Introduction Good afternoon, and welcome to the pre-bid meeting for ITB 17-09, Water & Sewer Line Repair, Replacement, and Construction Services. My name is Amanda Willis, Procurement Specialist for Charles County Government. Also with us today is Mr. Jim Sizemore and Mr. Steve Strobel with the Department of Public Works - Utilities. All participants shall HOLD all questions until the end of the procurement and technical section highlights. We are soliciting bids from qualified Contractors to perform on-call and task-based repair, replacement, and construction services for water and wastewater piping systems, including general excavation and site work within Charles County. Each task shall not exceed $75, in value. This meeting will be conducted in two parts. I will first review selected portions of the Invitation to Bid 1

2 within the ITB. Items not reviewed should not be construed as being less important than those reviewed. No information will be presented that is not already contained within the ITB. The meeting will then be turned over to Mr. Sizemore who will discuss technical aspects of the project. B. Procurement Discussion All solicitation documents may be found on the Charles County Bid Board. Ensure all required forms and any other information required is complete and in your bid package. Questions concerning the ITB should be directed to me in writing via , provided to you in the ITB. This ITB is subject to the County s Small Local Business Enterprise (SLBE) Program and Minority Business Enterprise (MBE) Program. The County may reject any and all bids for any reason it deems necessary, and may waive any irregularities and/or informalities, and make award in any manner that is in the best interest of the County. C. Technical Discussion My name is Jim Sizemore and I am the Technical Support Operations Superintendent for DPW- Utilities. I have a few items to emphasize: All work must be in compliance with the Charles County Government Department of Planning and Growth Management Standards & Specifications for Construction and any other Local, Federal, or State regulations. The Special Provisions provides links to some of these standards, but it is the Contractor s responsibility to become aware of all requirements. Services may include replacement, rehabilitation repairs to existing water and sewer piping systems, as well as valves, vaults, water hydrants, air release valves, and manholes located throughout Charles County. Services may also include construction of new or replacement water and sewer piping, and most work will require excavation and may require asphalt restoration. We require the Contractor to be on call 24 hours/ day, 365 days/ year for emergency tasks, and require the Contractor to be on site within three hours of the initial call. Work may be required on State right-of-way, which will require the Contractor to obtain any needed permits and to coordinate with the State Highway Administration. D. Pre-Bid Meeting Questions Received and Responses Question 1 Question: Are any permits that may be required by the State Highway Administration the responsibility of the Contractor? Response: Yes. All permits are the responsibility of the Contractor. Question 2 Question: What if there is a material required for a task that is not on the bid form? Response: Material not listed on the Bid Form shall be billed at cost plus ten percent (10%). Question 3 Question: How should we bid on some items, like the Skid Steer Loader w/ Accessories, which has many types of accessories? Another is the Mini Excavator, which can vary in cost? Response: The Contractor is responsible for providing proposals for each task, identifying the labor and equipment from the Bid Form required for the task. The equipment descriptions in the Bid Form are sufficient. Question 4 Question: Are drawings supplied for each individual task order or just a scope of work? Response: It will depend on the task. Some tasks may include technical specifications and drawings. 2

3 Question 5 Question: Would work be proceeded by proposals? Response: In most cases the Contractor will be asked to provide a proposal for a specified task, however in some cases, for example an emergency repair, a proposal will not be required. Question 6 Question: Are there any wage rates? Response: No. Question 7 Question: What are the qualifications that need to be documented for the Equipment Operator? Response: The Contractor needs to be able to demonstrate to the County that the Equipment Operator is competent to operate the designated equipment. Question 8 Question: On the bid form you ask for the price of cold patch and hot patch per ton. Should the price also include what it costs for us to get it to the job site as well? Response: Yes. The price should reflect what the actual cost of the product is plus your services. III. Written Questions Received & Responses Question 1 Question: Is a bid bond required? Response: No. 3
