1 CITY OF TACOMA Tacoma Power & Public Works Engineering ADDENDUM NO. 1 DATE: August 22, 2017 REVISIONS TO: Request for Bids Specification No. PE F Citywide LED Streetlight Installation NOTICE TO ALL BIDDERS: This addendum is issued to clarify, revise, add to or delete from, the original specification documents for the above project. This addendum, as integrated with the original specification documents, shall form the specification documents. The noted revisions shall take precedence over previously issued specification documents and shall become part of this contract. REVISIONS TO THE SUBMITTAL DEADLINE: The submittal deadline remains the same. REVISIONS TO THE SPECIAL PROVISIONS: Change # (1) Owner Furnished, Contractor Installed Materials (1) of the special provisions is supplemented with the following: To facilitate material delivery and contract startup, the City has pre-ordered 2,100 fixtures for an initial delivery. The initial delivery was based off of the streetlight counts per zone for streetlight subzones through and will include the following: 13 Pallets of 100W EQ Fixtures (1248 fixtures) 2 Pallets of Res-45 EQ Fixtures (192 fixtures) 6 Pallets of 200W EQ Fixtures (360 fixtures) 1 Pallet of 250W EQ Fixtures (60 fixtures) 4 Pallets of 400W EQ Fixtures (240 fixtures) The 2100 fixtures (26 pallets) will ship on a 53 foot truck directly from the manufacturer to the secure location provided by the Contractor for the owner furnished materials. The initial shipment of fixtures will be ready to ship no later than October 16, 2017 and can arrive within 4 days once the manufacturer is notified that the contractor is (or will be) ready to receive the fixtures. Since this order is a full truck and direct shipped, the manufacturer will ship on Monday or Tuesday for this initial order. If the Contractor cannot accommodate this initial order of 26 pallets, the City can work with the Contractor and the supplier to assist in resolving this temporary issue. 2 However, if a partial truck load is ordered from the manufacturer, the four day shipping time may not apply, since partial loads are typically routed to multiple destinations. A second option may be that the City can temporarily store a portion of the order at the Tacoma Public Utilities Campus. If the City does provide temporary storage of a portion of this initial order, the contractor shall utilize those fixtures first. Change # (13)F1 Trouble Reports Prior to Substantial Completion Section (13)F1 of the special provisions is supplemented with the following: Responding to trouble reports, prior to substantial completion, can be addressed during normal working hours. All emergency issues reported to the City will be addressed through the Public Works Streetlight Shop on call staff. If the emergent issue is a direct result of contractor negligence, the City reserves the right to address damages incurred through an equitable adjustment. The Pre-proposal meeting sign-in sheet has been added to this addendum. NOTE: Acknowledge receipt of this addendum by initialing the corresponding space as indicated on the signature page. Vendors who have already submitted their bid/proposal may contact the Purchasing Division at and request return of their bid/proposal for acknowledgment and re-submittal. Or, a letter acknowledging receipt of this addendum may be submitted in an envelope marked Request for Bids Specification No. PE F Addendum No. 1. 4 City of Tacoma Tacoma Power/Public Works Citywide LED Streetlight Installation Specification No. PE F QUESTIONS and ANSWERS All interested parties had the opportunity to submit questions at the pre-bid meeting, Monday, August 21, 2017 at 11:00 am. The answers to the questions received are provided below and posted to the City s website at This information IS NOT considered an addendum. Respondents should consider this information when submitting their proposals. 1. Question: It states that there are 365 calendar days allowed for completion. And production mentions 800 fixtures per week. Which one governs? Answer: The contract duration is 365 days. The City s contract with the material vendor requires a production rate of 800 fixtures per week. Since the City is supplying the materials, the City can only guarantee a maximum of 800 fixtures per week. It is OK to install fewer fixtures per week so as long as the contractor can meet the required completion schedule. The specifications also provide conditions for exceeding 800 fixtures/week. Reference: Section Question: How will the Force Account item be used under this contract? Answer: Force Account is addressed in The primary purpose for the bid item for force account is for the disposal of the lamps as a service. Force Account can also be used to address Change Order work when deemed appropriate by the Construction Manager. Reference: Section (13)D 3. Question: Can the work for Streetlight Trouble Trip be done during normal work hours or is that expected to be emergency work? Answer: Yes. Normal work hours are fine. Reference: Section (13)F1 4. Question: There is mention about reimbursement for working outside of normal hours. What is the reimbursement for inspectors? Answer: Conditions associated with working outside of normal working hours may include reimbursement to the City. The loaded rate for an inspector is between $70 and $80/hr. (Note: These numbers were verified after the meeting). Reference: Section (2) 5. Question: What is the intent behind the Electrical Submittals for materials like the splicing materials and wire, if all the materials are owner furnished? Answer: The Electrical Submittal information is intended to cover miscellaneous materials required to complete the work. For example, if the wires are pinched and there isn t enough slack to cut out the damaged section, the wire in the pole would need to be replaced. Reference: (13)C2 6. Question: Could you clarify the qualification criteria which requires a minimum number of electricians? Answer: Not all of the lights must be replaced with qualified electrical employees as defined by WAC Form No. SPEC-230A Revised: 03/13/2007

5 The qualification criteria and the specifications permit electricians that are not qualified electrical employees to work on lights that can be shut off at the service. However, all employees replacing streetlights must be certified electricians licensed to work on electric low voltage up to 600 Volts AC. The number of electricians required for the two categories of work, in the statement of qualifications, takes this into consideration.
