3 Course Description The speakers in this session will walk through the latest and greatest commissioning codes, standards and guidelines and help you determine the salient points of each and which is most applicable to your commissioning projects. Of particular focus will be the ASHRAE Commissioning Standard, the ASHRAE Existing Building Commissioning Guideline, the new ICC Green Construction Code and the ICC Guideline for Commissioning.

14 International Green Construction Code Chapter 2 - Definitions Approved Agency: An established and recognized agency regularly engaged in conducting tests or furnishing inspection services or commissioning services, where such agency has been approved Approved: Acceptable to the code official or authority having jurisdiction (AHJ) Commissioning: A process that verifies and documents that the selected building and site systems have been designed, installed and function in accordance with the owner s project requirements and construction documents and minimum code requirements Registered Design Professional: An individual who is registered or licensed to practice their respective design profession as defined by the statutory requirements of the professional registration laws of the state or jurisdiction in which the project is to be constructed Registered Design Professional in Responsible Charge: A registered design professional engaged by the owner to review and coordinate certain aspects of the project, as determined by the building official, for compatibility with the design of the building or structure, including submittal documents prepared by others, deferred submittal documents and phased submittal documents

21 International Green Construction Code Chapter 9 Additional Definitions Approved Agency: An established and recognized agency regularly engaged in conducting tests or furnishing inspection services or commissioning services, where such agency has been approved Chapter 2 An Approved Agency shall provide all of the information necessary for the AHJ to determine that the agency meets the applicable requirements The Approved Agency shall be qualified and shall demonstrate competence, to the satisfaction of the AHJ for the Cx of the particular type of construction or operation. Experience or training is considered relevant where the documented experience or training is related in complexity to the type of Cx activity Independence: An approved agency shall be objective, competent and independent from the contractor responsible for the work being inspected. The agency shall also disclose possible conflicts of interest so that objectivity can be confirmed Equipment: An approved agency shall have adequate equipment to perform the required commissioning. The equipment shall be periodically calibrated Personnel: An approved agency shall employ experienced personnel educated in conducting, supervising and evaluating tests and commissioning.

27 ICC G Guideline for Commissioning Chapter 2 Definitions Commissioning: Same definition as IgCC with added note from Committee: Building Cx involves a quality assurance process that begins during the predesign phase and extends through design phases, construction and continues post occupancy. Cx verifies that the new building systems are installed and operate as the owner intended and that building staff are prepared to operate and maintain its systems and equipment. Commissioning agency (CxA): An established and recognized agent or agency regularly engaged in conducting tests and furnishing Cx services. The agency may consist of one or multiple individuals having various expertises. The CxA can be a third-party Cx provider or the owner s in-house staff member. The guideline requires a single person be designated to lead and manage the Cx activities. Cx Authority, provider, coordinator, lead, etc. are considered the same name as Cx Agency identified in the guideline Commissioning team: The key members of each party involved with the project designated to provide insight and carry out tasks necessary for a successful Cx project. Team members may include the CxA, owner or owner s representative, building staff, design professionals, contractors or manufacturer s representative and testing specialists.

31 IgCC & ICC Guideline for Commissioning New Construction Best Practices Issues The OPR and BOD are frequently not developed nor utilized for a project CxA design reviews are being inconsistently performed Construction observations by CxA can be too infrequent The functional testing process is sometimes inadequately performed The O&M personnel training can be ineffective at assuring efficient operation Owners and the Building Industry as a whole do not always understand the CxA role for the design review
