1 Beaverton School District Capital Program Purchasing SW Merlo Road, Beaverton, OR Phone: SOLICITATION ADDENDUM NO. 2 INFORMAL RFP Full Commissioning Services for New High School THE FOLLOWING CHANGES TO THE ABOVE CITED SOLICITATION ARE ANNOUNCED. This Addendum modifies the Request for Proposal (RFP) document(s) only to the extent indicated herein. All other areas not changed or otherwise modified by this Addendum shall remain in full force and effect. This Addendum is hereby made an integral part of the RFP document. Proposer must be responsive to any requirements of this Addendum as if the requirements were set forth in the RFP. Failure to do so may result in Proposal rejection. See the RFP regarding requests for clarification or change and protests of this Addendum, and the deadlines for the foregoing. This addendum is to be acknowledged in the space provided on the Proposer Certification form supplied in the solicitation document. Failure to acknowledge receipt of this addendum may be cause to reject your offer. The closing date REMAINS: January 22, 2015 at 2:00 PM Replace the Consultant Certification form in its entirety with the Consultant Certification form attached to this Addendum. HS Schedule Preliminary Schedule is added to this RFP (attached). Answers to submitted Questions: 1. Does the Commissioning Services for this building include Envelope Commissioning? No. The intent of this RFP is commissioning of MEP building systems similar to the fundamental requirements for LEED and Oregon Energy Trust Incentives. 2. Are there any drawings, specifications or basis of design that is available to help assist us in pricing the project? Schematic design drawings are in process and 100% SD set will not be available until early February. The building design is based on the space program listed in the Beaverton School District Educational Specification for High Schools. This document is available for viewing on the District Website: Beaverton.K12.or.us/District/Departments/Facilities Development District Goal: All students will show continuous progress toward their personal learning goals, developed in collaboration with teachers and parents, and will be prepared for post-secondary education and career success. 2 3. What systems and equipment are to be commissioned? Although we understand the project is only in schematic design, approach to commissioning of the project and the resulting fee to do so will dramatically be affected by which building systems are to be commissioned. For example, commissioning of just HVAC and HVAC controls is a significantly different scope than those items plus lighting, lighting controls, plumbing, irrigation, electrical, building envelope, security, etc. Please clarify to the extent possible at this stage. The intent of this RFP is commissioning of MEP building systems and renewable energy systems in order to qualify for ETO incentives. This would include HVAC & HVAC controls, lighting, lighting controls, and plumbing (heating water systems). 4. What commissioning tasks are desired to be performed for this project? Although the RFP is for Full Commissioning Services, the actual tasks that the commissioning provider is expected to provide, and during which phases of the project, are not clearly defined. For example, Section II, 3, a of the RFP requests assistance during the DD and CD phases. Is it intended for the Cx provider to be involved in one time reviews of the documents, or is a more thorough involvement expected such as OPR / BoD involvement, attendance at design review conferences, etc.? The Cx provider will be involved in one time reviews of documents in the DD & CD phase. During the CD phase there may be a couple of design meetings that the Cx provider will be in attendance for coordination of specification preparation and project manual requirements. If more involvement is required, a change amendment may be issued to address time not considered in proposal. 5. Should we be expected to propose services that follow a particular standard such as ASHRAE Standard , or similar? Please provide as clearly defined expectations of the commissioning tasks to be performed as possible to ensure proposed services match the district s expectations. The intent is to follow the ASHRAE Standard for Pre-construction, Construction and Acceptance. Any measurement & verification during Post-Construction/Warranty will be addressed at a later date. A change amendment may be issued to address post-construction & warranty items to the successful proposer if determined to be incorporated. 6. How is the Fee section of the proposals to be scored? The RFP indicates the evaluation of the proposed fee can be awarded up to 40 points. Does this mean the lowest fee will be awarded 40 points and the highest zero points, or will some other award system be used? The fee section is scored based on the lowest relative to the highest proposer s fee. 7. Section II, Paragraph 3 (Scope of Work) Question: The scope of work section does not reference a Commissioning Standard (ie ASHRAE Guidelines, LEED Reference Guide, ACG Commissioning Guideline, etc.), does the BSD want to have the Commissioning follow the industry standards that includes all phases such as Pre-construction, Construction, Acceptance, Post-construction and Warranty phases? The intent is to follow the ASHRAE guidelines for Pre-construction, Construction and Acceptance. Any measurement & verification during Post-Construction/Warranty will be addressed at a later date. A change amendment may be issued to address post-construction & warranty items to the successful proposer if determined to be incorporated. 8. Section II, (Scope of Work) Question: The RFP does not mention LEED certification. Will the new high school be submitted for LEED certification? If so, which version and will the project include enhanced commissioning? The District is not seeking LEED certification for this project. 9. Section II, (Scope of Work) Question: Are there a set of Schematic design drawings available for review and use to develop a commissioning fee? The RFP states the building square footage, but it does not list types of systems 2

3 or spaces. It would be helpful to know how many classrooms, cafeteria areas, gymnasiums, etc. and other space types and sizes. Schematic design drawings are in process and 100% SD set will not be available until early February. The building design is based on the space program listed in the Beaverton School District Educational Specification for High Schools. The District Technical Standards should also be consulted. Section II, Paragraph 1 (Statement of Work) Question: Does full commissioning services include all building systems such as fire alarm, security systems, data/communications, and emergency generators, etc. or just HVAC and controls? Or would the scope just be LEED required systems that includes HVAC, Domestic water heating, and lighting controls? The District is intending to pursue incentives for Full Commissioning through the Oregon Energy Trust. The systems required for this include HVAC and HVAC controls, lighting and lighting controls, Domestic Water Heating and Renewable Energy Systems (PV solar). 11. Please confirm systems to be commissioned include HVAC systems and Controls, Lighting and Controls, Hot water Systems and Renewable Energy Systems, if installed. This would conform to the fundamental commissioning requirements for a LEED building. Correct, commissioned systems to include HVAC systems and controls, Lighting systems and controls, Hot water systems and renewable energy systems (PV solar). 12. Will design phase scope include design reviews in the DD and CD phases, as well as assistance on systems and materials selection? Yes, design reviews in DD and CD phases, as well as assistance on systems and materials selection will are a part of the contract for commissioning. 13. Will the commissioning authority be required to do construction submittal reviews of the systems to be commissioned during construction phase? Yes, the Cx firm should include time for review of construction submittals of the systems to be commissioned during construction. 14. Are only ETO incentives related to commissioning in the scope of the work, or does the scope include coordination of all green building incentives? The District is seeking ETO incentives related to commissioning but the scope does not include coordination of all green building incentives. 15. In Offer Content outline, is Section 3 d. i. regarding design competitions relevant to this scope of work? Design Competitions are not relevant to this scope of work. Please disregard this comment. 16. Are all of the Consultant Responsibility Forms and Affidavit of Compliance with Tax Laws required for the proposal? These are not mentioned in the Offer Content outline, although directions state to use the Proposer Certification form as the cover page. Are these forms to be completed and submitted with our response? If so, in what order would you like these forms placed? The Consultant Responsibility Form and Affidavit of Compliance with Tax Laws Form are required as a part of the proposal and should be submitted with the proposal. There is no particular order required but these forms must be included with the proposal. 3

4 17. If all of the Consultant Responsibility Forms are required, the table at the bottom asks for a "list of companies from whom you obtain surety bonds." Is this information required for this scope of work? Surety bonds are not required for this contract. Please mark this section as not applicable to this proposal. 18. Also, the Consultant Responsibility Form asks for 4 references while the Offer Content outline (e. References) states to list a minimum of 3 references. The proposer should complete both areas and provide the required information to be determined responsive. 19. If required, are fillable Word versions of these forms available? Fillable forms or MS Word forms are not currently available for this RFP. 20. On page 11 of the RFP it requests the Proposer Certification form but does not mentions the above mentioned form. Some of the questions on the Consultant s Qualification & Financial Information form look like they are geared more towards a Contractor not Engineers. In order to be deemed responsive the Consultants Qualification & Financial Information and the Consultant Responsibility forms are required. 21. Does the Consultant s Qualification & Financial Information form need to be included along with our submission as outlined on page 11 of the RFP. Yes, In order to be deemed responsive the Consultants Qualification & Financial Information and the Consultant Responsibility forms are required. 22. Will the project pursue the Oregon Energy Trust Full commissioning path or the System performance path? The project is pursuing the Oregon Energy Trust Full commissioning path. 23. The Oregon Energy Trust includes the following system types to qualify: HVAC systems and controls, lighting and daylighting controls, domestic hot water systems, and renewable energy systems. Does this represent the desired systems to be commissioned? If not, is there a list of system types to be included in commissioning? Correct. 24. Are there any preliminary documents available to base the proposal on? Refer to Question Are there any renewable energy sources planned for the project such as PV array or solar hot water heat? The project is required to have 1.5% solar. PV solar is intended. 26. As a sub-consultant submitting for commissioning services, along with the Proposer Certification form (assuming it s referring to Consultant Certification in Section V Attachments), are we also filling out and including the Consultant Responsibility Form and AFFIDAVIT of COMPLIANCE with TAX LAWS with our submittal? The Consultant Responsibility Form and Affidavit of compliance with Tax Laws should be completed by prime consultant proposing. Sub-consultants are not required to include these documents. 4

5 27. What specific systems do you want commissioned? Refer to Question Is the project pursuing any energy related certifications (LEED, Earth Advantage, Green Globes)? No, the project is not pursuing any energy related certifications. 29. Are we to submit the Consultant Responsibility Form(s) with the RFP response? If so, should they be attached as an appendix? Yes, They may be attached as an appendix. 30. On the Consultant Responsibility Form(s), are we to include all of the firm s current contracts in force or just the commissioning contracts? Do we include only 4 or add additional pages as necessary to provide a list of all contracts? As this RFP is relative to commissioning services, the current contracts should be commissioning contracts. A proposer may include additional pages if necessary to provide a list of all current commissioning projects. 31. Is there a schedule available at this time that proposers can reference in order to provide what is requested for the fee proposal? The current schedule is attached. 32. Is there a mandatory requirement for regular meetings, i.e. programming, operational, safety, training, etc. that the awarded firm would need to start attending once contracted? There is no mandatory requirement for meetings. Consultant should anticipate a kick-off meeting with the design team, several design meetings during design development and construction documents to provide input and coordination of specifications. 33. The RFP Scope of Work states: a. Provide assistance to design team during design development and construction document phases for systems/materials selection. Is there a preliminary design spec that can be shared with the proposers? Refer to Question The Consultant Certification currently references information that a General Contractor would provide, i.e. Contractor License, Surety Bond information. Can this be formally deleted from the proposal, so proposers are providing what is appropriately requested for the scope of work? This is a standard template form used by the District.
