5 City s Response: All Hands On Deck ; Rainfall Emergency Plan Implemented at 4:00 a.m. SECTION/DEPARTMENT Office of City Manager Police Fire Executive Staff Administrative Staff Community Development Engineering Parks & Forestry Streets Water Plant Water/Sewer RESPONSIBILITY Managed web updates, press releases, constant contacts, maintained contact with ComEd Emergency responses, coordination with County officials & IDOT regarding road closures / openings, traffic management Emergency responses and flooded street rescues Met via conference call three times during storm event to exchange information Received and prioritized calls Assisted Public Works with home and yard flooding inspections Assisted with home and yard flooding inspections Removed debris from street catch basins; downed trees Closed and opened roads as needed; catch basin debris Monitored lift stations and Water Plant outlying systems Inspected hot spots and responds to resident complaints

6 City Priorities/Stormwater Policy/ Drainage Study Basement flooding (sanitary sewage) Street flooding Yard flooding Stormwater policy can be found: On the City s website under Government/Public Works/Water & Sewer Approved by City Council on March 7, 2016 Stormwater Drainage Studies: October 1991, March, 2002, November, 2014 Five major storm sewer projects ; currently one project scheduled every three years

7 FEMA Lake Forest Floodplain Designation Basements include homes that did not report flooding but had debris curbside

8 Impacts on Non City-Owned Properties Lake Forest Hospital closure LFHS East Campus lost power Significant overland flooding especially adjacent to the various creeks 24 street closures 67 resident calls to report basement flooding/71 homes left debris at curbside for a total of 138 basement flooding incidents 15 resident calls to report yard flooding calls

9 City Buildings/Facilities Impacted by Flood Deerpath Golf Course flooded from creek overflow North Beach Access Road significant ravine erosion Water Plant ravine erosion behind retaining wall; 20 water main exposed Spruce & Sheridan Sanitary Lift Station - UPS and electrical control system failure; total power loss for 5 hours Cemetery basement flooding Gorton storm water in basement (water on concrete floors) West Side Fire Station carpeting was wet in basement training room Senior Center area carpet became wet in billiard room Public Safety Building roof leak in shared conference room; wet carpet

10 City s Post-Storm Actions Short Term Attend Illinois Emergency Management Agency s Damage Assessment Workshop on July 18th to determine region s eligibility for state or federal assistance No-charge curbside collection of flood debris last Thursday/Friday, this week, Compost Center Sweeping all streets Make various beach repairs Continue to monitor North Beach Access Road & continue with design during FY 19

11 Continue to: City s Post-Storm Actions Long Term Inspect flooded homes and provide recommendations Line City storm and sanitary sewers Line manholes Inspect and clean ravine inlets and outfalls Continue home sale inspection program Perform large storm sewer projects every three years

12 Resident Actions - Short Term Contact the City for a free property inspection/consultation Add a backup battery powered sump pump Confirm sump pump discharge has air gap Verify sump pump discharges away from foundation Remove debris from window well drains Cover window wells
