis for the building(s) consisted of the following: Interviews with the site contact; Page

6 Yukon Government, Community Services 4 The community of Destruction Bay is located on the Alaska Highway about half way from Whitehorse to Beaver Creek. It was reported to have a population of 51 people. The facilities are currently owned and managed by the Kluane Lake Athletic Association. All facilities were reported to be on Government of Yukon owned land with the exception of the abandoned play ground which is located on lot 8 and owned by Northwestel Inc. The community centre and curling rink are located on Lot 7. The marina is located to the east of lot 7, the abandoned playground is located on lot 8 and the abandoned outdoor ice rink and playground on lot 11. The following facilities were observed and are summarized further below: Community Centre With Gymnasium and Curling Rink Marina Playground (Abandoned) Outdoor Ice Rink (Abandoned) Playground (Active) 4.1 Community Centre with Gymnasium and Rink The community centre and curling rink was constructed in The building contains a gymnasium, lounge, kitchen, viewing area, washrooms, post office, office area and a two pad curling rink (Used as Storage at the time of the site visit). There is a partial basement that contains a mechanical room storage areas and janitorial equipment. The building is in a split level configuration with the gymnasium, post office and office area at mid level, the kitchen, lounge and viewing area on the upper level and storage, mechanical and janitorial closet on the lower level. The building was reported to be a timber structure supported by concrete piles and grade beams. The roof over the gymnasium, post office and office area is asphalt shingle that is showing signs of failure. Curled and missing shingles were observed and an active roof leak in the post office was reported and observed with damaged drywall ceilings in this area. The roof over the remainder of the building is metal and was reported to have been installed approximately twenty years ago. The community centre is clad with wood siding with one small area on the east wall with noted damage. The curling rink is clad with wood siding on west wall and partially clad with wood siding on the east wall. The remainder of the east wall and the north wall are clad with plywood. The building is accessed through two doors on the south side of the building and a door leading to a large patio overlooking Kluane Lake. The rink is accessed by door and stairs from the viewing area of the community centre, a large double door at the north end of the rink and a man door on the east side of the rink. The building is heated by two Hydrotherm boilers that appear to be original to the construction of the building. The boilers are oil fired and supplied fuel from an above grade fuel tank installed in 2008 and located to the west of the community centre. The boilers supply hot water to radiators and two fan coil units. There is no cooling provided in the building. The rink does not have heating or cooling. It was reported that the large wood deck was refurbished in There were no observed smoke detectors or alarm system. Exit signs and emergency lighting was observed. Page

7 Destruction Bay Yukon Government, Community Services 4.2 Marina The marina is located to the east of the community centre and consists of breakwater to the north and south constructed of rubble. There is a concrete boat launch ramp that appears to be functional. It was reported that the water within the breakwaters is shallow and requires dredging. The docks were replaced in 2003 and the Kluane Lake Athletic Association who operates and maintains the marina reports that the floats are constantly coming apart from the structure. 4.3 Playground (Abandoned) The abandoned playground is located on lot 8 to the north and west of the community centre and has two set of swings that appear to be in excess of fifty years in age. It is recommended that they be removed for safety reasons. 4.4 Outdoor Ice Rink (Abandoned) The outdoor rink is located on lot 11. It is not covered, but does have a building that appears to be in poor condition. The building is being used as storage at the present time. The rinks dasher board system is incomplete and falling down with some sections completely missing. Light poles were observed at the time of the site visit. The ground was snow covered at the time of the site visit however it was reported that there is a crushed gravel pad within the dasher board area. 4.5 Playground (Active) The playground is located to the south of the school on lot It consists of various pieces of playground equipment including a monkey bar set, two slides, timber jungle gym, wood and metal parallel bar set and a wood and metal chin up set. The playground was snow covered at the time of the site visit.
