Tank readings were taken for each of the four (4) underground fuel storage tanks scheduled for removal to determine the amount of product in each tank. The tank reading results are as follows: Tank One (T1) Diesel: Tank Two (T2) Diesel: Tank Three (T3) Heating Oil: Tank Four (T4) Waste Oil: Volume = 2720 gallons Volume = 1346 gallons Volume = 315 gallons Volume = 104 gallons A copy of the inventory report is included with this addendum [One (1) page]. A pre-bid conference for this project was held 2:00pm, Thursday, January 21, 2016 at the Fire Support Services Facility, 100 Fairfield Avenue, Norwalk, CT. A copy of the sign-in sheets from that pre-bid conference are attached to this addendum. [Two (2) pages]. RESPONSE TO QUESTIONS: 1. Question: Is there any fuel in the existing tanks? Response: Yes. The City will be taking reading early next week. The tank reading information shall be posted via another addendum. 2. Question: What type of product is in each tank? Response: The two (2)10,000 gallon tanks contain diesel fuel, the waste oil tank contains waste oil, and the 2,000 gallon tank contains #2 heating oil.

6 3. Question: Do you require (48 hour) hazmat protocols for this project? Response: Yes, everyone on-site must have 40hr hazwopper training. 4. Question: Who will perform the closure sampling? Response: The City s consultant, Big East Environmental, shall be performing the closure sampling. 5. Question: Does the City require a tightness test before the removal of the tanks? Response: No, tightness testing is not required for any of the tanks. 6. Question: Do we need to remove the footing structures on any of these tanks? Response: No, but any footing structures that are discovered during the tank removal process shall need to be sufficiently opened (broken, cracked)to allow for access to the soil beneath the tanks for testing. 7. Question: Do you want all of the underground lines removed? Response: Yes, all of the underground lines for the UST are to removed. 8. Question: Please verify who will be responsible for removing (and disposing) of the fuel(s) in each tank? Response: The successful contractor shall be fully responsible for the removal and disposal of the products extracted from each tank. 9. Question: Are the existing tank single wall or double wall? Response: The wall structure of the tanks are unknown. However, the steel tanks appear to be: Asphalt coated over bare steel. 10. Question: Does all of the existing concrete get removed? Once concrete is removed do we re-surface with new concrete or new asphalt? Response: Yes all concrete shall be removed and carted off-site. All concrete that is removed is to be replaced with asphalt. Additionally, include with your submission, a per-ton unit price for the supply and installation of asphalt outside the perimeter edges of the work site area. Submit this unit pricing information on your company letterhead. 11. Question: What is the budget for the project? Response: The total budget for this project, including hard and soft cost costs is $35,

7 12. Question: What is the estimate start date for the project? Response: Barring any budgetary constraints, the City anticipates that the project would commence within fifteen (15) calendar days of a contract award notification and be completed within forty (40) days after the contract has been fully executed. 13. Question: Are there any worksite restrictions that we need to consider? (ex. Closure of the driveway area? Response: No. However, the successful contractor shall be expected to coordinate all on-site work with the City s environmental consultant, Big East Environmental, and the Norwalk Fire Department. 14. Question: Was attendance at the pre-bid conference mandatory? Response: No. 15. Question: Under (D) it calls for dewatering to be carried in the base price. Is dewatering mandatory? Response: Dewatering would be necessary if contamination is discovered. The price for dewatering would then be included in the clean-up price and thus not required for this bid. 16. Question: Under (E) it calls for shoring to be carried in the base price. Is shoring mandatory? Response: Shoring is required by OSHA if workers will be entering an excavation pit (typically waist high or deeper). 17. Question: What are the City s asphalt requirements? Is it 1 course or 2 courses? Response: The asphalt (bituminous concrete) shall consist of two (2) two (2) inch courses, totaling four (4) inches of asphalt product.
