1 Request for Proposal Design Engineering Services City of Glendale 2019 Road Projects August 2018 The City of Glendale, Wisconsin is requesting engineering proposals from qualified consultants for the design services /preparation of the design and bid documents (plans and specifications), and inspection services for the City s 2019 Road Reconstruction Program, including utility (water main construction) improvements and Mill and Overlay programs. The projects are outlined in the attachment. Project Scope Task 1 Project Management A project manager shall be identified to coordinate the design process including anticipated meetings with City staff and public: 1. Project kick-off and data compilation meeting 2. Three (3) project status meetings related to on-going activities 3. Delivery of plans and specifications and final presentation meeting. 4. Preparation of ad for bid. 5. Attendance at bid opening 6. Tabulation of bid results and recommendation of award of contract. Task 2 Road, Storm Sewer and Water Main Design Conduct all design activities related to the reconstruction of project roads and the replacement of catch basin structures and leads and water main with water services through the curb stop: 1. No topographic surveys have been completed. 2. It may be necessary to do additional survey activities to capture all necessary and relevant data within the City right-of-way including but not limited to the following: a. Relevant locations of all water main features. b. Cross sections at each road cut (driveway or carriage walk) to assure positive drainage in terrace areas. 3. Coordination of all necessary state and county permit requirements.

The Consultant shall evaluate and present to the City the cost-benefit comparison between maintaining the rural cross section versus an urban cross section with storm sewers before proceeding to final design of the roadway to be reconstructed. The Designer should assume that no additional storm sewers are to be designed at this time. Task 3 Construction Document Preparation and Bid Process Prepare all the necessary construction documents, including but not limited to: 1. Preparation of construction drawings (plans and specifications) 2. Adaptation of City standard specifications to project as necessary 3. Publication of the appropriate notices (send ad for bid to City for advertising) 4. Preparation of a construction cost estimate 5. Provision of the final plan set Coordinate public bidding process including but not limited to: 1. Manage distribution of plan sets and bid documents (bids to be submitted to Director of Public Works) 2. Attend bid opening (City must conduct the bid opening) 3. Prepare recommendation of the selected contractor following review and evaluation of the bids received. Task 4 Construction Inspection and Administration The following work items are required by the City: 1. Arrange and conduct a resident information meeting for affected homeowners. Coordinate and conduct a pre-construction meeting. 2. Construction staking: i. Roadway, curb and gutter (if applicable), carriage walks, driveways, sidewalks ii. If applicable, Storm sewer, including catch basins, manholes, and pipes iii. Watermain, including hydrants and valves iv. Work shall also include providing cut sheets to the contractor 3. Coordinate and conduct a full-time inspection team to assure compliance with the plans and specifications. 4. Review material testing and reject materials which do not meet specifications and special provisions. 5. Conduct weekly progress meetings with the DPW Director and compile weekly status reports and inspection notes for public distribution. 6. Act as the main project contact for contractors; assist the City in addressing resident concerns. 7. Maintain daily work log and inspection notes with contractor activities, on-site labor and equipment and completed quantities. Glendale Engineering Design Services 2

3 8. Review contractor payment requests (AIA form) and certify progress payments. Pay items will be itemized according to revenue source and type of infrastructure. 9. Prepare change orders for work not covered in contract for review by DPW Director. 10. Prepare final punch list for contractor listing work to be completed prior to final payment. 11. Conduct final inspection of project and certify a recommendation for acceptance. 12. Provide as-builts as CAD files and hard copies. Proposal Contents The proposal should not exceed 20 single-sided pages and should address the following: 1. Transmittal Information. a. Firm s name, address, telephone number and contact person. b. Firm s confirmation of understanding of the project and commitment to provide the appropriate personnel, equipment and facilities to perform the scope of services as defined in this document. 2. Firm Description. a. Brief history of firm. b. Provide at least three references of similar size design contracts that your firm has held in the last five years. References are to include the municipality name, contact person, mailing address, telephone number and address of the owner for which your firm and assigned key personnel have provided similar services. 3. Approach. a. Provide a description of the anticipated design effort. b. Outline your proposed staffing levels and activities. c. Provide estimated design hours and total costs. d. Provide estimated inspection services hours and total costs. 4. Personnel Experience. a. For each project team member submit a summary including: i. Name ii. Proposed responsibilities iii. Professional registrations iv. Detailed description of related past experience, particularly experience of a similar capacity on past projects of comparable size and scope b. Provide the names of any sub-consultants and state the capacity in which they would be used. Provide the relevant information outlined in 4.a. above for all key sub-consultant personnel. 5. Estimated Project Schedule. a. Provide schedule of deliverable dates. b. Please note that it is the intent of the Glendale City Council to award a construction contract for the project at its meeting of February 11, Glendale Engineering Design Services 3

4 6. Cost. a. Provide an hourly rate and total costs for each project team member and a detailed analysis of the direct hours by task and position to satisfactorily provide, at a minimum, the services outlined in the scope of services. b. The total not to exceed costs including inspection services should be identified for each project listed in the attachment. c. Please note there will be no reimbursement for travel time, meals, or mileage; these incidental costs should be included in the hourly rates. Only document reproduction costs will be reimbursable. Selection Criteria City staff will consider the following in evaluation of the proposals: 1. Past record of performance of the consultant and team on similar projects. 2. Quality and content of the written proposal. 3. Specialized experience and technical competence of the consultant and project team assigned to the project. 4. Familiarity of the consultant with the types of issues typically encountered on projects such as this and the recommended alternatives to address such issues. 5. General understanding of and agreement with the consultant s approach to the project, including the City s confidence in the consultant s ability to satisfactorily perform the work. 6. Ability to complete the project within the necessary time frame. 7. Cost. Timeline 1. All proposals shall be submitted to Charlie Imig, Glendale Director of Public Works, by 12:00 noon on Monday, August 27, Three (3) copies of the proposal shall be submitted in a sealed envelope. The envelope shall be clearly marked to include the name and address of the consultant, the appropriate contact for the consultant and shall be marked 2018 Road Program. 3. A recommendation will be made to the City Council to select the consultant at its regularly scheduled meeting on September 10, The project kick-off meeting with the consultant is anticipated to occur within a week of the award of contract. 5. The design plans and specification documents shall be completed by December 3, The project shall be bid on a timeline for a February 11, 2019 award.
