1 PUBLIC NOTICE The Township of Union has adopted the Fair and Open Process of the Pay-to-Play Law (N.J.S.A. 19:44A-20a, et seq.) in its request for proposals and awarding goods and services contracts with an annual value in excess of $17, Proposals will be evaluated by the Township Committee of the Township of Union on the basis of the most advantageous, price and other factors considered. The evaluation will consider: a. Experience and reputation in the field; b. Knowledge of the Township and the subject matter to be addressed under the contract; c. Availability to accommodate any required meetings of the Township; d. Compensation proposal; e. Other factors if demonstrated to be in the best interest of the Township. In addition to the above criteria, the Township may consider the following criteria, where applicable, in order to evaluate the proposal: a. Assurances of performance; b. Vendor s financial ability and strength to meet its obligations; c. How the costs compare to other proposals; d. If available, are suitable warranties and guarantees available To this end the Township is seeking proposals for the following: PROFESSIONAL ENGINEERING SERIVCES: DESIGN OF TURF FIELD All bidders shall review the Scope of Services for the project and make an inspection of the site in order to familiarize themselves with the same. The project scope of the proposed improvements to eh existing James C. Conlon Field generally includes but is not limited to the installation of synthetic turf, underdrains, perimeter edge curbs, vinyl coated chain link fencing, soccer equipment, ball stopper netting system, player benches and associated restoration work. The existing drainage system on the field shall be evaluated and analyzed for reuse or replacement and it should be anticipated that an underground detention system and underdrains will be required to attenuate stormwater runoff for the new field. These services will be associated with the James C. Conlon Soccer Field Improvements and will consist of the following: A. SURVEY AND BASE MAPPING: Field survey and base mapping will include performing the necessary filed topographic survey and locations of the existing field and drainage features as follows:

2 Establish a balanced control survey, traverse line with recoverable ties. Basis of the horizontal and vertical control will be the New Jersey State Plane Coordinate System, NAD 1983 U.S. Survey Foot and North American Vertical Datum of 1988, respectively. Permanent points (Capped Rebar, PK Nails, etc.) shall be set along the control line. A minimum of two (2) horizontal and vertical control points shall be established along the project limits. GPS methodology shall be used to establish horizontal and vertical control. Prepare of a Topographic Plan showing natural and manmade features including: existing above and, where possible, underground utilities, survey baseline (traverse line), spot elevations and contours within and adjacent to the project limits only. Trees with a caliper of 6 inches or greater shall be located within the project limits only. Prepare project base maps at a scale of 1 inch equals 30 feet B. PRELIMINARY DESIGN: Prepare construction plans, field cross sections, grading and drainage plans, construction details and specifications for the proposed field improvements and anticipate the following professional services needed to develop the above plans and to accomplish the goals of the project: Geotechnical Exploration Geotechnical evaluation shall consist of a subsurface investigation comprised of drilling borings to establish existing conditions, laboratory testing of representative soil samples, an evaluation of the subsurface conditions, establishing the depth to groundwater table at the time of the investigation and recommendations for the subgrade preparation as needed. Drainage/Detention Design Preform a hydrologic and hydraulic analysis of the existing storm sewer system draining the existing natural turf fields to evaluate the need for stormwater detention. The analysis shall evaluate existing and proposed runoff conditions from the field site and address compliance with Stormwater Management Rules N.J.A.C. 7:8 as to demonstrate that the post construction runoff for the 2, 10 and 100 year storm events do not exceed at any point the pre-construction runoff.

3 Underdrain System Design Synthetic field runoff shall be captured and conveyed to onsite detention and infiltration facilities in compliance with Stormwater Management Requirements by the NJDEP and/or local review agencies. The proposed field shall include the following surface and underdrain systems designed to convey the 25-year storm and consisting of: Synthetic turf surface designed specifically for athletic fields to meet the needs of the Township of Union. A product should be selected among today s leading manufacturers. A compacted crushed stone base to support the synthetic turf surface and to allow rainfall to rapidly infiltrate through the field turf into a low profile geo-composite underdrain network. The crushed stone surface base may also include a choker course ; a layer of finer compacted crushed stone that further prevents the intrusion of fine particles from the surface medium into the infiltration medium and provides a smoother, more finely graded field surface. Geo-composite drainage pipe is to be installed atop a membrane to capture rainfall that has infiltrated through the crushed stone surface base. The 1 inch x 12 inch pipes are designed specifically for synthetic turf field underdrains and ensure that all rainfall onto the new fields is drained into collector pipes. The collector pipes are to be 12 to 15 High Density Polyethylene (HDPE) pipes that run around the perimeter of the field within compacted crushed stone trenches sloped towards the final collection point before discharge into the existing storm system. The outlet storm sewer shall be a 15 to 18 Reinforced Concrete Pipe (RCP) or HDPE that conveys all flows captured from the rainfall onto the field and discharges the flow into the recreation field s detention basin. With the proposed detention basin designed to provide runoff reductions for the and 100 year storms, the proposed field drainage system shall comply with the State Stormwater Management Rules and Somerset-Union Soil Conservation District Standards for Soil Erosion and Sediment Control in New Jersey. Soccer Field Layout The existing survey and base mapping prepared for the project shall be reviewed by the design team including the current size, location, orientation and site grading associated with the existing James C. Conlon Soccer Field. The design

4 team shall develop a preliminary design layout plan considering the existing conditions, existing site constraints and current applicable soccer field design standards. The preliminary design layout plan shall provide a recommended location, orientation and dimensions for the proposed synthetic turf soccer field with the necessary clear zones from the edge of the field to the proposed perimeter fencing system indicated along with the anticipated field grading depicted on the plan for review and concurrence by the Township. Should a detention facility be required for the project, an approximate size and location for this proposed stormwater management facility shall also be shown on the preliminary design layout plan for review by the Township. Meetings and Coordination The Consultant shall anticipate meeting with the Township Staff, local officials and project stakeholders as required to discuss the proposed design and contact documents. For the purpose of the proposed anticipate two (2) meetings with the Township. Include under this task the preparation of color renderings of the site layout plan and evaluations and colored handouts for the presentations. C. FINAL DESIGN AND PREPARATION OF PLANS, SPECIFICATIONS AND PERMITTING Preliminary design comments shall be reviewed, discussed, resolved and/or incorporated into the final design plans and specifications for inclusion into the final bid package. Engineer s estimates shall be developed including unit prices, quantities and plan distributions. Contract specifications shall be prepared during the final design phase. The contract specifications shall be in accordance with the New Jersey Department of Transportation Standard Specifications for Road and Bridge Construction of 2007 with necessary amendments. Storm sewer improvements shall tie into the existing storm sewer systems with the Township s property or Rights-of-Way. Permits Somerset-Union Soil Conservation District A certification of project plans by the Somerset-Union Soil Conservation District is required for this project. Prepare and submit the following items in support of the Soil Conservation District application: Soil Conservation District Application Form

5 Soil Erosion and Sediment Control Plans One (1) set of Construction Plans Engineering Drainage Report The Soil Conservation District certification, inspection and administrative fees will be provided by the Township of Union at the time of submission. The fee for preparation of the Somerset-Union Soil Conservation District application shall include compliance with one revision requests from the District. RFA Request for a NJDEP stormwater general permit authorization to discharge stormwater from a construction site. The RFA task includes preparation and submission of the RFA to the NJDEP via online services. The application fees for the RFA shall be provided by the Township of Union at time of application. COST PROPOSAL Based upon the above outlines scope of services for Survey and Base Mapping, Preliminary and Final Design and Permitting, lump sum fees shall be indicated below: Survey and Base Mapping Preliminary Design Final Design, Preparation of Plans, Specifications and Permitting Total SCHEDULE Based on the above scope of services, the schedule for the project shall be as follows: Improvements to the James C. Conlon Soccer Field Complete Survey, Base Mapping and Preliminary Design Plan Preparation.. 8 Weeks Township Review 2 Weeks Final Design and Specifications.. 4 Weeks

6 Proposals will be accepted September 15, 2017 at the Township of Union Municipal Building, Main Meeting Room, 1976 Morris Avenue, Union, NJ at 10:00am. Proposals may also be mailed to the attention of Eileen Birch, Township Clerk but MUST be received prior to scheduled time of proposal opening.
